SUMMARY OF CHANGES
SECTION A - SOLICITATION/CONTRACT FORM
The following have been modified:
QUESTIONS AND ANSWERS
1. Question: Will the Government allow progress billings under this contract?
Answer: No.
2. Question: Reference Drawing 30394 & 39395 60’ x 15’ x 4’-6” Utility Float calls for a tee section (T5 x
2.69 x 4.47#) which is no longer commercially manufactured; will the customer allow a substitution to a commercially available angle, formed plate or bulb flat of equivalent section modulus and comparable weight?
Answer: Materials can be substituted as long as meets the requirement or exceeds.
3. Question: Reference Drawing 30394 & 39395 60’ x 15’ x 4’-6” Utility Float calls “15# Raised Figure Plate” (see piece numbers 2 to 9 on 39394) for the deck plate while the Statement of Work Section 3.3 calls for the deck to be non-skidded. A typical commercial float would not have both textured plate and non-skid. Will the Government allow the deck to be standard A36 steel plate (i.e. not raised figure plate)?
Answer: A-36 steel with non skid is acceptable.
4. Question: Drawing 39395 - Can Southern Yellow Pine treated to CCA 25 be substituted for the Douglas Fir soaked in Penta?
Answer: Drawing 39395 is for the general construction, Drawing SK10653 is for the fendering.
5. Question: Drawing 39395 - Is raised figure plate checkered/diamond tread plate?
Answer: Diamond plate is not required. Suitable flat plate is acceptable with application of non-skid.
6. Question: Solicitation Section 8 – If the Contractor intends on delivering the utility float via truck, can you confirm if there are any cranes available at delivery site which may support the offload, and subsequent launching of the utility float.
Answer: Yes, but MUST have a week and a half notice prior to shipping.
7. Question: Solicitation Section 8 – If the Contractor intends on delivering the utility float via truck, can you confirm that the Government will provide the Contractors with a pierside/dockside space of sufficient size, layout, and access to support the delivery equipment and offloading crane.
Answer: Yes, but MUST have a week and a half notice prior to shipping.
8. Question: On page 13 of the Solicitation under Item 2 – Principal Characteristics, the Est Weight of the float is shown as “18 T” which would be equal to 36,000 #’s. On Drawing 39394, there is a handwritten note that says “Weight of Float = 56,000 # (Est)”. Can you confirm that the “18T” under the Principal Characteristics” is incorrect?
Answer: About 56,000 lbs is corrcet.
9. Question: In the RFP on page 28, Drawing Number 601-213256 Mooring Fittings is listed as one of the references however the drawing supplied with this number is the construction drawing for a 30' x 60' work float.
Answer: DWG 39395, 39394 shows the cleats “A-A” piece 16 reference 2.
