SYSTEM
1. It is anticipated that this solicitation will result in an award of a FIRM, FIXED-PRICE SUPPLY -type contract.
2. See block 8 on page 1 of the solicitation for the closing date and time.
3. In accordance with FAR 19.505(c)(4)(iv) Notification of waiver, a nonmanufacturer rule class waiver is applicable to this procurement. THE FOLLOWING NAVSUP LOCAL TEXT IS HEREBY MADE PART OF THE STATEMENT OF
WORK/PERFORMANCE WORK STATEMENT
NAVSUP Fleet Logistic Center (FLC) Puget Sound (PS) may utilize contractor support through the AbilityOne Program, as needed, to perform contract closeout functions for this acquisition. Information, including business sensitive/confidential or proprietary data, that the offeror provides to the Government or information already in the possession of the Government may be viewed and utilized by the AbilityOne Program support contractor personnel during the course of its contract performance. The information that may be made available to the support contractor may include, for example, pricing and technical proposals, historical contract, pricing and performance information, Commercial Asset Visibility (CAV) reporting information and similar data/information. By submission of a proposal in response to this solicitation, the offeror and its subcontractors consent to a release of their business sensitive/confidential or proprietary data to the Government's AbilityOne Program support contractor personnel in order to perform close out services. Prior to the release of any such information to the support contractor, the support contractor will have in place with the Government a Non-Disclosure/Non-Use Agreement in accordance with the terms of the AbilityOne Program support contract.
Offerors may execute their own Non-Disclosure Agreement with the AbilityOne Program (AbilityOne contact information available from the contracting point of contact). The support contractor must provide copies of the executed agreements to the Contracting Officer and the Contracting Officer's Representative (COR) for the support contract; and the offeror/contractor for this acquisition must provide copies of the executed Agreement to the Contracting Officer for this acquisition. If the offeror/contractor seeks such a Non-Disclosure Agreement with the AbilityOne Program support contractor, the Agreement must be executed no later than the date of final delivery under the resulting NAVSUP FLC PS contract.

