CONTENT OF PROPOSALS (SUPPLIES OR SERVICES)
PART A: GENERAL INSTRUCTIONS
1.0
GENERAL
The North American Industry Classification Code System (NAICS) code for this requirement is 541330.
This contract will be awarded based upon full and open competition.
The Offeror is required to submit sufficient information concerning the following areas to enable Government personnel to fully ascertain capabilities of the Offeror to perform the requirements. The proposal must be sufficient in detail and scope to permit evaluation and provide the evaluators a clear understanding of the Offeror’s capability to meet or exceed the defined elements as required by the solicitation. All proposals must clearly and convincingly demonstrate that the Offeror has a thorough understanding of the requirements, associated risks and is able, willing and competent to devote the resources necessary to meet the requirements, and that the Offeror has valid and practical solutions for all requirements and potential risk areas. Offeror must respond to all requirements of the solicitation and not alter or rearrange the solicitation. The Offeror has the burden of proof to demonstrate compliance with all the evaluation factors and or subfactors identified in this solicitation. The Offeror is advised that the Government may incorporate into the final contract enhancing features included in the Offeror’s proposal deemed beneficial to the Government. With the exception of the Price/Cost volume, no cost or pricing information should appear in any volume. Alternate proposals are not acceptable.
In presenting material in the proposal, the Offeror is advised that quality of information is more important than quantity. Clarity, brevity, and logical organization should be emphasized during proposal preparation. The Offeror is responsible to present enough information to allow the Government to evaluate the proposed work effort, support, and approach, as well as the price/cost proposal without opening discussions. Statements that the prospective Offeror understands, or can and/or will comply with, the specifications, and paraphrasing the requirements or parts thereof without supporting information are considered inadequate by the Government, and may render a rating of unacceptable. For the purpose of this solicitation, relevance is defined as something that has a logical connection with the matter under consideration. Such aspects of relevance include the type of effort (e.g., development, production, repair), the type of requirements (e.g., weapon systems, information systems, engineering services, scheduled depot maintenance), service similarity, service complexity, contract type, contract dollar value, the division of the company that will perform the work, and degree of participation by principal subcontractors, team members, or critical team members. Recency is defined as performance within 5 years of the date of this proposal submission.
The Offeror must include any data that illustrates the adequacy of the various assumptions, approaches, and solutions to problems. Failure to address a specific factor or subfactor clearly may be considered a deficiency. There is no need to repeat information in more than one volume if an overlap exists; the detailed information must be included in the most logical place and summarized and referenced in other areas. Unnecessarily elaborate brochures or other presentation materials beyond that sufficient to present a complete and effective proposal is neither necessary nor desired.
The Offeror is expected to comply with all requirements of the RFP. The Government advises the Offeror that taking exception or deviating from any term or condition of the RFP may make an offer unacceptable, and the proposal unawardable, unless the RFP expressly authorizes such an exception or deviation with regard to that specific term or condition. The Government may consider any exception or deviation to any term or condition of the RFP that is not expressly authorized by the RFP to be a deficiency.
Throughout these instructions, a “principal subcontractor” is defined as a subcontractor who provides at least 10% of the proposed total price/cost (excluding the Offeror’s profit/fee), for the contract. “Team member” is defined as those entities that make up a joint venture or any other partnership or teaming arrangement formed for the purpose of responding to this solicitation. “Critical team member” is defined as those entities of the Offeror that perform a critical function in the performance of the resulting contract, whether it is technical or financial, and/or that have important roles in any high or medium risk areas identified in the Offeror’s proposal.
QUESTIONS: Offerors may submit questions requesting clarification of solicitation requirements by emailing the contract specialist at Candice.Byrd@navy.mil. It is requested that all questions be received within ten (10) calendar days of the date this solicitation was issued.
2.0
PROPOSAL FORMAT
Written proposals must be formatted using a Times New Roman 12-pt normal font (no reduction permitted), single-spaced with 1-inch margins all around, and formatted for standard 8.5 x 11 inch paper. All pages should be numbered with section and page numbers. When foldout pages are used they must not exceed 11 x 17 inches and will be counted as 1 page. Drawings may be provided separately and may be any size but should be folded to approximately 8.5 x 11 inch standard size and will count as 1 page. Graphs shall be presented in no smaller than a 10-pt font and should contain a grid, which allows values to be read directly from the graph to the same accuracy that a 10 x 10 to the ½ inch grid provides. Graphic resolution should be consistent with the purpose of the data presented.
