THIS IS A 100% SMALL BUSINESS SET ASIDE

NOTICE TO ALL OFFERORS: The Government anticipates awarding a firm, fixed price contract in response to quotes/proposals received to this solicitation. As a result, the contract's pricing will not be subject to any adjustment on the basis of the contractor's increased costs due to COVID-19 and/or inflationary causes experienced during contract performance. Because a firm, fixed price contract places the maximum risk and full responsibility for all costs and resulting profit or loss on the contractor, offerors are advised to consider these risks when pricing their quotes/proposals.

1. This solicitation is for the procurement of Travel Support Services in support of Navy Information

Operations Command Whidbey Island. It is anticipated that this solicitation will result in an award of a Firm, Fixed-Price Service type contract. Payment will be via Wide Area Work Flow (WAWF)

2. The entire solicitation shall be filled out, signed, and returned as part of your quote. See block 8 on page 1 of the solicitation for the closing date and time.

3. The deadline for submission of questions regarding the solicitation’s terms, conditions, specifications, and/or the statement of work (SOW) / performance work statement (PWS) is 3 days prior to the solicitation’s closing date. PERFORMANCE WORK STATEMENT

NAVIFOR Contracts & Acquisitions

Management (CAM) Travel Clerk Services Support

1.0 BACKGROUND AND INTRODUCTION.

The effort required under this Performance Work Statement (PWS) is to provide non-personal administrative support to NAVIOCOM WI.

Currently, NAVIOCOM WI has an immediate need for a Travel Clerk. The duties include but are not limited to: Non-DTS Entry Agent travel inputs, Payment Processing, Payment Submissions, Payment Inquiries and Research, Travel Claim Submissions, Special Pay Entitlements, Personnel Tempo (PERSTEMPO) tracking, Government Travel Credit Card (GTCC) payments, inquiries, research, and debt management. Basic Skills are required for Microsoft Office, Microsoft Windows, operating office machines; preparing, distributing, storing/filing and final distribution of materials/briefings. A further description of the duties is found in the “Scope of Work” section of this document.

2.0 SCOPE OF WORK & DELIVERABLES.

Individual for the position described below shall have at a minimum, four (4) years’ experience related to the technical field described. The Contractor shall have the ability to facilitate any administrative action from inception to closure by tracking and supporting required functions. The Contractor shall provide general administrative project assistance and analysis support such as records management and assist with tracking work unit packages from preparation to delivery of a final product. This effort will be supported via a Fixed Price contract to include two 12-month option years.

ADMINISTRATIVE ASSISTANCE DELIVERABLES:

Performance Objective: The contractor shall provide travel services to NAVIOCOM WI personnel to ensure efficient processing of orders, travel arrangements, and invoice processing.

The contractor shall access the Defense Travel System (DTS) with permission levels that include the functions of a Non-DTS Entry Agent.

Expectation for each subunit below is to fill this role for over 90 people and 30 at any point in time deployed. The contractor shall perform the following functions:

a. Be assigned as Non-DTS Entry Agent (NDEA) and may electronically sign authorizations in place of the traveler and electronically input and forward travel vouchers in place of the traveler using the T-Entered stamp. This indicates that the traveler has provided a signed paper copy of the travel claim to the contractor (or whatever may be required by regulations), which will be imaged into the DTS travel claim as substantiated documentation.

Acquire any other level of DTS access as required by the Government Surveillance Officer (GSO) and fulfill duties as designated within the level of access acquired and as directed.

Virtual and in-person training involving travel may be required in order to meet and comply with changes in government travel policies, processes, and programs.

b. Input travel on behalf of the Government employee, often side-by-side with the government employee, whether individual or group travel. Review Government employee travel documents for accuracy, make required changes in DTS, and additions as required by the JTR.

c. Modify travel documents to correct administrative errors prior to approval by an authorized government official.

d. Perform investigative research and/or help desk functions to assist travelers in resolving DTS and GTCC related issues, regardless of their nature. Ensure follow through and completion of issues from start to finish

Contractor is expected to be an expert in DTS and GTCC, able to handle any and all issues, including the most demanding and complex DTS and GTCC problems.

e. Contractor shall review GTCC applications for consistency, accuracy, and clerical errors, return applications to the traveler for correction and signature, and then forward completed applications to the Command GTCC Agency Program Coordinator (APC).

