HAZARDOUS WASTE PICK UP

STATEMENT OF WORK

1. Scope

1.1. Pick up, transport, and disposal of liquid and solid Otto Fuel II Hazardous Waste (HazWaste) generated at

Joint Base Pearl Harbor-Hickam West Lock Annex (JBPH) and Pacific Missile Range Facility (PMRF) in compliance with EPA, DOT, OSHA, State, and Local laws and regulations. Pick up locations and On-site Point of Contacts are as follows:

Joint Base Pearl Harbor-Hickam (JBPH) – DoDAAC N44944 West Lock Annex, Bldg 440 Eva Beach, HI

Pacific Missile Range Facility (PMRF) – DoDAAC N0534A Young Brother’s Pier 39/40, Honolulu Harbor 1331 N Nimitz Hwy Honolulu, HI

1.2. Technical Point of Contacts (POC) for this contract will be announced at time of award.

2. Requirements

2.1. Transportation of Containers

2.1.1. Government will have HazWaste stored in Intermediate Bulk Containers (IBC) or 55-gallon drums.

2.1.2. Contractor shall provide transportation to include pick up from the designated location and transport of the solid and liquid waste to the final disposal location(s).

2.1.3. IBCs shall be returned to the originating facilities within 120 days.

2.2. Pickups at JBPH

2.2.1. Contractor shall pickup 3-5 Intermediate Bulk Containers (IBC) comprising up to 1000-2000 gallons of liquid HazWaste per visit. Number of pickups are approximately 6-8 per year.

2.2.2. Contractor shall pickup and dispose 20-40 drums (55-gallon capacity) of solid HazWaste per visit.

Number of pickups are approximately eight (8) per year.

2.3. Pickups at PMRF

2.3.1. Contractor shall pickup and dispose 5-20 drums (55-gallon capacity) of liquid and/or solid

HazWaste per visit. Number of pickups are approximately seven (7) pickups per year.

2.4. Service Schedule

2.4.1. Contractor shall coordinate with On-site POCs to schedule for service after award date.

2.4.2. Contractor shall complete initial service within 21 days of award date. Following pickups shall be completed within 21 days of notification by customer.

2.5. Documentation

2.5.1. Contractor shall provide supporting documents for transportation and disposal within 90 days after service. Supporting documents shall include manifest, land ban form, and truck inspection checklist (See Section 2.9.2).

2.5.1.1. The contractor shall complete all transportation and disposal documentation in compliance with EPA, DOT, OSHA, State, and Local laws and regulations.

2.5.1.2. In-Service Engineering Activity will review documents and work with Contractor to ensure documentation is in compliance.

2.6. Health and Safety

2.6.1. Contractor shall provide all necessary materials and equipment required to perform the services detailed in this scope of work. This material and equipment shall include personal protection equipment.

2.6.2. Contractor shall be solely responsible for all costs and liability resulting from any leaks or spills during waste pick-up, transportation and disposal. The Contractor shall clean all spills in accordance with Navy, Federal, State, and Local laws and regulations at no cost to the Government. If a spill has occurred, the Contractor shall prepare an incident report (See Section 2.9.1).

2.6.3. Contractor shall adhere to all state, local, OSHA, and Navy safety regulations.

2.6.4. Contractor shall comply with NUWC Division, Keyport publication “Safety Requirements for

Contractors and Subcontractors” and NUWC Division, Keyport publication “Contractor’s Guide to Environmental Compliance”. 2.6.5. Contractor shall comply with JBPHH, Navy Region Hawaii HAZWASTE and Environmental policy:

2.7. Security Requirements

2.7.1. Contractor shall comply with the security requirements for access to installation.

2.8. Contractor and Disposal Facility Qualification

2.8.1. Contractors and subcontractors must use facilities and transporters that are on the current Defense Logistics Agency Disposition Services “Qualified Lists” available at https://www.dla.mil/DispositionServices/Offers/Disposal/HazardousWaste/QualifiedFac ilitiesList/ and https://www.dla.mil/DispositionServices/Offers/Disposal/HazardousWaste/Qualifiedtra nsportersList/

2.8.1.1. In-Service Engineering Activity will review documents and work with Contractor to ensure documentation is in compliance.

2.9. Data and Reporting

2.9.1. Contractor shall complete an Accident/Incident report when applicable. (See CDRL A001)

2.9.2. Contractor shall complete a Hazardous Waste Report for each visit. (See CDRL A002)

3. Waste Contents

3.1. The liquid waste will be multiphase consisting of water (10-40%), motor oil (10-40%), mineral spirits (10-

40%), alcohol (0-3%) detergents and other cleaning fluids contaminated with Otto Fuel II (0-2,000 ppm) and its combustion by-products (e.g. HCN @ 5—600 ppm). The waste may have high enough levels to carry D001 (alcohol), D003 (HCN), D006 (cadmium) and D008 (lead) waste codes.

3.2. The Solid Waste consists of Otto fuel II stained disposable protective clothing and gloves, paper wipes, polyethylene drum liners, empty Otto fuel II contaminated drums, absorbent material (speedy-dry) rags, paint brushes, plastic bags, small cans, bottles, and debris that is soiled with the contaminated torpedo maintenance cleaning liquids. Material may also contain spill cleanup material and soil. The waste may have high enough levels to carry D001 (alcohol), D003 (HCN), D006 (cadmium) and D008 (lead) waste codes.
