About this file
This is a Commercial Only One Source/Brand Name Justification document submitted by NAVSUP Fleet Logistics Centers (FLC) in accordance with FAR 12.102(a). The procurement covers eight specific parts for the Whidbey Island LSD-class Port anchor windlass capstan system, including capstan base (P/N 2D1-00145), gasket (P/N 2CI-00447), two sleeve bearings (P/N 2B1-00359 and 2B1-00360), screw (P/N 0013055), tubing (P/N 0000160), intake (P/N 040257-022), and accessory set (P/N C-106). The purchase request numbers are N62758-6075-E500 through E507, with a required delivery date of August 28, 2026, and an estimated total cost of $48,136.71.
Competition is restricted to Trident Maritime Systems - Heavy Equipment Group (CAGE Code 7DZK0), a large business in the shipbuilding and repairing sector (NAICS 336,611). The contracting officer justifies sole source award based on the critical nature of the port anchor windlass capstan to ship operations and safety, Trident Marine's demonstrated expertise and proprietary knowledge in naval anchor windlass repair and refurbishment, the necessity for exact form, fit, and function compatibility with existing equipment per technical specification T/M S9581-AV-MMA-010, and restricted availability of technical data required for competitive procurement. Market research indicates no other vendor can meet the required schedule, technical specifications, and certification requirements without introducing unacceptable risk to cost, schedule, and performance. The document is signed by Contracting Officer Shamir Jones, dated April 16, 2026.

Basis For Decision That Only One Source Is Available
Capstan base (P/N: 2D1-00145), Gasket (P/N: 2CI-00447), Sleeve bearing (P/N: 2B1- 00359), Sleeve bearing (P/N: 2B1-00360), Screw (P/N 0013055), Tubing (P/N: 0000160), Intake (P/N: 040257-022), and Accessory set (P/N: C-106) meets the same form, fit and function that will interface with the Whidbey Island LSD class Port anchor windlass capstan per T/M S9581-AV-MMA-010. Use of like and similar parts as a substitute item will cause an adverse effect to Whidbey Island LSD class Port anchor windlass capstan.
Trident Marine Systems INC (7DZK0) has the sole proprietary information on manufacturing and technical data that is not available to the US Government. Due restrictions on the distribution of the technical data required to promote competitive and open market competition are not available at this time.
SRF-JRMC technical requirements do not allow deviation from specifications for materials prescribed and/or identified on T/M S9581-AV-MMA-010. This procurement shall follow all NAVSEA technical guidelines.
The port anchor windlass capstan on an LSD-class ship is a critical component of the anchoring and mooring system. Its primary purpose is to provide the mechanical force required to raise, lower, and control the port anchor and associated chain.
Additionally, the capstan function supports line handling operations, including mooring and small boat handling, by delivering controlled pulling power on deck.
Reliable operation is essential to ensure safe anchoring, maintain ship position, and support pier-side evolutions. Degradation or failure of the windlass/capstan directly impacts operational readiness, safety of navigation, and the ship’s ability to meet mission requirements.
Trident Marine is recommended for sole source award based on their demonstrated expertise, proprietary knowledge, and proven performance in the repair and refurbishment of naval anchor windlass and capstan systems, specifically on amphibious class ships. The existing installed equipment configuration, including legacy design tolerances and integration with shipboard mechanical and control systems, requires specialized technical capability and historical familiarity that Trident Marine uniquely possesses.
Market research indicates that no other vendor can meet the required schedule, technical specifications, and certification requirements without introducing unacceptable risk to cost, schedule, and performance. Competing sources would require significant time for technical familiarization, potential reengineering, and validation, which is not compatible with the availability timeline.