The Offeror will provide one complete copy of the written proposal to the PCO as electronic files fully compatible with Microsoft Office 2000 and for information not supported by MS Office products, with the latest Adobe Acrobat reader on a CD-ROM. The Offeror will ensure that the Price Volume is provided on a separate CD-ROM. Each CD-ROM is to be labeled for content and the Offeror’s name. If a discrepancy exists between the original paper copy of the proposal and the disk copy, the paper copy will take precedence.
The Offeror must present its proposal information in a manner that facilitates a one to one comparison between the information presented and this Proposal Instruction. Proposal information must be structured such that its paragraph number/letter is identical to the Proposal Instructions paragraph number to which it is responding, although the Offeror may add lower tier subparagraphs. The Offeror must provide reasons it will not provide information for a particular paragraph. The proposal information instructions are structured by paragraph numbers where first, second, third and fourth parts correspond to the volume, book, section, and element, etc., in Offeror’s proposal.

Each proposal shall contain the following volumes and sections as specified in the table below.
Each volume of the proposal shall be submitted as one original and additional copies as specified in the table below. All volumes of the original proposal shall be delivered to the address provided in Section 4.1 prior to the closing date/time stated in this solicitation. Page recommendations for each volume if any, are also specified in the table below; title and table of contents pages to not count towards page limit.

Each volume must contain the following information:

The Offeror shall submit a Cross Reference Matrix (CRM) for the Technical Volume, similar to the example below, to help ensure that all solicitation requirements are addressed and to facilitate the evaluator’s review of the Offeror’s proposal. The CRM should be a single integrated matrix and cross-reference the proposal volumes and paragraphs to specific RFP requirements, as well as other parts of the proposal that contain relevant information. The Offeror’s CRM may be identical to the example below or revised such as to add columns to indicate the page number on which information may be found, identify where other relevant information in the proposal is located, or provide other comments. The CRM does not count against any of the proposal page limitations.

4.0
PROPOSAL SUBMISSION
Clearly mark all packages with the solicitation number. The submission date for all Volumes shall be no later than the date and time specified in Block 9 of Standard Form 33 of the RFP. However it is requested that the Volume 4, Past Performance information should be submitted ten days prior to the submission date/time specified on Standard Form 33 (Block 9). The length of proposal validity shall be at least 120 days after proposal submission.
Proposals shall be submitted via United States Postal Service, commercial carrier, or hand carried to the address provided below. Proposals are not to be submitted by facsimile or electronically via email.

PROPOSAL PACKAGING
The Offeror shall package the proposal volumes in cartons or equivalent packaging containers in the most efficient manner possible grouping like volumes to the maximum extent possible. Each container shall be single person portable. One container shall include all Original Proposal volumes including the original/signed documents submitted as part of Volume 1 Executive Summary.
Each box should include a packing slip detailing the contents to include the volume number, title, and copy number. Also, each box should be stamped or marked “For Official Use Only” and “Source Selection Information – See FAR-2.101 and 3.104”.

PART B: SPECIFIC INSTRUCTIONS
VOLUME 1 – Executive Summary (1 original/9 copies) (2 page recommendation, does not include Section K information)
Note: This volume shall not contain any reference to cost or price aspects of the offer.
The purpose of the Executive Summary is to provide the evaluators with an overview of the Offeror’s proposal and strategy. The Offeror shall include the following in this volume:
i.
A concise abstract of the Offeror’s strategy for each of the evaluation criteria contained in the solicitation.
ii.
Offeror Summary Table: The Offeror shall complete the table below. The Offeror should include all subcontractors and team members who will be involved with the performance or management of the program work and should list all sites where the work will be performed. If a teaming or subcontracting arrangement is proposed, identify the work share, distribution elements, and ratios that each contractor will perform using the table below. Also provide a definition of the legal relationship between the entities if it is other than a Prime/subcontractor relationship.