a. Quantities specified in the Lists of Material are considered estimates. The contractor shall provide the exact quantities and additional material such as cables, cable hangars, weld material, etc. MSC will arrange pick up of material from contractor, deliver to W143 in Norfolk for shipment to the vessel.
4.0 GOVERNMENT FURNISHED EQUIPMENT/MATERIAL/SERVICES: None.
5.0 NOTES:
5.1 The contractor and all subcontractors, regardless of tier, must consult the General Technical Requirements
(GTR) to determine applicability to this work item. In performance of this work item, the contractor and all subcontractors regardless of tier must comply with the requirements of all applicable GTRs.
5.2 The contractor and all subcontractors regardless of tier are advised to review the other work items under this contract to determine their effect on the work required under this work item.
5.3 THIS SHIP CONTAINS HIGH VOLTAGE (HV) ELECTRICAL SYSTEMS. OBEY ALL POSTED AND
VERBAL INSTRUCTIONS REGARDING SAFETY AND EXCLUSION FROM HIGH VOLTAGE
AREAS. AT NO TIME APPROACH, WORK ON, OR ENTER A HIGH VOLTAGE AREA WITHOUT
PROPER AUTHORIZATION.
5.4 THE T-AKE CLASS ELECTRICAL COLOR CODING DOES NOT FOLLOW CONSISTENT
COLOR SCHEME. THE SHIP IS KNOWN TO HAVE CURRENT CARRYING CONDUCTORS
COLORED GREEN, BLUE, BLACK, AND WHITE. ASSUME ALL ELECTRICAL CABLES ARE
ENERGIZED UNTIL TESTED AND PROVEN OTHERWISE. TEST ALL ELECTRICAL
CABLES TO ENSURE THEY ARE DE-ENERGIZED PRIOR TO WORKING ON THE ITEM.
6.0 QUALITY ASSURANCE REQUIREMENTS: None additional.
7.0 STATEMENT OF WORK REQUIRED:
7.1 Tag-Out all required systems and equipment.
7.2 Arrangements/Outfitting: None additional.
7.3 Structural:
7.3.1 Modifications:
a. After the removal of the Orbit Antenna above deck equipment, modify the existing DTS foundation plate to accommodate the new antenna and dome using Item 435, Reference 2.3 and 2.8 for guidance. All welding will required control weld.
7.4 Mechanical/Fluids: None additional.
7.5 Electrical: None additional.
7.6 Electronics:
7.6.1 Removals:
a. Disconnect cables from the existing Orbit AL-7204 Antenna located on the 08 Level.
b. Remove Orbit Antenna and Dome above deck equipment using References 2.1 and 2.2 as guidance.
Provide material and labor to prepare and crate removed Orbit AL-7204 Antenna for shipping.
Crate shall be suitable for international shipping, recommend using crate from new TVDTS antenna to contain the removed equipment. At the direction of the MSCREP and after proper labeling, ship the crate to the MSC warehouse at Naval Operating Base, Norfolk, Virginia, N32205 MSC W-143 WAREHOUSE 1968 GILBERT STREET, FORTH FLOOR NORFOLK, VA
23511, phone (757) 443-3897. Provide shipping and tracking information via Condition Report.
c. Disconnect cables and remove the Antenna Control Unit, located in Network Management Room (07-62-0), associated with the DTS Orbit antenna and dome in paragraph 7.6.1.a and 7.6.1.b, utilizing Reference 2.1 as guidance.
d. Remove the TV-DTS-1 and -2 Fiber Optic cables (approximately 25ft each) utilizing reference 2.1 as guidance.
e. Temporarily remove the miscellaneous jumper cables connected to the below deck Antenna Control Unit in the Network Management Center.
f. Temporarily remove power cabling associated with the removed Antenna dome and retain for reutilization with below deck equipment.
g. Seal all the existing deck penetrations/kick pipes associated with TV/DTS cable runs.
h. Refurbish all deck surfaces associated with the removed DTS equipment.
7.6.2 Installations:
a. Install SEATEL TV-DTS antenna and radome on the modified foundation utilizing all new fasteners in accordance with SEATEL Dwg 125749 Rev D found within Reference 2.8 (pg 22-19). Utilize control weld to prevent distortion of provided foundation plate.
b. Install all SEATEL DTS below deck equipment in the Network Management Room in the same location and rack as the equipment removed utilizing Reference 2.8 as guidance. Reconnect UPS backup power supplies.
c. All cables installed shall use the existing cable runs, penetrations and hangers as much as possible. If new penetrations or cable hangers are to be installed the contractor shall notify the MSCREP.
Install required RG6/U cabling utilizing Reference 2.8 as guidance and utilizing connectors that match with newly installed equipment.
d. Install the Multi-Switch Combiner, utilizing Work Item 435, Reference 2.8 as guidance.
e. Make all required connections (power and signal) in the Network Management Room and the TV- DTS Antenna Radome using reference 2.8 as guidance, including temporarily removed jumper cables.
f. Make required gyro connection to the Sea Tel DAC (digital antenna controller) in Network Management Room for the gyro connection to ship’s gyrocompass using existing cable.
g. Seal and repack all the existing deck penetrations/kick pipes associated with TV/DTS in the TV/DTS Antenna Dome location and Network Management Room with ABS approved fire and water sealer.
h. Interface new system to SITE 300 system utilizing Reference 2.6 as guidance.
7.7 Preparation of Drawings/Documentation:
7.7.1 MSCREP shall assign all drawings numbers. All drawings shall be submitted in PDF and CAD version.
7.7.2 Prepare working drawings to accomplish the work required by this item. Drawings as a minimum shall include the following:
a. Electrical Removals IWO.
b. Electrical Installation IWO.
c. Foundation Mods IWO.
7.7.3 Prepare As-Built Drawings to reflect all work completed by this item. Drawings at a minimum shall include the following:
a. Elementary Wiring Diagram
b. Electrical Wire Block Diagram
c. Modified Antenna Foundation
7.8 Inspection/Test:
7.8.1 Perform a mechanical & electrical alignment in accordance with Reference 2.8. Re-establish the ships bench mark for alignment for the Satellite TV reception.
a. Set up all parameters and configuration data. Establish a written configuration data record log while performing alignment and acquiring maximum signal reception for a high quality picture.
7.8.2 Perform a Functional testing of the system in accordance with the Reference 2.8. Verify operation as designed by the MFR.
7.8.3 End-to-end continuity and electrical insulation resistance tests on new, modified, overhauled, or repaired system cables shall be performed. MSCREP shall be immediately notified if insulation values of equipment or cable are less than 1 Megohm.
7.8.4 Electronic equipment enclosures shall be tested for continuity and resistance of the grounding path.
The resistance of the grounding path between the equipment enclosure and a ship structural member shall not exceed 0.1 Ohm.
7.8.5 Verify heading, pitch & roll tolerance, verify all I/O gyrocompass signals, completing a dockside test to verify that the heading display in the ACU is at all times the same value as the reading on the ship’s Gyro Compass. True heading (heading of the ship relative to true North) input to the 6011-4 TV-At-Sea system is to be verified to the following minimum equipment:
a. TV-DTS Antenna Control Unit (ACU)
7.8.6 After completion of all installation and testing, complete an operational test of the entire system.
7.8.7 Complete four (4) hours of familiarization training to include, but not limited to, familiarization of equipment, alignment, and general use.
7.9 Painting:
7.9.1 Prepare, prime and paint all new, disturbed and modified surfaces to match adjacent surroundings.
7.10 Markings:
7.10.1 Install name plates, notices, and markings for all new and modified systems.
7.10.2 Install aluminum embossed tags on all new and modified cables. Cable tags are to be install on all cables on each side of a deck or bulkhead and every 50 ft. of cable in between where all practical.
7.11 Manufacturer Representative:
7.11.1 Provide the services of a factory authorized Original Equipment Manufacturers (OEM) representative during commissioning and testing of the system. The MFR REP shall be consulted for all specific equipment installation details, configuration and parameters.

