SUMMARY OF CHANGES
SECTION SF 30 - BLOCK 14 CONTINUATION PAGE
The following have been added by full text:
VENDOR QUESTIONS AND ANSWERS
Vendor Questions/Government Answers
Question 1. Attachment 1: Are there GFE items provided in Attachment 1 that could be provided from SORD/CURV/TROV spares instead of the SORD vehicle to reduce the unavailability SORD excavating/digging capability?
Answer 1: The spares provided will not impact the availability of SORD.
Question 2. Attachment 1: Is the existing HPU that is used to power the Manipulator and auxiliary functions available as GFE, or is replacement required?
Answer 2: Current HPU is obsolete, replacement is required.
Question 3. Attachment 1: Only QTY 1 MSSM is noted as GFE. Quantity of 2 are needed.
We will need both the connector end that will reside on the SORD vehicle Termination J-Box, and the connector it mates to on the umbilical. Item 1 umbilical test cable needs to be terminated with the mating connector. Will 2 MSSM be provided GFE?
Answer 3: Two (2) assemblies of varying configurations are available. Attachment 1
Line 18 has been revised increasing quantity of MSSM-Q to a total of 2ea.
Question 4. Attachment 2 states: "Can provide GFE valve packs if they are compatible with new contractor design", but these valve packs are not listed in Attachment 1. Will the Rate Packs as GFE be listed in Attachment 1?
Answer 4: The rate packs are a contingency item that were identified as a potential cost saving measure for the government if they are compatible with the newly designed system.
Valve, 4-Way 3 Pos., Solenoid
26 +/- 2 VDC, 14 watt
MFR Part No. 9024-1
Valve Research & MFG, Co.
Deerfield Beach, FL
Attachment 1 Line Number 9 has been revised to add these rate packs/valve manifold.
Question 5. There is a discrepancy between sonars between Attachment
1 (calls out 2 CTFM) and Attachment 3 (calls out 1 CTFM, 1 Blueview).
Additionally, one of the options to be priced (Item 1001) is the same
Blueview) . Can you clarify quantity and type of GFE sonars?
Answer 5: Attachment 1 Line number 8 has been revised to add 1 CTFM Sunwest
SS250 Training Mechanism, which is displayed on a Sunwest SS300 processor.
Attachment 3 has been revised to remove Blueview. Item 1001 is an optional item that may or may not be purchased.
Question 6. Attachment 2 specifies that the Electric Motor/Hydraulic pump is to be "Sized combination to meet 2300 VAC-3 Phase input power with minimum 25 horsepower output power top operate manipulator and axillary functions." , then includes the dredge pump as a separate line item. Attachment 3 specifies 2 primary users of subsea power, a 14HP (electric) washout system and a 5HP (hydraulic) pump for all other functions. Conflicting
Requirements or an error in Attachment 2. Should it read 5 horsepower? Can you revise
Attachment 2 verbiage to match Attachment 3 in a table format? (Suggested sample table below).
From:
Electric motor 1 Sized combination to meet 2300 VAC-3 Phase input power with minimum 25 horsepower output power top operate manipulator and axillary functions. Hydraulic Pump 1
Dredge Pump 1 Hydraulic/Electric (2700 gallon/minute)threshold)
To:
Electric motor 1 Sized combination to provide a minimum 5 HP (hydraulic)output power to operate manipulator and axillary functions.
Hydraulic Pump 1
Dredge Pump 1 Hydraulic/Electric (2700 gallon/minute)threshold)
Answer 6: Attachment 2 Motor/Pump combo has been revised to read “Sized combination to provide hydraulic output power, as required, to operate manipulator and auxiliary functions on ROV.”
Question 7. Attachment 3: DSSI LED Lights specified are being phased out. Can you add wording such as, "or equivalent" be included to allow for alternate parts when DSSI LED part is unavailable?
Answer 7: Believe reference is Attachment 2, which has been revised to add “or equivalent”.
Question 8. Attachment 3: Section 6 & 7 mention avoiding certain frequencies. The only way to verify this is under test. Is the customer expecting the bidders to complete a testing program to verify compliance? If testing is required, will the customer provide target and/or objective noise levels of the specified frequencies?
Answer 8: The intent of the performance requirement is for the contractors to use manufacturers available documentation to best select motors and pumps that will create the least amount of noise. Keyport’s current ROV fleet mitigate, to greatest extent possible, frequency interference by having variable pressure settings. Normally during search operations, the washout pump will not be used, thus not a factor.
Attachment 3 Section 6 & 7 have been revised to remove the statement “The system shall avoid mechanically generated frequency ranges of 2 kHz to 200 kHz in order to allow for submerged object tracking”.
