About this file
This is Amendment 0001 to solicitation N0025324Q0070, issued by the Naval Undersea Warfare Center to provide answers to pre-proposal inquiries. The amendment provides detailed responses to 13 questions about the bird deterrent installation project, including specifications about a vent stack removal at Building 233 (12" diameter, 30' high exhaust pipe), timing of work (estimated to begin mid-February), building access conditions, and installation requirements.
Key clarifications include: buildings will remain occupied but cleared as much as possible during work; pressure washing is not permitted; bird spikes are to be installed on all seven cross beams in Building 514; contractors will need DBIDS access and Visitor Access Request (VAR) for base entry; fixed items like cranes must be worked around; and any wall penetrations from vent stack removal must be patched and painted to match the historic building's existing appearance. The amendment maintains the original proposal due date without extension.

SUMMARY OF CHANGES
SECTION C - DESCRIPTIONS AND SPECIFICATIONS
The following have been added by full text:
PREPROSAL INQUERIES
1. Could you please provide additional information or photographs of the vent stack to be removed at
Bldg 233? Additionally, what system did this vent stack serve? This information is crucial for determining the appropriate disposal method.
The vent stack was previously used as an exhaust pipe for an emergency diesel generator. The round vent is approximately 12” and approximately 30’ high. No photos are available.
2. In which period is the activity scheduled, just to confirm the weather conditions at that time?
Estimated award is early January, submittals are due within 21 days after award with up to 10 days for government review followed by a notice to proceed and preconstruction meeting. Actual on site perfomance is estimated to begin mid-february.
3. Are there any obstructions such as beams, utility lines, or equipment in these areas that might restrict scaffolding or lift operations?
Yes. Most all of these buildings are covered storage areas and/or loading docks. Some have overhead cranes, large tanks and/or storage racks. See IX. Work Description 9. Buildings will remain occupied but will be cleared as much as possible. Assume fixed items like cranes or large storage items will remain and need to be worked around.
4. Will existing fixtures (e.g., sprinkler systems or recessed lighting) require protection or adjustment during installation?
Installers will need to take precautions as to not damage any systems during installation. No adjustment or moving of utilities is required. See section IX. Work description for avoiding sprinklers and adding zipper access required for lights and other utility maintenance valves that will be inside the netting after installation.
5. For structures like Building 514 and others with overhead components, are there specific clearance requirements or load restrictions for working platforms or lifts?
Crane clearance : Per OSHA 1910.179(b)(6)(i) the following must be maintained: Overhead clearance: A minimum of three inches between the highest point of the crane and the lowest overhead obstruction. Lateral clearance: A minimum of two inches between the end of the crane and lateral obstructions (to include two inches past the end stops [bumpers] when parked).
Load restrictions: All buildings are loading dock or storage areas. All but one is slab on grade and the other is designed as a loading dock. Load restrictions for a standard man lift should not be an issue.
6. Should we anticipate the need to temporarily remove or relocate any equipment, such as cranes or stored materials, to facilitate access?
N0025324Q0070
See IX. Work Description 9. Buildings will remain occupied but will be cleared as much as possible. Assume fixed items like cranes or large storage items will remain and need to be worked around.
7. Does the vent stack penetrate the roof or exterior wall? If so, will patching and painting be required for weatherproofing or aesthetic purposes?
Vent stack is attached to the exterior of the building. The vent itself does not penetrate the wall or roof but there will be holes from the brackets attaching it to the building. See IX. Work Description 5. Any penetrations to the building after vent is removed will need to be patched and painted to match existing building.
8. Are there any known structural reinforcements, brackets, or supports that require special handling during removal?
There are brackets attaching the vent stack to the building. It is unclear what is meant by special handling required.
9. Could you provide me with information about the vent stack that needs to be demolished?
The vent stack was previously used as an exhaust pipe for an emergency diesel generator. The round vent is approximately 12” in diameter and approximately 30’ high.
Vent stack is attached to the exterior of the building. The vent itself does not penetrate the wall or roof but is attached to the exterior of the building by brackets.
10. We are considering cleaning the structure with pressurized water. Could you confirm if this option works for you due to the site conditions? If so, could we have access to water for cleaning use?
Pressure washing in not permitted due to environmental reasons and protection of items in these areas.
11. Regarding Building 233 Removal and Disposal of Vent Stack, are we to cut off mounting bolts, patch and paint only the immediate patched areas?
Method of removal is at the discretion of the contractor. Wall to be patched and painted only in disturbed areas.
The intent is not to have the entire wall painted but it is a historic building so it needs to match existing with little to evidence of disturbance upon completion.
12. Regarding Building 514 installation of Bird Spikes. Plan view provided shows Five cross beams. On site walk we discovered Seven cross beams. Please confirm you want Bird Spikes on all Seven (7) cross beams in Bldg 514.
Yes, install on all cross beams.
13. Do Contractors need just regular badges to get in base
DBIDS will be needed to access the base and work areas. A Visitor Access Request (VAR) will be needed for use of restrooms or to cover if access to the buildings is needed.
