About this file

This is a Commercial Only One Source Justification document submitted by NAVSUP Fleet Logistics Centers in accordance with FAR 12.102(a) for a sole source procurement.

The procurement is for John Crane mechanical seals to replace components on the USNS JOHN LEWIS (T-AO 205) in support of a scheduled Maintenance and Training Activity (MTA) in September 2026. The required items consist of five SEAL ASSEMBLY CARTRIDGE units (Part No. 90214688, John Crane Type 5610VQ) and four SEAL ASSEMBLY units (Part No. 0700/58U/-/BP/546C, John Crane Type 58U/BP) for the Low Temperature Fresh Water (LTFW), Main Sea Water (MSW) Cooling, and Stripping Pump systems. John Crane Inc. (CAGE Code 71724, Small Business) is the sole identified source, with authorized distributors available through several small businesses. The manufacturer contact is Robert Mendes at 503-639-0700, RMMENDES@JOHNCRANE.COM.

The justification for sole source procurement centers on proprietary data and design rights retained exclusively by John Crane. The document establishes that MSC Fleet operations are directed to use only Original Equipment Manufacturer (OEM) parts for operational and mission-critical equipment per COMSCINST 4490.1. John Crane retains all rights to design drawings, tolerances, and original parts for these pump mechanical seals on TAO-class vessels. The manufacturing processes, special tools, and technical information required are not available to the government, making reverse engineering or alternative procurement impractical. Additionally, NAVSEA Technical Manuals T6226-A3-MMC-010, T6226-A2-MMC-010, and T6226-BR-MMC-010 specify John Crane as the manufacturer for the mechanical seals. Any alternative replacement parts would compromise equipment reliability and void manufacturer warranties. The MSW Cooling and Stripping Pump systems are critical to preventing engine overheating and enabling cargo tank operations, making their failure operationally catastrophic.

Basis For Decision That Only One Source Is Available

A ship's Main Sea Water (MSW) Cooling and Stripping Pump plays a crucial role in regulating the temperatures of engine room machinery and facilitating the thorough discharge of cargo tanks. These pumps are essential in preventing engine overheating and enabling the removal

The failure of a ship’s Main Sea Water (MSW) Cooling and Stripping Pump—often a vital, multifunctional unit—can lead to serious, cascading failures, including immediate shutdowns of

. Given that these pumps are generally employed for both cooling critical machinery and stripping cargo tanks, the implications of their failure are both mechanical and operational.

MSC is directed to only use OEM parts on this vessel’s operational and mission critical equipment aboard MSC Fleet Vessels per COMSCINST 4490.1. In addition, John Crane retains the rights to all design drawings, tolerances, and original parts for the pump mechanical seals on board TAO class ships.

Accordingly, the manufacturing, special tools, and equipment required to manufacture the parts used for the pumps is not known to MSC. MSC does not have the manufacturing and technical information required to reverse engineer nor manufacture the parts, and procuring alternative replacement parts will compromise company other than with the OEM would void warranties on this equipment.

Proprietary data limits competition in the manufacturing of the existing JOHN CRANE mechanical seals installed on the freshwater low - temperature (LTFW), MSW Cooling and Stripping Pump. The subject seals are direct replacement parts for existing seals. The proprietary information limits the purchase of the replacement seals to OEM John Crane.

NAVSEA Tech. Manual T6226-A3-MMC-010 provides the mechanical seals for the LTFW pump with John Crane as the manufacturer.

NAVSEA Tech. Manual T6226-A2-MMC-010 provides the mechanical seals for the Main Sea Water Cooling Pumps with John Crane as the manufacturer.

NAVSEA Tech. Manual T6226-BR-MMC-010 provides the mechanical seals for the Cargo DFM Stripping Pumps with John Crane as the manufacturer.

John Crane has authorized distributors of these pump parts and are the OEM of the subject pump seals installed aboard the TAO 205 class. Thus, a Brand Name is .

The CSI that the subject items fall under is for the Main Engine and the Engine Room plant/Equipment as a whole. The Main Engine and Vast majority of the Engine Room Equipment is cooled by the LTFW System and without the Main Engines and the plant itself can’t be operated. The Main Sea Water Cooling system is the only way to cool the LTFW System, thus without the MSW Cooling System the LTFW System can’t be run.