Acquire any level of GTCC access as required by the GSO and fulfill duties as designated within the level of access acquired, which may include APC access. Assist Support/Enabling Directorate or Admin Department with GTCC items involved during Permanent Change of Station (PCS) moves, or as directed by the GSO.

f. Upon travel voucher submission, input required Individual TEMPO reporting data into

BUPERS Online. Review draft Sea Pay requests for consistency, accuracy, and clerical errors, return requests to service member for correction and signature, and then forward completed requests to the appropriate routing list.

g. Create, route, input, and submit required paperwork for Hardship Duty Pay Tempo

(HDP-T), Hazardous Duty Incentive Pay, or any special pays and allotments required for TDY travel.

h. Take action as required on all unresolved travel obligations to liquidate or de-obligate as needed; this includes action on Debt Management Reports from the Debt Module Manager (DMM) and Naval Information Forces (NAVIFOR).

i. Perform daily DTS review and record checking within a minimum SECRET enclosed building, until or unless directed otherwise by the GSO. Submit bi-weekly reports to the GSO in a designated format.

3.0 CLEARANCE REQUIREMENT

As of day one of the Period of Performance of this contract, the Contractor shall hold and maintain a SECRET Security Clearance throughout the life of this contract. Failure to maintain favorable security status will be grounds for immediate removal, and further performance under this contract will not be permitted. Contractor shall submit required forms and documentation identifying background investigation was initiated by the sponsoring organization and reported to Defense Information System for Security (DISS) for clearance processing. Interim secret clearances are not acceptable.

4.0 CONTRACT DELIVERABLES

All deliverables must meet professional standards for accuracy and timeliness. The contractor will provide a bi- weekly Activity Report (1st of 15th of every month), which describes a synopsis of work performed during the identified Period of Performance. Activity report must include most recent status updates on all DTS and GTCC transactions, member inquiries, and completed pay actions.

5.0 GENERAL REQUIREMENTS

5.1 Workweek and Workload: Normal duty hours will be 9:30AM – 4:00PM, Monday through Friday, excluding Federal Holidays, with 30 minutes for lunch.

Performance will not be required on the following Federal holidays: New Year’s Day, Martin Luther King Birthday, Washington’s Birthday, Memorial Day, Independence Day, Labor Day, Columbus Day, Veteran’s Day, Thanksgiving Day and Christmas Day. The normal workweek will be 32.5 hours per week.

5.3 Government-Furnished Equipment (GFE): The Government will provide Navy Marine Corps Intranet (NMCI)/Continuity of Services Contract (CoSC) user accounts for Contractor personnel who satisfy all training requirements and execute required documentation (e.g., System Access Authorization Request (SAAR), Contractor personnel will comply with all Navy and DoD information technology system certification and operation requirements and directives.

The Contractor shall apply and obtain, with military facilitation, all accounts, requirements, and training delineated in Joint Travel Regulations (JTR) and any extraneous accounts related to pay and personnel as required by the tasks for fulfill DTS and GTCC roles. Training requiring travel will be coordinated with the GSO.

The Contractor shall handle all information on an UNCLASSIFIED basis with CLASSIFIED information handled on an “as required” basis and limited to information to achieve the Enterprise mission. The Contractor will have access to material as needed, that may be sensitive in nature, to include classified and Personal Identifiable Information (PII). The Contractor shall mark such material appropriately and safeguard this material.

The Government will provide access to current reference data, information and facilities as needed to complete designated tasks. Contractor personnel will be provided access to program related Government-owned information, decision papers, briefings and any other related documentation as needed in order to perform assigned tasks

5.4 Disclosures: The contractor shall make no public announcement or disclosure relative to information contained or developed under this contract, except as authorized by the Contracting Officer or the Public Affairs Office (PAO) associated with the Government project specific agency or installation. All data generated under this contract shall become the property of the Government and distribution to any other source by the Contractor is prohibited unless authorized by the Contracting Officer.

5.5 Quality Assurance (QA): The Government will perform QA of the Contractor’s performance under this contract using the method of surveillance specified in the Performance Requirement Summary (PRS) as identified below. The Government will conduct QA inspections on all types of work performed and reserves the right to perform QA inspections at any time and reject any/all final products submitted.

5.6 Performance Requirements Summary: The performance evaluation of the Contractor will be based on the performance objectives below. Performance for each evaluation criteria will be scored as superior, acceptable, marginal, or unacceptable. Evaluation will be based on the criteria listed in the table below and measured against objectives established.

6.0 BILLING/INVOICE/WEEKLY & MONTHLY REPORTING.

6.1 Billing and Invoice: The Contractor shall submit invoices once per month through the DoD electronic billing system, Wide Area Workflow (WAWF) and include the GSO’s email upon submission.

