1. Will the government be open to a remote or hybrid work schedule flexibility at the Place of Performance listed: Oak Harbor WA 98278?

Answer: No.

2. Does the government have someone that is interested or desired?

3. If there is an incumbent, what is the contract number, value of contract and period of performance?

Answer: N0018920P0832, $194,000.04 for a base year plus 2 option years, 30 September 2020 to 29 September 2023.

4. Does right of refusal apply for this contract? Will we have to hire the current contractor?

5. Can we retain the current contractor if we want to?

Answer: Contractor shall meet requirements specified in the Performance Work Statement

9PWS).

6. Is the only information required for submission on Page 3 #8 and Page 9 Section10 (We do not see any detail or requested info regarding how and what to submit for this beside the RFQ document itself.

Answer: You are required to submit the complete, signed and dated RFQ as specified or with your quote and any other information that supports your quote. All submittals shall be emailed to francine.a.meester.civ@us.navy.mil

7. How much time from award will the vendor have to ramp up to place and process the contractor in this role?

Answer: Contractors can begin preparations for performance at time of award, actual period of performance begins on or about 30 September 2023.

8. What is the total value or cost of this contract?

Answer: This information is not releasable at this time.

9. How many labor hours are expected for this contract?

Answer: See PWS 5.0 General Requirements

Answer: Resumes are not required with your quote submission. You may submit resumes with your quote.

12. Is the government able to provide an anticipated award date?

Answer: The award should be made within 10 days of solicitation closing.

13. Does the Government require the contracting company to possess a Federal Security Clearance (FCL) secret clearance as well as for the contractor personnel?

Answer: Yes.

14. Will the Government release a DD254 to reflect the level of facility clearance required by the

Government?

Answer: Yes, NIOC WI will generate a DD254 based on the security clearance submitted for the contractor in the Defense Information System for Security (DISS)

15. Will the government be holding the clearances of the personnel or required the awarded to hold a Secret facility clearance in order to be awarded this contract?

Answer: Yes, minimum of a SECRET clearance is required to work in our facilities.

16. If a company is in the process of obtaining their clearance, will the government allow adequate time to continue to pursue the clearance?

Answer: No because we do not have unclassified spaces for employees to work from.

17. Will the agency support the sponsorship of a facility clearance for the awardee?

Answer: Companies are responsible for ensuring their employees have the proper clearance.

NIOC WI will assist with Command Access Card (CAC) for access to base and our facilities.

18. Can you clarify the security clearance process for this Solicitation? Do we as a company have to have a secret clearance to qualify for submission or selection? How do we as a company obtain a clearance?

Answer: NIOC WI is not the authority to process security clearances for companies or personnel.

Yes, the nature of our mission requires that companies and the employees they have work with us be vetted through DISS.

19. Can the government clarify what past performance they would like the contractor to provide?

20. Answer: Past performance experience providing services utilizing the Defense Travel System, GTCC and PERSTEMPO within the last 4 years. See PWS.

21. Can the government please elaborate on what the following means? Section 3 states, As of day one of the Period of Performance of this contract, the Contractor shall hold and maintain a SECRET Security Clearance throughout the life of this contract. Contractor shall submit required forms and documentation identifying background investigation was initiated by the sponsoring organization and reported to Defense Information System for Security (DISS) for clearance processing. Interim secret clearances are not acceptable.

22. Answer: A SECRET clearance is required. Employees must maintain this level of clearance for the duration of the contract.

23. Can you clarify “Expectation for each subunit below is to fill this role for over 90 people and 30 at any point in time deployed.”? Is the contractor employee to support a total of 90 people for subparagraphs “a-i”?

Answer: This role will provide support to a total of ~120 people. 90 people on shore and 30 deployed at the same time.

24. If the incumbent is not selected, will time be set aside for contract transition?

Answer: A transition plan should be submitted with offer.

25. Can you clarify who is responsible for training new contractor employees?

Answer: Onboarding time expected to be minimum, primarily assimilation with our Team.

Employees should be familiar with Navy/DoD programs and platforms. The government does not have the resources to train personnel with little to no experience.

26. Section 5.3 second paragraph “…travel for training to be coordinated with the Government

Surveillance Officer (GSO)…”. Where is the location for the training of contractor staff that requires travel?

Answer: Training may be virtual or in-person to the designated DoD sites that provide the courses necessary to refresh/update members on changes in government requirements.

27. The 4-years technical related experience: does technical related experience mean experience with DTC, GTCC, PERSTEMPO, etc.?

Answer: Yes, DTS, GTCC and PERSTEMPO experience is the government’s minimum requirements.

28. Juneteenth isn’t on the list of Federal holidays, please clarify?

Answer: We observe Federally recognized holidays.

29. Paragraph 5.3: Can the government clarify what, if any equipment – computer, cellphone, monitor, etc will be provided?

Answer: A computer and monitor will be provided for employees to perform duties at work.

Desk phones are also available in our spaces. Cellphone is not an issued item.

30. Does Executive Order 13076, Establishing Paid Sick Leave apply to this opportunity?

Answer: Yes

31. Does Executive Order 14055 Nondisplacement of Qualified Workers Under Service Contracts, apply to this opportunity?

Answer: No

32. Will the government consider modifying the labor category from 01533 Travel Clerk to 01020 Admin Assistant?

Answer: The labor category provided is for informational purposes only. You may offer any labor category that can perform the functions specified in the Performance Work Statement.