Question 9. Attachment 3: Section 7, operating pressures and flow rates, shall allow for 6 to
35 cycles per minute. This requirement is beyond the current system. Is this requirement valid and necessary? Can you clarify if this is for all functions individually or concurrently?
Answer 9: Flow rates and pressures can be variable. Current system operates as individual function, or two functions of compatible components. The government will provide final approval of selected components/design.
Question 10. Manipulator: Attachment 1: Lists a single manipulator as GFE. Page 12, Figure
1 mentions 2 manipulators, a 3 and a 4 function. Page 16: 3.2.1.4: Covers refurbishment of a single manipulator. Can you clarify if GFE, how many, and how many to refurbish?
Answer 10: Believe this is actually Fig. 2, SORD IV current configuration. The 3 function manipulator is no longer used, the refurbishment is for the primary 4 function manipulator, of which, there is only one that requires refurbishment.
Question 11. Depth: Attachment 3: States 2,000 m (6,262 ft.) depth. Page 9 & 12 of the RFP:
States 5,000 ft. depth. Which depth is to be used?
Answer 11: Component selection needs to meet or exceed 5000 feet. Attachment 3 number 3 has been revised to read 5,000 ft.
Question 12. Page 11-12, Figure 1 & 2: Both photos show the manipulator in a position that appears to be outside the dimensions provided in the SORD VI Design Envelopes depiction.
It also appears the trash pump output tube may be outside these specified envelopes.
a. Can you clarify the stowed and working design envelope for ROV and manipulator?
b. Can you clarify dimension envelope for trash pump output tube?
c. Should the envelope dimensions provided indicate "with manipulator in the stowed position"?
Answer 12a: Figure 1 shows the design envelope for SORD as it would be with the manipulator in the stowed position, and the suction and discharge tubes removed.
Answer 12b: Both the suction and discharge tubes are either bolted, or “V” shaped band clamped on to SORD just prior to deployment. This allows SORD to fit in the stowage when not in use.
Answer 12c: Figure 1 label has been revised.
Question 13. Page 12, 3.1.1 9 9 (c) and Attachment 3: The table in Figure 2 specifies a weight of 8300 lbs. as does Attachment 3, but section 3.2.1.1. (c) calls out 8000 lbs. Can you clarify the gross weight or specify precedence of documents?
Answer 13: Figure 2, and any reference to 8300 lbs, is current configuration. Figure 2
Label has been revised to add “Historical Information. For reference purposes only”.
New safety factor calculations require SORD Upgrade (VI) to be 8,000 lbs. or less.
Attachment 3 number 18 has also been revised to read 8,000 lbs.
Question 14. Page 14, 3.1, 2nd Paragraph: As stated in the FRP Contractor must provide a
SORO VI system "to meet the basic ROV performance criteria specified by System
Specification 16623-15655." That document provides performance characteristics for a free swimming ROV, SORD does not meet those specifications.
a. As the reason is the specification covers the entire system;
meaning it covers the umbilical and handling systems which are elements that are to be GFE and not part of the kit to be provided. Also the specification for a free-flying covering maneuverability requirements, rate of ascent and descent, propulsion controls which are not part or required by SORD.
Can Specification 16623-15655 be listed as a reference only?
Answer 14: This specification takes priority over 15655. 16623-15655 is to be used only as reference for ROV design, not as a free-flying ROV. Rates of ascent/descent are driven by the handling system which is not part of this specification.
Question 15. Page 17, 3.2.1.8. Can you clarify if the 45 day unavailability requirement includes installation and testing tasks?
Answer 15: Installation and testing will be done one boat at a time, the on schedule boat will maintain SORD capability at all time, either with SORD IV (without manipulator), or VI. The unavailability requirement pertains only to the dredging/digging capability of SORD IV. Should this function, for any reason, need to be disabled there is a 45 day window to make it operational again.
Question 16. Page 24, HQ C-2-0065 (c) Can you confirm if a general SDP needs to be submitted for evaluation? If required, then will Sections L and M be updated?
Answer 16: An SDP will need to be submitted for evaluation after award. Section C, paragraph 3.2.1.2 has been revised to add “Per HQ C-2-0065 Software Development
Requirements (NAVSEA)(Jun 2017), an initial Software Development Plan (SDP) is required, but will be submitted after award per CDRL A007. Once the SDP is finalized any changes, modifications, updates, or deletions to the plan shall require prior
Government approval”. As this is a post award deliverable, sections L & M will not be revised.