Note: Invoice must match purchase order/contract in description. Defective/deficient invoices will be returned or rejected.

Upon receipt, the GSO shall examine the invoice(s) for accuracy. Invoices submitted for payment shall contain the following minimum information:

a. Name of Contract

b. Contract/Task Order Number, contract line item and if applicable, the order number

c. Invoice date and number

d. Description, quantity, unit of measure, unit price, and extended price of item delivered

e. Shipping terms and payments

f. Terms of any discounts(s) for prompt payment offered

g. Name and address of official to whom payment shall be sent

Payments will be made after submission of a proper invoice and after the Government accepts the services.

6.2 Bi-weekly Activity Reports: Bi-weekly reports are due on the 1st and 15th of each month. If a holiday falls on the 1st or 15th, the activity report with be due the next available business day.

7.0 CONTRACTOR IDENTIFICATION

For all services provided under this PWS, the Contractor employees shall identify themselves as Contractor personnel by introducing themselves or being introduced as Contractor personnel and displaying distinguishing badges or other visible identification for meetings with Government personnel. Additionally, Contractor personnel shall identify themselves as Contractor employees in telephone conversations and in formal and informal written correspondence.

8.0 NON-DISCLOSURE AGREEMENT

Contractor personnel working on contracts in support of Naval Information Forces Command and its subordinate commands are required to sign a Non-Disclosure Agreement (NDA). The NDA is provided as an attachment.

52.204-27 PROHIBITION ON A BYTEDANCE COVERED APPLICATION (JUN 2023)

(a) Definitions. As used in this clause--

Covered application means the social networking service TikTok or any successor application or service developed or provided by ByteDance Limited or an entity owned by ByteDance Limited.

Information technology, as defined in 40 U.S.C. 11101(6)--

(1) Means any equipment or interconnected system or subsystem of equipment, used in the automatic acquisition, storage, analysis, evaluation, manipulation, management, movement, control, display, switching, interchange, transmission, or reception of data or information by the executive agency, if the equipment is used by the executive agency directly or is used by a contractor under a contract with the executive agency that requires the use-

(i) Of that equipment; or

(ii) Of that equipment to a significant extent in the performance of a service or the furnishing of a product;

(2) Includes computers, ancillary equipment (including imaging peripherals, input, output, and storage devices necessary for security and surveillance), peripheral equipment designed to be controlled by the central processing unit of a computer, software, firmware and similar procedures, services (including support services), and related resources; but

(3) Does not include any equipment acquired by a Federal contractor incidental to a Federal contract.

(b) Prohibition. Section 102 of Division R of the Consolidated Appropriations Act, 2023 (Pub. L. 117-328), the No TikTok on Government Devices Act, and its implementing guidance under Office of Management and Budget (OMB) Memorandum M-23-13, dated February 27, 2023, "No TikTok on Government Devices" Implementation Guidance, collectively prohibit the presence or use of a covered application on executive agency information technology, including certain equipment used by Federal contractors. The Contractor is prohibited from having or using a covered application on any information technology owned or managed by the Government, or on any information technology used or provided by the Contractor under this contract, including equipment provided by the Contractor's employees; however, this prohibition does not apply if the Contracting Officer provides written notification to the Contractor that an exception has been granted in accordance with OMB Memorandum M-23-13.

(c) Subcontracts. The Contractor shall insert the substance of this clause, including this paragraph (c), in all subcontracts, including subcontracts for the acquisition of commercial products or commercial services.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph

(d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records--Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

252.232-7006 WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (DEC 2018)

(a) Definitions. As used in this clause—

“Department of Defense Activity Address Code (DoDAAC)” is a six position code that uniquely identifies a unit, activity, or organization.

“Document type” means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).

“Local processing office (LPO)” is the office responsible for payment certification when payment certification is done external to the entitlement system.

“Payment request” and “receiving report” are defined in the clause at 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.

(b) Electronic invoicing. The WAWF system provides the method to electronically process vendor payment requests and receiving reports, as authorized by Defense Federal Acquisition Regulation Supplement (DFARS) 252.232- 7003, Electronic Submission of Payment Requests and Receiving Reports.

(c) WAWF access. To access WAWF, the Contractor shall—

(1) Have a designated electronic business point of contact in the System for Award Management at https://www.sam.gov; and

(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this web site.

(d) WAWF training. The contractor shall utilize the electronic invoicing upon delivery of supplies indicated herein.
