CCTV Security Camera System SMA Solicitation Number: N0025922Q0029 Site visit conducted: 16 March 2022 Date: 24 March 2022
Questions/Additional information:
1. When was the system originally installed at the facility? 2017
Will the Government allow for an additional CLIN for the Vendor to do an initial visit to assess and inspect the system to determine why the existing system is not functioning? After the initial inspection, the Vendor can propose an initial upfront proposed corrective maintenance plan (parts and labor). This Corrective Maintenance may be a simple fix or it could be a major systems overhaul. At this time, the risk is too large to take on a fixed firm price for a system that is nonfunctional. End user cannot confirm that a contractor can provide Preventative Maintenance without the need for an initial visit/assessment inventory visit. End user states that this will depend on the contractor that wins the contract and their findings. The system will not be up and running until after this CCTV service maintenance is in place as software/hard-drives are in need of replacement. End user is working on fixing a software issue that is preventing the camera feed to the workstation (under a separate purchase). No major overhaul is anticipated at this time however, four (4) hard-drives are in need of immediate replacement and will need to be covered under this CCTV service maintenance contract.
2. Reference: SOW. Scope. In the scope it states that “The contractor is required to provide...all materials and equipment necessary for repair/preventative maintenance...” and later it says, “The scope...includes the furnishing of all...parts to perform all repairs on equipment.” Can you confirm that the contractor must only supply equipment used to identify problems and not the replacement equipment itself as part of this contract? The contractor is required to provide all materials and equipment necessary for repair/preventative maintenance.
3. Reference: SOW. Parts Availability. Can you confirm that the repair parts and material we must have on hand to be ready to respond within 2 days does not include existing equipment replacement parts? Lead times would prevent us from being able to procure things like cameras anywhere near that quickly. Routine parts and material needed for preventive maintenance should be on hand.
4. Reference: SOW. Parts Availability. If the contractor is to purchase and have on hand replacement parts for existing equipment (cameras, NVR, UPS, etc.) can you provide a list of this equipment to have as replacement parts so that it can be the same for all bidders and be included as part of the contractor provided quote? Only routine replacement parts. No detailed information on replacement parts can be provided.
5. With the current COVID-19 situation, will the Government allow for an extension to the due date to ensure the vendor can submit the best proposal possible?
Due to changes in the requirement, the quote submission deadline has been extended to Wednesday, March 30th 2022.
6. Per the site visit, we found that much if not most of the equipment listed was not in working order. Simple maintenance as described in the PWS may not be enough to return the system to full working order. We recommend that you amend the SOW to include an initial maintenance visit to ascertain what needs to be replaced, then have the successful offeror quote and carry out the system replacement before the actual maintenance contract begins. The system was functioning a couple of weeks ago therefore a major overhaul should not be needed to get it up and running. The end user already replaced several of the old hard-drives that should have a life expectancy of 3-4 years. The reason for the contractor who turned off the alarms is that the software and the additional hard-drives should get the system up and running again.
7. Is prevailing wage or wage determination required for labor to be performed in this contract?
N/A – not required