VOLUME 2 – TECHNICAL (1 original/9 copies)

2.1 Understanding of the Work
2.1.1 Performance Based Work Statement Approach
(a) Provide a written narrative of the Offeror’s proposed understanding and capability to perform the requirements of the Performance Based Work Statement (PBWS). The narrative shall address the elements set forth below:
(i) Identify reference documents that would be utilized to perform the PBWS tasking.
(ii) Identify any areas that may impact successful performance
(iii) Quality plan that includes:
(1) Warranty of work
(2) Quality control of work product
(3) Description of performance based metrics used to monitor performance.
2.1.2 Provide a written response to the four sample tasks provided below (a). The purpose of this submission is to demonstrate an understanding of the required work. Each response should include the following information and follow this outline:
(1) Team - Identify the Government, military, and contractor team members that need to participate in the effort; also, describe the teaming arrangements, roles and responsibilities of any subcontractors, partners, joint ventures or other organizations required to perform the work.
(2) Assumptions - Detail all assumptions relative to any interpretations made of the sample task and your technical approach to ensure full understanding of your response by the Government.
(3) Technical Approach - Provide a detailed description of the technical approach including a step-by step procedure and methodology which would be used in accomplishing the task. Included in the technical approach should be areas that will need to be investigated and information identified in order to perform the work.
(4) Performance Risk Analysis. Identify contingent events inherent to the nature of the effort that could, if they were to occur, endanger satisfactory performance. Focus on critical events that are realistically likely to occur and that would pose serious problems (do not try to identify every event that could cause some minor difficulty).
(5) Work Breakdown Structure - Provide a detailed schedule of events and briefly describe each activity with its inputs and outputs and the interrelationships and interdependencies among the activities.
(6) Models & Tools - Identify the models and / or other tools that would be utilized to perform the task.
(7) Metrics - Identify Measures of Performance and/or Measures of Effectiveness (MoPs / MoEs).
(8) Reports - Provide a list of recommended reports(s) to document the task.
(9) Level of Effort - Provide an outline of hours by labor category required to complete the task; do not include cost.
(a) Sample Tasks: The government will not provide any additional documentation or information relative to these tasks; the Offeror should already possess the requisite knowledge to provide a response.
Sample Task #1: Integrated Modeling Environment and Infrastructure Maintenance of an integrated modeling environment is required to enable warfare modeling and simulation (M&S) from the engineering level through the campaign level. M&S tools, data, documentation, archives and briefs developed must be available in an easily managed and detailed fashion to all analysis stakeholders to include Navy SYSCOMs, Program Offices, and OPNAV. Note: For the purpose of projecting the level of effort required for this task, the Offeror should assume that the government would issue this as a cost-plus-fixed-fee order.
Sample Task #2: Concept Feasibility/DoN Relevance Assessment The unique basing constraints inherent in many Department of the Navy operational situations represents design constraints not typically considered by commercial or other DoD customers. The Contractor shall assist AIR-4.10 in evaluating the suitability/relevance of candidate concept(s) for carrier-based unmanned missions. This assessment, which is tailored to be consistent with the level of maturity/detail available for the concept being considered, includes suitability for basing on relevant air capable ships. Note: For the purpose of projecting the level of effort required for this task, the Offeror should assume that the government would issue this as a fixed-price order.
Sample Task #3: Advanced Network Assessment
A quantitative evaluation of the warfighting impact of advanced datalinks such as Tactical Targeting Network Technologies (TTNT) compared to Link-16 across multiple mission areas is required for an OPNAV study. Establish a modeling and simulation toolset capable of characterizing the network architectures and waveforms of these systems which could be used to support calibration of mission and campaign level simulations. Note: For the purpose of projecting the level of effort required for this task, the Offeror should assume that the government would issue this as a cost-plus-fixed-fee order.
Sample Task #4: Future Vertical Lift (FVL) AoA
An Analysis of Alternatives (AoA) is required to evaluate and compare the effectiveness, cost, and risk of potential alternatives to fulfill the Naval future vertical lift requirement. Potential FVL alternatives must be capable of meeting all current medium lift rotary capabilities and mission areas as well as address future capability gaps in Major Combat Operations and Steady State Security Posture (SSSP) scenarios. Note: For the purpose of projecting the level of effort required for this task, the Offeror should assume that the government would issue this as a cost-plus-fixed-fee order.
