About this file
This document is a set of Questions and Answers (Q&A) for solicitation N0040625QS561 Amendment 1, providing clarification on a vehicle repair contract. The solicitation is a new, one-time requirement for vehicle repairs, with similar work previously completed under contract N0040622P0896. Key clarifications include: proposals must cover the full defined scope of work, with any necessary costs included in the proposed price; out-of-scope repairs cannot be added by contract modification and would require a separate procurement action; all fluids needed to make the vehicle operational are required; and any additional repair requests must be routed back to the Contracting Officer. The government suggests bidders may optionally include a line item for "Emergent Repairs or Consumable Parts for Repair Completion" in their proposal.

Questions – N0040625QS561 AMD 1
1. We are putting together the bid for the requested repairs. We just are looking for clarification on something. We are comfortable bidding the full scope of work that you requested. And we are comfortable with that bid being the final price. If we run into anything additional that is required for the requested scope of work, we will absorb the cost. One of our concerns is how to handle repairs outside the scope of work that are needed for the vehicle to run properly. For example you have not requested a new alternator or new batteries. If we begin work and realize the alternator is bad and needs to be replaced in order for the vehicle to run. How would you like us to handle a situation like that?
Your proposal should cover the full scope of work as defined in the solicitation. Any costs necessary to perform the stated requirement should be included in your proposed price. If, during the performance of the contract, you identify additional repairs outside the scope of the solicitation requirements (e.g., alternator, batteries, or other components not identified), those would be considered out-of-scope work.
Out-of-scope work cannot be added by contract modification; instead, it would require a separate procurement action initiated by the Government, if it is determined to be necessary. Accordingly, please submit your proposal in accordance with the defined scope only. Should additional out-of-scope needs be identified during performance, the Government will provide direction at that time.
Additionally, one option may be to add in you proposal an additional line for Emergent Repairs or Consumable Parts for Repair Completion or something similar.
2. Axle Replacement. Does the requirement call for a complete front axle assembly replacement, or is replacement of internal components (e.g., gears, seals, bearings) acceptable if OEM specifications are met?
Axel replacement is no longer required. Please see updated SOW for details.
3. Fluid Replacement. The SOW specifies coolant and fluid replacement for the engine.
Should diƯerential fluids, transmission fluids, or other related fluids outside of the engine components also be included?
All fluids for the vehicle to be operational are required.
4. Additional Repairs Beyond Scope. If other parts are found during teardown (e.g., steering linkages, suspension components, ancillary hardware), should these be submitted for prior Contracting OƯicer approval before proceeding?
All additional requests for repair should be routed back to the Contracting OƯicer. See question 1 above for additional clarification.
5. We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services.
This is a new one-time requirement.
6. If not brand new, could you please provide the current / previous contract number?
Similar work has been completed in the past on contract N0040622P0896.
