Procure Load Bank
1. General
a. The contractor shall provide one (1) load bank and transformer to the Industrial shop (S980, Bldg. 480) at US
Naval Ship Repair Facility and Japan Regional Maintenance Center (SRF-JRMC), Sasebo Japan.
b. The load bank shall be used with the transformer for post overhaul testing of Ship Service Diesel Generators
(SSDG) located aboard US Naval Vessels.
c. The load bank and transformer shall be one of the manufacturer's current production models which, on the date this solicitation is issued, has been designed, engineered and sold, or is being offered for sale through advertisements or manufacturer's published catalogs or brochures. Minor alterations to current production models to meet specifications listed are acceptable. Documentation illustrating all alterations to current production models must be provided with the contractor’s proposal.” Products such as a prototype unit, reproduction model, or experimental units do not qualify as meeting these requirements. And all material used in the construction shall be new.
d. The load bank and transformer shall be manufactured so that they function as designed when connected to the utilities at the facility.
e. The utilities that the Government will provide for energizing load bank and transformer are;
(1) Electrical power: 440 VAC, 60 Hz, 3 Phase
(2) Electrical power: 200 VAC, 60 Hz, 3 Phase or 1 Phase
f. Unless otherwise specified herein, the contractor shall furnish all labor, materials, transportation and supervision necessary to setup the load bank and transformer at the site. The contract is to include the operational testing, training for operators and maintenance personnel and all other requirements.
2. Reference. The contractor shall refer to the following standard documents to accomplish the work to the extent specified herein.

3. Specifications
a. The load bank shall be resistive/reactive load bank to test shipboard generators. The load bank and transformer shall be intended to operate in an outdoor marine industrial environment.
b. The load bank and transformer shall be portable and suitable for handling by flatbed trailer, forklift and crane.
c. The manual control system shall be mounted on the load bank where the operator can access easily to operate for increasing or decreasing kW and power factor, analog ammeter for each phase, and analog voltmeter with a selector switch for each phase.
d. The remote controller shall be provided with operational cables to the load bank to operate for increasing or decreasing kW and power factor, digital ammeter for each phase, and digital voltmeter. The controller shall be designed to use mechanical push buttons and/or switches, or a touch screen panel. Personal Computer (PC) control is unacceptable.
e. The cooling air shall be drawn into the element chamber through louvers located at low level in the side of the load bank enclosure, passed over the element cooling fins and exhausted vertically through grilles in the roof. Hot air shall not be exhausted horizontally in the side of the load bank enclosure.
f. The contractor shall provide one (1) load bank to meet following minimum requirements.
(1) Rated capacity: Minimum 6,250 kVA at 480 VAC, 60 Hz, 3 Phase, 0.8 Power factor
(a) Resistive rating: Minimum 5,000 kW
(b) Reactive rating: Minimum 3,750 kVAR
(2) Load testing capacity
(a) Voltage: 380-480 VAC 50/60 Hz, 3 Phase
(b) Voltage tolerance: +/- 5 percent
(c) Frequency tolerance: +/- 5 percent
(3) Minimum incremental load step at rated voltage
(a) Resistive resolution: 1 kW
(d) Reactive resolution: 1 kVAR
(4) Duty cycle: Rated for continuous operation
(5) Resistive element: Stainless steel finned elements, open wire wound configuration is not acceptable
(6) Reactor: Wire wound, iron core type, insulated to class F winding layers or equal.

g. The contractor shall provide one (1) transformer to meet following minimum requirements. The transformer shall be used with the equipment in order to test higher voltage generators rated to 4,160V.
(1) Rated capacity: Minimum 6,250 kVA at 480 VAC, 60 Hz, 3 Phase
(2) Voltage rating
(a) Primary voltage: 4,160 VAC
(b) Secondary voltage: 440-480 VAC
(3) Impedance
(a) 5.75% +/-7.5%