2.1.3 ORAL PRESENTATIONS (to be invoked at the Government’s discretion) a.
General.
After our initial evaluation, all Offerors may be requested to conduct an oral presentation which will include an introductory overview of the Offeror’s capability and three (3) “Pop Quiz” sample task oral presentations. The three “Pop Quiz” sample tasks will be given to the Offerors, in writing, by the Government Contracting Officer on the scheduled day of the Offeror’s oral presentation. The “Pop Quiz” sample tasks will be representative of the type of effort to be provided under the contract. The Offerors shall provide specific details regarding the methodology used to perform the tasks that demonstrates an understanding of the functions stated in the PBSOW, such as operating environment and challenges inherent to this effort. The sole purpose of the oral presentation will be to test your understanding of the required work under the prospective contract.
b.
“PoP Quiz” Sample Task Oral Presentation Components.
The Offeror’s presenters must demonstrate their understanding of the work that will be required under the prospective contract by addressing the following topics for each “Pop Quiz” sample task, in the following order, in accordance with the instructions:
(1) Team - Identify the Government, military, and contractor team members that need to participate in the effort; also, describe the teaming arrangements, roles and responsibilities of any subcontractors, partners, joint ventures or other organizations required to perform the work.
(2) Assumptions - Detail all assumptions relative to any interpretations made of the “Pop Quiz” sample task and your technical approach to ensure full understanding of your response by the Government.
(3) Technical Approach - Provide a detailed description of the technical approach including a step-by step procedure and methodology which would be used in accomplishing the task. Included in the technical approach should be areas that will need to be investigated and information identified in order to perform the work.
(4) Performance Risk Analysis - Identify contingent events inherent to the nature of the effort that could, if they were to occur, endanger satisfactory performance. Focus on critical events that are realistically likely to occur and that would pose serious problems (do not try to identify every event that could cause some minor difficulty).
(5) Work Breakdown Structure - Provide a detailed schedule of events and briefly describe each activity with its inputs and outputs and the interrelationships and interdependencies among the activities.
(6) Models & Tools - Identify the models and / or other tools that would be utilized to perform the task.
(7) Metrics - Identify Measures of Performance and/or Measures of Effectiveness (MoPs / MoEs).
(8) Reports - Provide a list of recommended reports(s) to document the task.
(9) Level of Effort - Provide an outline of hours by labor category required to complete the task; do not include cost.
c.
Ground Rules for Oral Presentations.
The oral presentation shall not constitute discussions, as defined by FAR 15.306(d), and will not obligate the Government to determine a competitive range, conduct discussions, or solicit or entertain bargaining or revised offers. Any statements made during the oral presentation will not become a part of any contract resulting from this RFP, unless both parties agree to make it a part of an offer during discussions. There will not be a question and answer session. The Government will only receive information from the presenters. If the Government decides to conduct discussions, the Government will not solicit or entertain revisions to the oral presentations.
(1) Eligibility - Offerors submitting proposals will be eligible to make an oral presentation, unless the Government decides to conduct discussions.
(2) Timing - Oral presentations will commence within two to four weeks after the receipt of proposals. The Contracting Officer, or appointed Contract Specialist, will notify you of the scheduled date and time of your presentation. The order of presentations will be determined by random drawing.
(3) Rescheduling – The Government reserves the right to reschedule your presentation at the discretion of the Contracting Officer.
(4) Offeror Employee Participation - One or more of the personnel whom you will employ to manage or supervise contract performance on a full time basis (i.e., Program Manager or Key Personnel) must make the presentation. The manager who will have full time operational responsibility for contract performance must be present and must, at a minimum, answer questions directed to him/her. Consultants may not be used to make any part of the oral presentation. You will be limited to no more than ten (10) attendees, in which all attendees must be key personnel. None of your presenters may make a presentation on behalf of another Offeror.
(5) Time Limit for Offeror to prepare responses to “PoP Quiz” sample tasks – The Offeror will be allowed three (3) hours upon receipt of the three (3) “PoP Quiz” sample tasks, prior to the introductory overview, to prepare responses to all three (3) sample tasks.