Question 17. Page 103, Note 4-Proposed Exceptions to RFP: As noted in Section C, paragraph entitled "Compliance with Specifications", any exceptions or deviations. Can you clarify where in Section C the paragraph marked "Compliance with Specifications is located?
Answer 17: Amendment 3 revises Section L note 4 to read: “Any exceptions or deviations to the Government specifications included in this solicitation must be clearly identified in a cover letter and submitted as part of your proposal. If deviations are proposed, the Offeror shall provide an explanation of how the proposed item/service meets the requirements of the specifications. Failure to notify the Government of all deviations prior to award may be grounds for contract termination.”
Question 18. Page 106, Factor 2-Past Performance (1). The last sentence in the paragraph states "Attachment 4, Past Performance Reference Worksheet may be used". The RFP did not contain an Attachment 4, but an unnumbered attachment titled 'Past Performance
Questionnaire' which did not have all the required information (a) through (k) listed in this paragraph. Can Contractor use own format submittal to comply with the required information?
Answer 18: As stated in Factor 2 Past Performance “worksheet may be used”. Therefore, as long as the offeror provides all the information required, the offeror’s format may be used.
Question 19: Please provide clarification regarding the format of the proposal (page size, minimum font size, etc…).
Answer 19: Section L Instructions to Offerors, Note 5 has been revised to include:
“Proposal Format: In order to maximize efficiency and minimize the effort involved in the proposal evaluation process, all offerors shall submit their proposals in accordance with the format presented below.
Only Excel or Adobe PDF files will be accepted. The electronic proposal shall be prepared so that if printed, it meets the following format requirements:
8.5 x 1- inch paper, except for Excel spreadsheets and workbooks, which may be 8.5 x 14 Inch
No smaller than 12 point, single spaced text in typeface Times New Roman or
Courier New
One inch margins
No graphics or pictures other than graphs/tables/charts as required
Text in tables shall be no smaller than 8-point typeface Times New Roman or
Courier New
No hyperlinks
The above requirements apply equally to subcontractors.”
Additionally, Section L Factor 1 Technical indicates a page limitation of 20 pages. Factors
2 Past Performance, and Factor 3 Price, have been revised to add “no page limitation”
Question 20: The Datasonics directional hydrophone is specified to have a frequency range of
5Khz-80khz. The Focal Mux does have an Analog In/Hydrophone module that could be used, but it only supports frequencies 16hz to 28Khz. We have contacted Focal to discuss if there are alternate ways to send this signal thru the multiplexer. How is this signal being sent up the umbilical currently?
Answer 20: The methodology of using Datasonics and Focal Mux is no longer used, therefore attachment 1 has been revised to remove this item.
Question 21: Will we be allowed to take pictures during the site visit?
Answer 21: No Photographing is allowed by vendors.
Question 22: Item 0003 on page 3 of the RFP asks for FFP cost to support SORD VI Installation
& Operational Testing. During the SORD VI installation, how much access will we have to the
YTT vessels? 24 hours a day? 12 hours a day? 8 hours a day? Over the weekends and holidays?
Answer 22: For Keyport scheduling purposes, 12 hour days, 7 days a week is authorized.
Question 23: Item 0005 on page 4 of the RFP asks for FFP cost of spare parts “IAW
Government approved Spare Parts List.” We read that to mean we are to develop a FFP cost for the spare parts we believe will be required with the understanding that the Government will need to subsequently (following award) approve our list prior to purchasing these parts. Is this correct?
Answer 23: The awardee will be required to provide the Spares Parts List to the
Government for approval after contract award.
Question 24: Amendment One provides an opportunity to attend a NUWC Keyport site visit on
29 November. That gives us only 10 days (including the time needed to travel) to update our proposal with information learned from the site visit. To address this concern, can the proposal due date be extended to 21 December?
Answer 24: Amendment 3 extends the closing date of the solicitation to 17 Jan 2019.
Question 25. Section C (SOW 3.2.1.8): The Center of Mass/Buoyancy test referred to in 3.2.1.8 implies a wet test. The Factory Acceptance Testing referred to in multiple places never mentions wet testing. Will the wet test be included in an updated FAT?
Answer 25: SOW has been revised changing all reference to Center of Buoyancy (CB) to read “Center of Gravity”. Engineering calculations for Center of Gravity as described in 3.2.1.1 is sufficient, however, SORD Upgrade (VI) shall be lifted from the umbilical attachment point during Factory Acceptance Testing to demonstrate that it will hang in the vertical plane to facilitate placing on or taking it off its storage stand.
