ELECTRONIC WARFARE TRAINING AND TEST AIRCRAFT (EWTTA) AIRCRAFT CONFIGURATION REQUIREMENTS
This attachment identifies the basic aircraft configuration requirements, and aircraft mission system performance thresholds and desired capabilities. Options 1 through 4represent additional capability that is desired but is not part of the basic aircraft configuration requirement. These options may be purchased upon funding availability. Thresholds are defined as specific minimum capabilities which must be met or exceeded. Desired capabilities present a performance level the government would like to attain. The contractor is encouraged to balance desired capability to achieve overall effectiveness.
Effectiveness is considered to be the ability to screen two 15m2 inbound aircraft at a minimum of 100 NM from target air search radar to theoretical burn through range utilizing a 1-6KW Enterprise Resource Planning (ERP) environment within the beamwidth delineated below.
There will be two (2) aircraft required – one (1) based on the east coast and one (1) based on the west coast. There will be a minimum of 490 combined east and west coast flight hours guaranteed.
BASIC AIRCRAFT CONFIGURATION: (minimum requirements) Each Contractor Furnished aircraft shall:
· Operate under FAA Part 135.
· Part 135 maintenance supported with FAA Supplemental Type Certificate (STC) for modifications.
· Have three (3.0) hours On Station time (Threshold),
· Be capable of reaching mission Initial Point 100 nm from takeoff airport (direct route at best air speed/altitude within 30 minutes (Threshold),
· Have the capability to fly from California to Hawaii with full mission equipment and crew aboard (Desired) or independent shipping of mission equipment and/or personnel at contractor's expense (Threshold). Near polar routing from PACNORWEST and/or in-flight refueling, at contractor's expense, is acceptable.
· A minimum altitude of 6,700 feet is required to achieve acceptable line of site range to surface vessel radar for conducting SOJ missions. (Threshold);
· Have the following equipment, capability and provisions:
1. Mode 3C and Standard IFF, TACAN (ARN-118 with air-to-air capability, or equivalent), or Large Area Tracking Range (LATR) pod (Threshold). GFE provided.
2a. Three (3) High-Power Radar Jamming Subsystems (as listed in the table below) capable of operating independently or simultaneously (Threshold).

LEGENDS: 1. 80dB isolation between transmit and receive antenna (Threshold) 90dB (desired).
2b.
The subsystems jamming transmitters shall have an automatic and semi-automatic mode to inhibit transimission while the receiver reestablishes the line of bearing and frequency of the victim radar (look through blanking) (Threshold).
3.
Independently Steerable (electrical and/or mechanical (B – J Band) Antennas under Manual (Threshold) and Computer Steering Control: (Desired) Az. 360 Degree (Threshold), E1: +5 to -45 Deg/ (Threshold). Antennas to use rotary joint for mounting to aircraft (threshold).

5.
Integrate GFE USQ-113 with MD-1203 interface (Threshold)
6.
Radar Signal Receiver w/Direction Finding Capability/Antenna Subsystem, (this system must be optimized to permit the SME/EWO to find the victims radars at operational ranges (nominal 100 NM), and with sufficient accuracy to effectively employ the Jammer system (Threshold). Freq: .4 to 18 GHz (Threshold). Direction Finding Accuracy equals one half jammer antenna horizontal beam width (Threshold).
7a.
Radar Signal Receiver Sensitivity – 80dBm at receive antenna input (Threshold)
7b.
Input signal level of -40dBm at technique generator input. (Threshold).
8.

9.
Provide accurate direction of arrival suitable for pointing the jammer antenna. (Threshold) 10.
Frequency, PRF/PRI/PW, actual not synthesized signal audio (Threshold) SCAN/IR (Desired).
11.
Principal target radars include: All US naval primary surface search, air search and fire control. radars.
12.