(6) Time Limit for Offeror’s introductory overview – The Offeror will be allowed fifteen (15) minutes, prior to presenting their responses to the three (3) “Pop Quiz” sample tasks, to provide an introductory overview of their capability and understanding of the requirements identified in the PBSOW.
(7) Time Limit for Offeror’s “PoP Quiz” sample tasks –The Offeror’s response time will be limited to forty-five (45) minutes (fifteen (15) minutes per “PoP Quiz” sample task) with an optional fifteen (15) minute recess after each “Pop Quiz” sample task presentation. The Contracting Officer will strictly enforce the time limit. You will not be afforded the opportunity to address other capability information factors (i.e., work force, past performance, etc.) during this portion of the presentation.
(8) Presentation Media - The Offeror will use slides/transparencies or computer presentation program (i.e., Powerpoint, MS Word, MS Excel) to document key points. There is no limitation on the format or number of slides/transparencies that you may use. What the presenters say will take precedence over the information that appears on the slides. When reviewing and evaluating the oral presentations, the Government will not review any slide/transparency that was not projected and addressed during the presentation. You must provide paper copies of your slides/transparencies to the Government at the commencement of the oral presentation.
(9) Presentation Equipment/Supplies – You must provide all of the presentation equipment/supplies (i.e., flip chart paper, overhead slides/transparencies, computers, video tape equipment etc.) that you will use during your presentation.
(10) DVD-R - The Offeror shall record all required presentations and provide the Government with a copy of the DVD-R of the presentations immediately following presentation, at its own expense.
(11) Location - The Oral Presentations will be made in person at a facility provided by the Offeror within twenty (20) miles of the Naval Air Systems Command Headquarters, Patuxent River, MD.
(12) Do not mention price during your oral presentation.
(13) The Offeror shall mark all presentation media in accordance with FAR 52.215-1(e), “Restriction on Disclosures and Use of Data.”
2.2 Workforce
The Offeror shall provide the following information:
2.2.1 Workforce Qualifications Spreadsheet
The Offeror shall complete the attached Workforce Qualifications spreadsheet (Attachment P1) for each current, contingent, and prospective hire employee proposed under this effort. All contingent hires shall have a letter of intent submitted under Volume 4. The letter of intent is a separate written agreement signed by the potential employee(s) to work for the Offeror effective at contract award. Subcontractors and team members shall provide this information either separately or included in the prime contractor’s submission of this document.
The following definitions apply to section 2.2.1:
- A “contingent hire” is an individual who has committed, under a signed letter of intent, to being employed by the Offeror if the Offeror is awarded the contract.
- A “prospective hire” is an individual that the Offeror has committed to hiring if the Offeror is awarded the contract whose identity may not be known until after contract award.
2.2.2 Labor category information The Offeror shall submit labor category titles and functional responsibilities for all key and non-key labor categories proposed under the prospective contract and that meet the minimum qualifications outlined in Section C of the RFP. The labor category title shall be consistent throughout the proposal. Functional responsibilities shall include the principal duties to be performed under that labor category on the proposed contract. Labor qualifications shall include experience and/or education requirements for all labor categories proposed.
(a) Key Labor Categories. The Offeror shall submit a list of the proposed key labor categories and applicable personnel.
2.2.3 Key Personnel Resumes
(a) For any proposed Key Personnel provide a resume of the work assignments, training, etc., that demonstrates the experience and specialized qualifications of each key person proposed. Resumes or shall contain, at a minimum, the following information:
(i) Employee name
(ii) Years of employment experience in chronological order including narrative description of duties and responsibilities
(iii) Current position, title and employer
(iv) Educational history
(v) Institution name, degree or certification earned, and year for all degrees or certifications earned
(vi) Current level of security clearance and status (final, interim, or pending)
(b) The Government may check educational background to verify degrees or certifications received.
2.2.4 The Government minimum personnel qualifications
(a) The contractor shall be responsible for employing personnel having the appropriate levels of education, professional, and technical experience as well as the appropriate level of security clearance. These qualifications are only a baseline; contractors should strive for technical excellence in personnel by demonstrating experience and qualifications beyond these minimum qualifications.
