About this file
This is a Standard Form 30 (SF30) Amendment to solicitation N0025325Q7001 issued by the Naval Undersea Warfare Center Division Keyport for Liquid Nitrogen supply. The amendment makes three key changes: (1) revises Section M-215-H004 to include balanced pricing language per FAR 15.404, (2) removes FAR clauses 52.217-3 and 52.217-4 regarding evaluation of options, and (3) adds FAR clause 52.217-5 for evaluation of options.
The amended evaluation criteria establishes that award will be made using lowest price technically acceptable (LPTA) approach for a Firm Fixed Price contract with a four-year ordering period. Technical acceptability will be evaluated on a pass/fail basis for: LN2 purity standards of 99.999%, delivery schedule compliance, and maintenance requirements for government-owned tanks. Price evaluation will consider total price including options, and proposals may be rejected if prices are materially unbalanced between base and option quantities. Proposals must be submitted electronically with complete pricing for all CLINs and FOB destination terms apply.