Question 26. Section C (SOW 3.2.1.8): As SORD has no foam and is a heavy vehicle, the
Center of Buoyancy is really not important. Is Buoyancy data/analysis/calculation/testing really required? Suggest Center of Buoyancy reference/requirement be removed.
Answer 26: See answer 25
Question 27. Attachment 1 & 2: Both GFE and CFM list contain a sonar tilt. Can a second
GFA sonar tilt be provided? Does the Government want the contractor to buy a 2nd? CLIN 1002 also list a sonar tilt option. Please clarify?
Answer 27: The Sonar Tilt on attachment 1 is a hydraulic rotary actuator (ROTAC
Model MPR 3-21V OIL SN:91 0607 08), only the one provided is required. The position feedback listed as CFM, which will need to be mated to the actuator, is from
SOW 3.2.1.2.(g). CLIN 1002 is an option item for 2 spare position feedbacks.
Question 28. Attachment 1: Will the Government supply Manuals and/or drawings? Request the Government supply manuals and/or drawing associated with all GFE. At a minimum.
Answer 28: Manuals for the Opti-Con and the MSS have been provided as attachments 18 and 19 respectively. All other GFE Manuals are proprietary or unavailable, therefore, will not be provided by the Government.
Question 29:
Sonar Tilt
SS300 Sonar Sonar mode select is a function of the GFE supplied topside sonar control system, and believed not to be available to be controlled externally by the SORD vehicle control system. Suggest removing requirement
ROS Pan and Tilt Sensing of the Video pan and tilt angle is a function of the GFE provided Pan and Tilt assemblies. Need control interface details.
Directional
Hydrophone
Manipulator 25926 Help assess refurbishment plan
Answer 29: SS300 Sonar, along with the GFE provided sonar will be the associated computer boards that will need to be integrated to the system. This requirement will not be removed.
ROS pan & tilt; (Model PT-25-FB-OIL) This model has the functionality of providing position feedback. Attachment 1 Line number 5 Model number has been revised. It is anticipated there will be a new interface provided in the new control system.
Directional Hydrophone item has been removed from attachment 1 as it is no longer required.
Manipulator: See SOW 3.2.1.9 and 3.2.1.9.1 and answer 35 for refurbishment details.
Question 30. Section C (SOW 3.2.1.2): Kedge wire control and umbilical pay in/pay out are functions related to the GFE handling system, and are not part of the SORD control system upgrade. These controls are assumed to remain as is and not be effected by the SORD upgrade.
Please clarify?
Answer 30: Kedge wire control and umbilical pay in/out are the responsibility of
Keyport. Space within the workstations and consoles are required for those functions.
After award, designs can be passed as technical information exchange so those functions can be relocated within the consoles as necessary to facilitate SORD Upgrade
(VI).
Connections to the ROV (shackles/blocks) and methodology (3-point control) behind the movement of the ROV through kedge wire control shall remain unchanged from SORD
IV; essentially the fit and function. However, the form this takes in the new SORD Upgrade
VI ROV does not have to remain the same.
Question 31. Section C (SOW 3.2.1.5): The Factory Acceptance Procedure (d and Manipulator
Refurbishment Process (e) won’t be complete by D&PDR. Can the wording be changed from
“complete” to “developed”?
Answer 31: Section C SOW 3.2.1.5 has been revised to change “complete” to
“developed”.
Question 32: Section F (Schedule): CLIN due dates have been provided, but Government has not indicated when they expected contract to be awarded. Can the Government indicate estimated contract start date?
Answer 32: We are estimating an award in March 2019.
Question 33. Section B & F (Schedule): Per Section F, CLIN 2 concludes 3 months after CLIN
1. Does Government expect contractor to purchase material during CLIN 2 only? Can Long
Lead Time Material be purchased during CLIN 1?
Answer 33: The government is not dictating when or how the contractor purchases the material required.
Question 34. Section B & SOW (Schedule): CLIN breakout on pages 2-6 do not align with
Phases described in SOW 1.1 (p10). Phase 1 includes activities that happen in both CLIN 1 and
CLIN 2. Please clarify? For example, which CLIN does SOW 3.2.2.2 (Logistics Support
Planning) fall under?
Answer 34: The CLINs do not directly align with the phased approach. The phased approach is discussed in terms of methodology only, stating how the government is attempting to avoid the loss of SORD IV for more than 45 days. The CLINs are more related to deliverables; physically base structure on what the government expects to receive during the period of performance.