(b) The specialized experience included as part of the required qualifications shall have been obtained in the field of endeavor indicated by the applicable labor categories listed below. The experience indicated in the following labor categories must have been performed during the past five years. In cases requiring experience of more than five years, at least five years of the total experience must be within the past five years. Key personnel are those who will be performing in Key Labor Categories listed below. The contractor shall provide one resume for each Key person bid in each key labor category.
(c) Personnel must have or be able to obtain the appropriate security clearances as stated on the DD Form 254. All positions may potentially require a Secret security clearance, with exception of the Administrative labor category. Proof of U.S. citizenship is required to be permitted access to government installations, aircraft, and ships.
Note: All required experience for all labor categories may have been obtained cumulatively. All degrees shall have been obtained from an accredited college or university.

DEFINITIONS
As used in the minimum personnel qualification descriptions for this contract, the terms indicated shall be defined or their meanings qualified as follows:
- Academic year - a full or complete year of study at a junior college, college, university, or other academic institution toward which at least 30 semester hours or 45 quarter hours of undergraduate study, or 18 semester hours or 27 quarter hours of postgraduate study, were completed.
- Accredited institution - a post-secondary educational institution (junior college, college, university, or technical trade, or professional school) which was approved by an accrediting agency listed as nationally recognized by the U.S. Department of Education.
- Accredited program - an educational program or course of study offered by a post-secondary educational institution which was approved by an accrediting agency listed as nationally recognized by the U.S. Department of Education.
- Degree - an academic title conferred by an educational institution upon completion of a unified course of study; if not otherwise qualified, the term shall mean a degree at the bachelor's, master's, or doctoral levels only.
- Engineering or engineering discipline - when used in relation to educational or work experience requirements, “engineering” shall mean any of the following specific subjects, disciplines, or areas of work experience only: computer, electrical, electronics and engineering technology.
- Experience and years of experience –
a) When used in relation to requirements for past participation in professional work or employment activities, "experience" shall mean full-time (on the basis of a standard forty hour work week) participation, at least one-half of which time was spent performing qualifying functions as a practitioner or employee.
b) When used in relation to requirements for a particular term or period of participation, "years of experience" shall mean full, productive years of participation. Productive years are work years of fifty-two weeks reduced by reasonable amounts of time for holiday, annual, and sick leave. If participation was part-time, or if less than one-half of the standard work week was spent performing qualifying functions, the actual time spent performing qualifying functions may be cumulated to arrive at full years (or years and months) of experience. For example, only the actual number of full days (or full-day equivalents) of duty or drills completed during a year of military reserve participation, or in other qualifying part-time employment or practice may be cumulated toward years of experience. Qualifying part-time experience performed in addition to other full-time qualifying employment during the same period of time may be cumulated on a full-time equivalent basis and added to the full-time experience to satisfy a total experience requirement.
- Postgraduate degree - a master's, Ph.D., or other professional degree for which completion of an undergraduate curriculum for receipt of a bachelor's degree was a prerequisite.
- Related field - a "field of study with similar curriculum of study but is referenced by a different name".
· Technical discipline – when used in relation to educational or work experience requirements “technical discipline” shall mean a degree in the field of Mathematics or Sciences.
- Technical rating - completion of a U.S. Navy electronic technology related B or C school for Cryptologic Technician Technical (CTT), Electronic Technician (ET), Electronic Warfare Technician (EW), Fire Controlman (FC), or Information Systems Technician (IT) or the equivalent from another branch of service.
Qualifications:
See labor category descriptions defined in section C.
2.3 Management Plan
The Offeror’s management plan shall address the following:
2.3.1 Overall Management Approach - Offerors shall address in sufficient detail the following:
(a) Adequacy of corporate management and resources to support the technical requirements of the solicitation and ability to function as a viable and productive partner with the Government;
(b) Proposed management roles of the Offeror’s proposed workforce for this requirement;
(c) Proposed lines of responsibility, authority, and communication through which the tasks will be managed;
(d) Procedures to be taken to ensure quality and cost control;
(e) Processes for managing the requirement from start to finish, including the role of program manager in product/process quality and how these functions are accommodated in the acquisition and overhead structures;
(f) Plan for early identification and resolution of problems; and
(g) Identification of potential performance risks and proposed risk mitigation strategies.
