The following have been modified:
ADDENDUM TO 52.212-1
Offerors shall submit the following requirements for each evaluation factor with their offer; each requirement must be clearly identified:
(i) Technical;
SUBFACTOR A: SOLICITATION COMPLIANCE
a. Offerors must note all exceptions from the solicitation’s terms conditions, specifications, and/or the solicitation requirements, if any. Any request for exceptions or questions about the solicitation requirements must be submitted to the contract specialist no later than two (2) days prior to the solicitation due date. If exceptions or requested changes are approved by the contracting officer, approval will be given by amending the solicitation. It will be assumed that any offer without mention of any exceptions will take no exception from all specifications, terms and conditions, clauses, or provisions within the solicitation.
FOR EXCEPTIONS - State precisely how the offered supplies differ from the applicable specifications in the solicitation requirements and/or solicitation terms and conditions and how the offered supplies clearly meet the minimum requirements in the specification and the solicitation terms and conditions.
b. Offerors must submit specifications of what is being offered.
i. Specifications must include the model name, manufacturer and country or origin, part number, specification sheets and drawings.
(ii) Price;
a. Pricing shall be provided on a unit price line item basis as shown in the CLINs of the solicitation. Submit a unit price and total amount for each CLIN in the solicitation.
Offers must meet or exceed the specifications in the solicitation and any subsequent amendments. Submissions must include a completed and signed SF 1449.

52.212-2 EVALUATION--COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
(i) Technical;
SUBFACTOR A: SOLICITATION COMPLIANCE.
Solicitation compliance shall be evaluated on an acceptable/unacceptable basis. In order to be determined technically acceptable, offers must meet or exceed all statement of work (SOW) requirements, period of performance, and other terms and conditions in the solicitation and any subsequent amendments. Offer shall include number of technician(s) and work hours per technician(s).
Any exceptions, submitted with an offer, which has not been approved by the Contracting Officer, may be determined unacceptable. It will be assumed that any offer without mention of any exceptions will take no exception from all specifications, terms and conditions, clauses, or provisions within the solicitation.
(ii) Price;
Price will be evaluated for price reasonableness in accordance with FAR 13.106-3 Award and documentation.
Quote pricing shall include, at a minimum, technician(s) hourly rates, travel, and materials.
(iii) Past Performance;
Evaluation of past performance will be based on information obtained from FAPIIS, SPRS, and any other sources which may have relevant information. A quote/offer with a low SPRS rating (red or yellow for quality and/or less than a 70 weighted delivery score) may not represent the most advantageous quote/offer to the Government.
Technical and past performance, when combined, are more important than the price factor.
