1. It is stated that there will be a small business set aside of 20%. Will that be to one company? How will it be determined what services or labor categories will be for set aside?
Answer: Large Businesses would be required to subcontract 20% of the effort to small business. The number of companies and tasks are not specified.
2. Understanding this will be a Full and Open competition, is it the intention of the government to have any Small Business (SB) Reserves whereby a certain % of the awards would be reserved for SB's?
Answer: No, there is no reserve for prime contract awards to small business.
3. Understanding the number of awards will be based on the number of qualified proposals submitted, does the government have a maximum number of awards that they are trying to stay within?
Answer: The Government expects to select at least three offerors, possibly more, on the basis of proposals providing the “best value” to the Government, all factors considered.
3. What is the government's position on cross teaming?
a. Can a company be a Prime on one proposal and a subcontractor to another Prime on a different proposal?
Answer: This would be up to the prime and if they were willing to let another prime contract holder subcontract under them.
b. Will there be a requirement that companies remain exclusive to only one Prime or can they team with various Primes? (i.e. could a company be a subcontractor on various proposals?)
Answer: See answer 3a
4. How will SB's be evaluated compared to Large Businesses?
a. Will SB's be expected to respond to the full SOW?
Answer: Yes, all businesses responding to this solicitation would be required to respond to the entire requirment.
b. Would the government consider allowing SB's to respond to only a portion of the SOW due to their size and years in business?
Answer: Presently, even SB’s would be required to respond to the entire requirement.
c. Will the Past Performance and Corporate Experience requirements be consistent for both LB's and SB's
Answer: Yes, although Corporate Experience is not currently a evaluation factor.
