About this file

This is a Questions and Answers document for federal solicitation N0040626Q0033 addressing an elastic mooring system installation at Naval Station Everett in Washington state.

The installation location is at Naval Station Everett, 2000 West Marine View Drive, Building 2125, Everett, WA 98207, where existing concrete float docks manufactured by Bellingham Marine are already in the water. Environmental and operational conditions include mean high water level of 11.2 to 11.4 feet, mean low water level of 2.80 feet, water level variations exceeding 10-12 feet during spring tides, significant wave heights limited to approximately 1 foot with maximum wave heights of 6 feet, and maximum wind speeds with vessels on dock of gusts exceeding 50 mph and unoccupied wind velocities exceeding 70 mph during severe weather. The docks will accommodate a maximum of 8 vessels. CAD and engineered drawings are available for contractor review.

Regarding material specifications, the government requires corrosion-resistant materials due to saltwater exposure, with acceptance of stainless steel AISI 316 or hot-dipped galvanized steel. Titanium end crimps are preferred due to high strength and corrosion resistance. Helical anchors are not being considered due to restricted access in tight locations. Brand-name or equivalent products are authorized for elastic mooring system parts, with any quoted equivalent items required to meet or exceed part number specifications and include specification sheets for government review. The solicitation timeline has been extended due to the urgency of the pier condition.

5. What is the mean high water level? MHHW approximately 11.2 to 11.4 feet

6. What is the water level variation? area can exceed 10-12 feet during spring tides

7. What is the mean low water level? MLW approximately 2.80 feet

8. What is the significant wave height? heights are limited to around 1 ft

9. What is the maximum wave height? wave heights of 6 feet

10. What is the maximum wind speed with vessels on the dock? gusts exceeding 50 mph

11. What is the maximum unoccupied wind velocity? can exceed 70 mph during severe weather

12. What is the maximum size and number of vessels tied to the docks? 8 vessels

13. Have helical anchors been investigated? ( cheaper than concrete and common in that area) due to restricted access in tight locations helical anchors not being considered

14. Is the titanium end crimps a requirement as that is a solution to a failure point on another company's product? (our product does not have that failure point.) prefer titanium due to high strength and corrosion resistance

15. Is stainless steel a requirement? (This is not a commonly used metal in the Puget Sound.

Hot dipped galvanized has superior corrosion resistance.) stainless steel AISI 316 or galvanized

16. Can the material requirement become more neutral, for instance the use of verbiage like

( corrosion resistant material) material must be of corrosion resistant material due to saltwater exposure

17. Can we have extra time to have our engineer review the design to make sure it up to US code? This solicitation has been extended, timeline has been impacted by the urgency of the pier condition

18. Can the requirement be changed to either no name brand or can it say Seaflex or Hazelett or equivalent? - Brand name or equal remains.
