About this file
This document is an amendment to a solicitation for the procurement of MK54 Cold Gas FES Pressure Switches, Deep. The key details are:
The purpose of this amendment is to provide answers to vendor questions and extend the closing date from 05-June-2024 10:00AM to 19-June-2024 10:00AM. The solicitation is for first article pressure switches (CLIN 0001) with a 180-day delivery, and production pressure switches (CLIN 0002) also with a 180-day delivery. The government is firm on the first article requirement and will not waive it in lieu of a lot acceptance test. The amendment provides clarification on the first article acceptance process, testing and inspection requirements, wire specifications, marking requirements, and alternate part submissions. Vendors are allowed to quote alternate parts that will be reviewed for technical acceptability.

SECTION SF 30 BLOCK 14 CONTINUATION PAGE
SUMMARY OF CHANGES
SECTION SF 30 - BLOCK 14 CONTINUATION PAGE
The following have been modified:
QUESTIONS AND ANSWERS
Q1) What is the expectation regarding the First Article requirements under ITEM 0001 and how will that affect the production units under 0002. Is the expectation that the manufacturer produce 3 FA units at a roughly 36 week lead time that get (hopefully) approved, and then wait an additional ~36 weeks for the qty 148 production units? (Which would be about 72wks for completion of the contract.)
A1) Delivery for first articles, CLIN 0001, is extended to 180 days. CLIN 0002, Production units, is extended to 180 days. The production units’ delivery schedule will be established at the time the first article units are accepted. See answer A6 below for first article acceptance notification.
Q2) Or is the expectation that the switch manufacturer should have all materials on hand in hopes that the 3 FA units pass and accepted, to quickly turnaround the 148 production units shortly thereafter?
A2) See answer to question 1.
Q3) Would it be possible to waive/replace the 3 FA units in-lieu of 1 Lot Acceptance Test unit? The LAT unit would be chosen at random from the production lot, tested through a set number of cycles until unit fails/ becomes unusable, and cover the entire lot. The LAT unit can ship along with test report.
A3) At this time, first article requirement is not being waived. Government is firm on this. The intent for 3 items in advance of production units is to ensure the product passes quality and inspection checks, prior to producing the 100+ production units. This is in the best interest of the contractor and the government.
Q4) ITEM 0003 – Can you please confirm what exactly is being requested under this item? Just standard test reports (Production Test and Inspection reports) of the entire lot or something else?
A4) CDRL A001 is to report the testing results.
CDRL A002 is to report failure analysis and corrective actions if any unit fails IC inspection.
CDRL A003 is to request deviations to technical requirements (performance baseline) after award.
CDRL A004 provides a written report during the production timeframe that includes a brief statement of overall production build and delivery status.
Q5) As for the virtual post-award meeting, confirming that as a distributor for the switches, we would be able to coordinate a 3-way call to also include the switch manufacturer? Or does this call have to happen only specifically with the switch manufacturer?
A5) The contract awardee (wining offeror) as the Prime Contractor will attend any meetings . The contractor awardee/prime contractor may invite a sub-contractor as applicable. However, the Government will have no privity of contract with a sub-contractor.
Q6) For the FA units, would both our company and the switch manufacturer be contacted at the same time if parts pass / fail?
A6) Only the awardee will be notified of any items that don’t pass inspection, typically via a Vendor Discrepancy Report (VDR) notification.
Items that have passed first article testing will be accepted via a modification to the contract, which would establish a production delivery date.
Q7) Note 2D: There is a weight requirement (7oz max). Do we just need to validate the 1st article or every piece?
Is that total AUR weight?
A7) Each article must be weighed. AUR.
Q8) Note 2C: Calls out wire type, but not AWG. Request additional details on wire specifics for both twisted pair (connections A/B) and untwisted pair (connections C/D).
A8) Note 2B calls out the wire types that can be used. The two acceptable types are:
HP3-EXBEE
o This standard calls for 24 AWG
HP3-EXBFE
o 22 AWG The gauge size is determined by the 4th letter. (i.e. EXBEE and EXBFE)
Q9) Note 4: What is the expandable sleeving part #?
A9) AA59301-2
Q10) Note 6: Should leaded or lead free solder be used?
A10) Lead Free
Q11) Note 7: Once we understand the twisted pair specs, we can determine if it meets the 24 turns per foot requirement or if we need to twist it up more.
A11) N/A
Q12) Note 8: Marking requirements # and label specs (MIL-STD-130).
A12) a. What is the required material?
A small metal sleeve provided by the manufacturer is wrapped around the pressure switch. The serial number is marked on the sleeve.
b. What is the acceptable marking method and if post marking coating is required (for the SMDC product, they require either laser marked or pin stamped data and then all markings need to be conformal coated somehow)
Since the marking method is not specified, any method which can permanently mark the serial number on the metal label is acceptable.
c. Will all labels be the exact same or will custom info (like mfg date or S/N) be required? Trying to figure out if we buy complete labels or have to do marking / coating in house.
The parts are serialized and will need to be marked post production.
d. Where exactly does the label go?
It is currently wrapped around the body of the pressure switch, which is provided by the current manufacturer.
Q13) Note 11: What function testing is required for 1st article vs normal production? Do we capture voltage / resistance for each pressure setting? Does testing need to be under water? Do we need to prove an IP rating?
A13) a. Each unit is tested for:
Weight
Operation under pressure (water or air) (Increasing and decreasing pressure per Note 11)
b. Voltage/resistance not necessary for each pressure setting.
c. Testing does not need to be under water.
Q14) Can an alternate part be quoted for the drawing?
A14) Yes. An alternate part may be quoted. Please ensure to provide the manufacturer information requested in the extended line item description, and technical specification for alternate. Part(s) will be reviewed to determine technical acceptability (meets form, fit, function, etc.).