4. Lifting plan
a. Lifting plan for the load bank and transformer itself, and all attachments, required for transportation, set up and operation shall be provided with drawing and calculation.
b. If a lifting eye bolt is used as a lifting point, the thread shall be inch size.
c. All lifting points shall have a “LIFT HERE” label. “LIFT HERE” label shall be engraved or printed.
d. “Weight of equipment and CG (Center of Gravity) or Balance Point” shall be identified on the label plate.
5. Operational test
a. Operational test shall be conducted to see if it meets the specifications of the load bank and transformer. The contractor shall conduct operational test at the manufacturer’s facility before delivery and provide the test results to the Government.
b. Tests will be scheduled at least fifteen (15) working days in advance through the Government Contracting
Office. The Government will have the option to attend and witness each test. Even if the test is failed, the contractor shall present to the Government along with written reports providing actions taken to correct problems discovered during testing. The Government requires written testing history after fabrication.
c. Retests accomplished after corrections shall also be presented to the Government in the same format as original test results indicating “RETEST” on the form. The Government will attend the retest of any initially failed operational test.
6. Functional test
a. The contractor shall conduct functional test for the load bank and transformer to verify that all controls and cooling fans are operated normally, there is no shipping damage and accessories meet the requirements after delivery.
b. The contractor shall provide a field supervisor to direct setup for on-site functional test at SRF-JRMC Sasebo.
c. The Government will provide crane service for unloading the load bank and transformer at site.
d. The Government will provide electric power to energize the load bank and transformer for set up.
e. The unloading crane service and utilities for the equipment will be ready upon delivery. 25 days after contract award the Contractor must contact Technical Point of Contact (TPOC) and copy Administering Contracting Officer to notify them of estimated shipment date to ensure timely scheduling of an unloading crane and utilities for equipment to be ready upon delivery.
7. Training
a. Training shall be conducted in the operation of the load bank and transformer after the functional test is completed.
b. Training for operators shall be performed by Original Equipment Manufacturer (OEM) authorized personnel in
Japanese. A translator may be utilized in the event that the trainer is not fluent in Japanese.
c. The training for operators to learn the function, preparation, safety operation and daily maintenance will be performed at no load.
d. The training shall be for eight (8) operators and shall not be less than one (1) consecutive, eight (8) hour workdays, between 8:00 am and 16:45 pm excluding any federal holidays.
8. Document submission
a. Pre-Fabrication Approval documents
(1) The contractor shall submit the following documents regarding the load bank and transformer to the TPOC and copy to the Administering Contracting Officer for review and approval before the start of work, no later than twenty-five (25) working days after contract award. Government technical review will be completed and returned with comments within ten (10) working days after receipt from the contractor.
(a) Sketch of equipment configuration
(b) Dimension for each component
(c) Connection among main components
(d) Equipment function and capacity
(e) Accessories list
(f) Other requirement for operation
(g) Work schedule
(2) Regarding above (a) through (e), the contractor can submit catalog materials for the approval with TPOC’s consent if subject to a commercial off the shelf item.
b. Operational test document
The contractor shall submit the item and procedure of the operational test to TPOC and copy to the
Administering Contracting Officer for review and approval before ten (10) working days of the operational test.
The Government technical review will be completed and returned with comments within five (5) working days after receipt from the contractor.
c. Instruction manual
(1) The contractor shall submit the Instruction manual to TPOC and copy to the Administering Contracting
Officer for review and approval before delivery. The Government technical review will be completed and returned with comments within ten (10) working days after receipt from the contractor.
(2) Instruction manual shall include the following contents.
(a) Safety guidance (Warnings and Cautions)
(b) Equipment specification (name/capacity/function)
(c) Product drawing
(d) Wiring diagram
(e) Operation
(f) Lifting procedure
(g) Maintenance and Inspection (Item/cycle/Description)
(h) Troubleshooting
(i) Parts List
(j) Set up information
(3) The contractor can submit catalog materials with adding necessary portion for the approval with TPOC’s consent if subject to a commercial off the shelf item.
(4) Instruction manual shall be written in English and Japanese. The contractor shall submit one (1) paper copy in English, three (3) paper copies in Japanese and one (1) CD/DVD media containing a PDF version of the instruction manual.
d. Completion documents
The contractor shall submit the following completion documents by three (3) paper copies in Japanese and one (1) paper copy in English and one (1) CD/DVD media containing a PDF version of the instruction manual when the load bank and transformer are delivered.
(1) Approved instruction manual
(2) Result of operational test
(3) SDS (Safety Data Sheets) for all hazardous material
(4) Certification that equipment contains no detectable PCBs at the time of shipment
(5) Warranty sheet for a minimum of one year
9. General Safety, Environmental and Equipment Requirements
a. All machine parts, components, mechanisms, and assemblies furnished on the unit shall comply with all specific requirements of “ OSHA Safety and Health Standard (29CFR1910), General Industry “ that are applicable to the equipment itself and the generator itself. Cover, platforms, guard rails, belt guards, and other safety devices shall be provided for all parts of equipment that present safety hazard. The safety devices shall not interfere with the operation or maintenance of the equipment. The safety device shall be removable to facilitate inspection, maintenance and repair of the parts.
b. Noise generated by the workplace shall be excluded in determining compliance of the load bank with transformer for the 104dB and 140 dB (Impact) requirements.
c. The equipment specified herein shall be in compliance with the applicable OSHA regulations and installed in accordance with applicable NFPA requirements.
d. The equipment shall be designed and constructed so that during the operation, service, transportation and storage conditions described herein including final disposal, the equipment will comply with Environmental
Protection Agency (EPA) and Occupational Safety and Health Agency (OSHA) and local environmental agency restrictions for materials classified as hazardous to the environment in effect on the date of the contract.
e. The contractor shall provide written certification from the manufacturer(s) that the load bank and transformer contain no detectable PCBs. A PCB label plate, engraved or etched, containing PCB certification information shall be permanently affixed to the equipment in the vicinity of the manufacturer’s identification plate.
10. TPOC – Provided at contract award
Defense Biometric Identification System (DBIDS) for vendor base access
Vendor’s requesting base access must go to the following website and register: http://dbids.dmdc.mil/#!/. Vendor’s must request for base access as soon as possible after receiving award to ensure that all employees base access request(s) are approved before the start of the contract’s period of performance.

QUESTIONS AND ANSWERS
Question 1: For CLIN 0001 – Will digital power meter, which is able to provide much more detailed instrumentation and additional information, acceptable?
Answer 1: Yes, digital meters are acceptable for remote controller. We are removing para. 3.c and changing para 3.d of the SOW.
Question 2: For CLIN 0001 – The height of our Resistive Reactive container is 9.5’. Is this acceptable?
Answer 2: Yes, height requirement relaxed to allow 9.5’ acceptability. Para 3.f.(10).(c) of SOW updated.
Question 3: For CLIN 0002 – What are the +- deviation taps required for 4160V side?
Answer 3: 2 x 2.5% +- is acceptable.
Question 4: For CLIN 0002 – Can you confirm a secondary voltage of 480V is sufficient? It is noted as 440-480V on the document. It is my understanding the secondary voltage should match the load bank voltage rating of 480V.
Answer 4: 480V is sufficient. The secondary voltage will match the load bank, which can be loaded at 380-480V.

Question 5: For CLIN 0002 – With a transformer container of this size, it is common to have 4.16kV switchgear with a protection relay, and also Low voltage isolators. Is this required for this transformer or a combination of only
MV switchgear?
Answer 5: It is required to have common protection circuit for this transformer. Switchgear with a protection relay and also Low voltage isolators are acceptable.