52.212-2 EVALUATION--COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
(i) Technical;
SUBFACTOR A: SOLICITATION COMPLIANCE.
Solicitation compliance shall be evaluated on an acceptable/unacceptable basis. In order to be determined technically acceptable, offers must meet or exceed all statement of work (SOW) requirements, period of performance, and other terms and conditions in the solicitation and any subsequent amendments. Any exceptions, submitted with an offer, which has not been approved by the Contracting Officer, may be determined unacceptable.
It will be assumed that any offer without mention of any exceptions will take no exception from all specifications, terms and conditions, clauses, or provisions within the solicitation.
(ii) Price;
Price will be evaluated for price reasonableness in accordance with FAR 13.106-3 Award and documentation.
(iii) Past Performance;
Evaluation of past performance will be based on information obtained from FAPIIS, SPRS, and any other sources which may have relevant information. A quote/offer with a low SPRS rating (red or yellow for quality and/or less than a 70 weighted delivery score) may not represent the most advantageous quote/offer to the Government.
Technical and past performance, when combined, are more important than the price factor.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph
(d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records--Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

252.232-7006 WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (JAN 2023)
(a) Definitions. As used in this clause—
“Department of Defense Activity Address Code (DoDAAC)” is a six position code that uniquely identifies a unit, activity, or organization.
“Document type” means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).
“Local processing office (LPO)” is the office responsible for payment certification when payment certification is done external to the entitlement system.
“Payment request” and “receiving report” are defined in the clause at 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.
(b) Electronic invoicing. The WAWF system provides the method to electronically process vendor payment requests and receiving reports, as authorized by Defense Federal Acquisition Regulation Supplement (DFARS) 252.232- 7003, Electronic Submission of Payment Requests and Receiving Reports.
(c) WAWF access. To access WAWF, the Contractor shall—
(1) Have a designated electronic business point of contact in the System for Award Management at https://www.sam.gov; and
(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this web site.
(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the “Web Based Training” link on the WAWF home page at https://wawf.eb.mil/.
(e) WAWF methods of document submission. Document submissions may be via web entry, Electronic Data Interchange, or File Transfer Protocol.
(f) WAWF payment instructions. The Contractor shall use the following information when submitting payment requests and receiving reports in WAWF for this contract or task or delivery order:
(1) Document type. The Contractor shall submit payment requests using the following document type(s):
(i) For cost-type line items, including labor-hour or time-and-materials, submit a cost voucher.
(ii) For fixed price line items—
(A) That require shipment of a deliverable, submit the invoice and receiving report specified by the Contracting Officer.

(B) For services that do not require shipment of a deliverable, submit either the Invoice 2in1, which meets the requirements for the invoice and receiving report, or the applicable invoice and receiving report, as specified by the Contracting Officer.

(4) Payment request. The Contractor shall ensure a payment request includes documentation appropriate to the type of payment request in accordance with the payment clause, contract financing clause, or Federal Acquisition Regulation 52.216-7, Allowable Cost and Payment, as applicable.
(5) Receiving report. The Contractor shall ensure a receiving report meets the requirements of DFARS Appendix F.
