The site visit is not mandatory to provide a proposal. Personnel attending the site visit will require DBIDS access, which the agency can expedite if names are provided by August 23rd. The site visit will begin at 10:00 AM, with recommended arrival at 7:00 AM to allow time for DBIDS processing. No DPAS rating is available for this contract. QUESTIONS

1. What is the secret clearance process mentioned in 8.2.9?

Response: The process can take a few months to judicate and grant secret clearance to an individual. As for solicitation, the potential contractor can be escorted into area of work to attend the site-visit.

The contractor should have a clearance to support the actual installation of hardware. SWFPAC can potentially make escort arrangements for non-cleared contractors to perform actual installation; however, this is not preferred and is why we asked installation team to have a secret clearance to support installation.

2. To confirm, will we be required to obtain Rapid Gate, DBIDS, or others just for the pre-bid site visit?

Response: Yes, DBIDS. Please see attached Attachment 2 DBIDS request packet "SWFPAC Welcome Packet V2"

Or is that mainly for on-base access for the duration of the project?

Response: Yes required for on-base access. There will be two DBIDS required, one for the site-visit date 28 August and second one for the post award installation dates.

In my experience, none of those base access solutions can be obtained between now and 8-28. Is the same for vehicle access?

Response: We can accommodate rushed DBIDS request by contracting partners and understand the end of year contract pushes. I've informed our security team that we will have DBIDS coming in to support site-visit on the August 28th. Please provide individual names that would like to attend after they submit DBIDS request NLT 23rd August 2024 in order for SWFPAC to expedite processing.

3. Is the site visit mandatory?

Response: No, the site visit is not mandatory to provide a proposal.

4. We would like to know when the pre-bid site visit starts.

Response: Recommend personnel arrive at pass and ID at 0700. This should give personnel ample time to process their DBIDS and arrive at Alpha Gate. The bid walk is scheduled at 1000. If possible, please provide primary POC for each group and phone number so I can reach out to them on status Monday morning around 0900.

5. POC for site visit information:

Response: please see page 1 of the solicitation

6. When will the site walk take place on August 28th so I can coordinate picking up the pass from VCC and SWFPAC Pass & ID?

Response: Recommend personnel arrive at pass and ID at 0700. This should give personnel ample time to process their DBIDS and arrive at Alpha Gate. The bid walk is scheduled at 1000. If possible, please provide primary POC for each group and phone number so I can reach out to them on status Monday morning around 0900.

N0040624R0035

7. Do we need to submit any additional information in preparation for the visit?

Response: If possible, please provide primary POC for each group and phone number so I can reach out to them on status Monday morning around 0900.

8. Is a DPAS rating available for this contract?

Response: No, a DPAS rating is not available for this requirement

9. In our experience 30 days post award is an aggressive schedule

Response: We understand, any deviations from the solicitation such as delivery / period of performance should be captured in the bid/proposal provided and will be evaluated in accordance with the evaluation criteria.