2.3.2 Usage of Teaming, Personnel, and Subcontractors - Offerors shall present in sufficient detail the following:
(a) Subcontract Management detailing how each subcontractor will be managed to ensure cohesive integration into the overall management approach;
(b) Description of the integration of the teaming partners into the overall management approach in the following areas and how the Offeror will leverage their strengths to increase value to the customer through technical leadership, quality assurance, and process improvement;
(c) How and why selected subcontractor(s) were chosen, which knowledge and skills they will be acquiring through each subcontract, the level of subcontract effort expected; and
(d) How the Offeror will maintain control during the performance of work.
2.3.3 Qualification/Recruitment/Retention - Offerors shall present in sufficient detail the following:
(a) Qualification/recruitment/retention procedures that would provide workforce improvements and upgrade the skills of highly trained and motivated personnel;
(b) Description of their process for qualifying personnel to perform PBWS tasks;
(c) Explanation of approaches for maintaining technical competence to perform the tasks in the PBWS; and
(d) Employee retention plan.
2.3.4 Transition Plan - The services under this solicitation are vital to the Government and must be continued without interruption. The Offeror is required to submit a written narrative delineating a transition plan that ensures a smooth workplace changeover from an incumbent with no loss of service and minimal loss of corporate knowledge. The plan should take into consideration the following elements as well as any additional elements deemed necessary by the Offeror:
(a) Work Turnover
(b) Quality Assurance
(c) Training
(d) Risk Mitigation strategies
(e) Security Requirement to include OPSEC, facility clearances and base access
(f) Data Transfer
VOLUME 3 - PRICE PROPOSAL (1 original/2 copies) 3.1
Complete and submit Section B CLIN amounts. The proposed amounts for each CLIN will be the ceiling value.
3.2
All cost and/or pricing information shall be contained in Volume 4 only. Offerors shall submit their cost/price proposal utilizing the CLIN Breakout Spreadsheet (Attachment P6). The Offeror shall submit a fully completed Attachment P6.
3.3 Regardless of the type of CLINs (e.g., CPFF or FFP) under the solicitation, Offeror shall fully disclose the build up of cost/price of each CLIN.
3.4 When completing P6, the Offeror, (e.g., prime vendor) shall not utilize any fully burdened hourly rates when pricing the labor of its employees.
3.5 If a subcontractor of the Offeror utilizes fully burdened rates in its proposal to the prime, the subcontractor shall provide its own P6 delineating the build up of those rates to the Government. The subcontractor shall complete the green section at the top of the P6 spreadsheet.
3.6
In preparing the cost/price proposal, the Offeror shall ensure the submittal is easy to understand and includes the following:
3.6.1 Provide a narrative that addresses any assumptions made during the preparation of the cost/price proposal and discuss the basis for the cost elements listed below:
(a) Labor hours per labor category
(b) Direct labor rates by category. The Offeror is required to submit labor rates for proposed individuals. If composite or category averages are proposed, provide a breakdown of how rates are developed. If necessary provide a narrative to describe derivation of labor rates, use of uncompensated overtime, pools to which indirect rates are applied, historical /provisional billing rates for indirect rates for the last 3 years and description, and amount of proposed other direct costs.
(c) Escalation on labor
(d) Indirect costs (i.e. Overhead, Fringe Benefits, General & Administrative (G&A), etc.)
(e) Information needed to explain the Offeror’s estimating practices
(f) Profit/Fee: Identify profit/fee rate and total amounts proposed and identify the various cost elements to which the profit/fee is being applied. Profit fee rates, as applicable in Section B, must be clearly distinguishable. Profit/Fee shall not be applied to ODCs.
(g) Other Direct Costs (ODCs) by specific cost element (i.e. Travel, Material, NMCI). Reimbursement for Travel will be in accordance with the Joint Travel Regulation. If the Offeror chooses to increase the Government estimated amount by applying burdens or for other reasons, the Offeror must provide the basis/detail for the variance.
(h) When the Offeror elects to claim Cost of Money (COM) as an allowable cost, the Offeror must submit a COM form and show the calculations of the proposed amount.
(i) Professional employee compensation plan in accordance with FAR 22.1103.
3.6.2 Small Business Subcontracting Plans (for large businesses)
(a) The Offeror shall provide its Small Business Subcontracting Plan conforming to the requirements of FAR 19.7 and DFARS 219.7. If the Offeror is a participant in the DoD Comprehensive Subcontracting Test Program specified in DFARS 219.7, the Offeror shall describe how Small Business participation on this contract will contribute to its overall Comprehensive Subcontracting goals. Offerors shall describe specific efforts to ensure the resulting contract meets or exceeds proposed goals. These efforts shall include, but are not limited to: sponsoring program specific outreach programs and industry conferences, establishing Mentor-Protégé relationships with SDBs and using the NAVAIR SUBNet website (http: //www.navair.navy.mil/osbp) to locate Small Business concerns and to post requirements. Small Business subcontracting plans which reflect a SDB goal of less than 5 percent shall also provide, as a part of the subcontracting plan submission, those extenuating circumstances that do not allow the Offeror to propose this percentage goal.
Note:
(1) The subcontracting plan of the successful Offeror(s) will be reviewed and approved by the Procuring Contracting Officer (PCO) prior to contract award. See FAR 19.702 Statutory Requirements (a)(1) regarding failure of the apparent successful Offeror to negotiate and submit a Plan acceptable to the PCO. The successful Offeror’s subcontracting plan will be incorporated as an attachment into the resultant contract.
(2) Information regarding the Department of Defense’s Small Business Program Goals is located at http://www.acq.osd.mil/osbp/statistics/goals.htm.
(b) Proposals submitted in response to Solicitation No. N00421-11-R-0045 by Large Business Concerns shall demonstrate that at least 23% of the total proposed contract value represents subcontract awards to Small Business Concerns.
3.6.3 The Offeror shall prepare and submit the cost/price proposal in or compatible to, Microsoft Office Excel. PDF is not acceptable. The spreadsheet shall be formatted on letter size (8.5 X 11) paper. The proposal shall be unprotected and unlocked, with formulae intact to show mathematical operations.
3.6.4 If subcontractors are proposed, provide all of the same information and spreadsheets required for the prime contractor. The proposed subcontractors are required to submit their cost/price proposal under their prime. The cost/price proposal shall be unprotected and unlocked, with formulae intact to show mathematical operations. The prime contractor must justify the reasonableness of each subcontractor's cost, if applicable. A discussion for the basis of this determination is required for each proposed subcontractor.
3.6.5 The Offeror shall provide Defense Contract Audit Agency (DCAA) Information/Payroll Verification information as follows. A DCAA point of contact, with a current e-mail address, must be provided for the prime and each subcontractor. The Offeror and proposed subcontractors shall provide the most current DCAA Provisional Billing Rate Approval Letter, DCAA Final Billing Rate Approval Letter, and/or DCAA Forward Pricing Rate Agreement recommendation, payroll verification for currently employed proposed personnel, and any other information necessary to substantiate the rates proposed. Payroll verification shall consist of a form containing the title, direct labor rate and a signed certification by an authorized representative of the company that the information contained in the form is correct. If any of the rates utilized by the Offeror or any subcontractors differ from the DCAA information and/or payroll verification a justification shall be provided for the difference. If DCAA has not reviewed the rate information for an Offeror or one of its subcontractors, the Offeror must submit a detailed justification of the proposed direct and indirect rates. If this requirement contains cost type CLINs the Offeror shall also provide documentation verifying that it has a DCAA approved Cost Accounting System or state that its Cost Accounting System has not been approved by DCAA. The Prime offeror shall disclose the contract type (Cost, T&M, FFP) that they propose to utilize with their subcontractors. All subcontractors that are proposed to have cost contracts shall also provide documentation verifying that it has a DCAA approved Cost Accounting System or state that its Cost Accounting System has not been approved by DCAA. Prime contractors and all subcontractors shall provide the last three (3) years of actual indirect information. The proposed subcontractors are required to submit their DCAA information and payroll verification under their prime contractor. The Government may review perspective Offeror’s labor category to the average labor rate from industry.
3.7