Question 35. Section C (SOW 3.2.1.9): Not enough information is provided to accurately develop pricing for the manipulator refurbishment effort. Can the Government provide the following?
a) Please provide all additional drawings associated with the manipulator assembly and its mounting, including but not limited to the following callout items on the
SORD IV Assembly (22579) drawing (upper 1/3 of p2): Call outs #27, #85, #26, #42, #34, #31, #25, #8, #128, #32, #35, #131, & #9.
b) Please provide any maintenance records and maintenance procedures associated with the arm.
c) Please provide an accounting of any spare parts (and their condition) currently on hand associated with the arm
Answer 35:
35a) Attachment 16, Vehicle Attachment Component Drawings, has been added which includes all drawings within assembly drawing 402372 except for drawing 300154 (Bumper
Guard). The bumper guard is only a piece of flat bar that prevents the manipulator from over extension.
35b) No maintenance records or procedures have ever been developed associated with the arm, the manipulator has been trouble free except for the occasional corrective maintenance.
35c) Spare Parts and their condition include the following:
1. Arm up/down cyl. Cunningham MFG. 4-HS-N-P1-N-11.5-1-1-S-3000 S/N 41591-
200-1 (2 rebuilt spares, not tested; 2 installed, no leaks).
2. Claw open/close cyl. Cunningham MFG. 2.5-HS-N-P1-N-5-1-1-S-3000 S/N 41591-
200-2 (2 spares, not tested; 2 installed, no leaks).
3. Claw up/down rotary actuators. ROTAC 26R-10 2V OIL S/N 91 0607 10 (and 11) (2 spares, we were not able to disassemble for rebuild-should be considered core value only; 2 installed, no leaks).
4. Claw rotate. HYDRAPOWER HTR30-180-AA11-C S/N 012329-0391 (installed, no spare available).
5. Claw/vehicle Pan. HYDRAPOWER HTR75-4953-AX94-C06 S/N 12583-0591 (1 spare, leaks, needs rebuilt; 1 installed, no leaks). (Note: This is one actuator that performs the function of vehicle pan and claw pan, as the claw is mounted directly to the lower SORD structure).
Question 36. Section C (SOW 3.2.1.8): To accurately understand the risks associated with the
45 day window, we need a better understanding of the expected condition of the current SORD
GFE and associated spares. Using the SORD IV assembly drawing (22579) as a guide
(specifically p 4), can the Government please provide a part by part listing of any spares on hand, and a red (replacement recommended) / yellow (clean up and refurb recommended) / green (use as is) assessment of all present parts (minus hardware) on the vehicle? Could the
Government make a similar list/assessment for the SORD PDU related parts?
Answer 36: The 45 day window only applies to the loss of SORD digging capability. If the contractor needs the SORD vehicle for analysis, the time frame, including shipping, cannot exceed 45 days. Since the SOW allows the contractor to design a frame and system of their choosing, most parts except for the spares listed in answer 35, will be of their own choosing. The GFE items listed in Attachment 1, and contingency items in
Attachment 2 are either new or have no known issues.
The cameras, and pan & tilts, came from a previously operational system and are assumed to be in working order. Their status is unknown as we do not have the capability to actually test them.
As the government is expecting a new ROV with new components and new control system, with a manipulator that shall be the only carryover subsystem from SORD IV, the government will not conduct an extensive case study on the replace/refurbish/reuse of
SORD IV components/subsystems.
Question 37. Section C (SOW 3.2.1.9): Can the Government, please identify which parts/surfaces of the manipulator use RULON LR material?
Answer 37: As identified on the drawings and during disassembly. The RULON material is shown in the top level drawings of SORD IV (22529 or 22579), identified by part 16623-31437 and 16623-31438. These drawings are provided in Attachment 16. The locations of RULON material are called out in 22529/22579 in rotating load bearing surfaces such as the manipulator, the washout intake snout, and the interface between upper and lower framework assemblies. However, in the 1990’s SORD IV underwent an overhaul and there is thought that the Rulon material was replaced with Belzona 1131.
Until these surfaces are exposed during breakdown, it will remain unknown. If breakdown of SORD IV is required, the vehicle must be search and dig capable within 45 days, including shipping time. For SORD Upgrade (VI), use of the most practical material application is recommend.
Question 38. Section C (SOW 3.2.1.9): Can the Government, please provide assembly/disassembly procedures that might be part of manipulator maintenance procedures?
Answer 38: There are no procedures, only drawings showing the assembly, and best general mechanical practices. Drawings of the manipulator assembly will be provided in
Attachment 16. Procedures are not available.
Question 39. Section C (SOW 3.2.1.1): Can the Government, please identify which parts / surfaces of the ROV frame currently use Belzona 1131 material, and provide the associated current part drawings?
Answer 39: See answer 37.
Question 40. Attachment 3 (5) & (6): Does NUWC-Keyport log voltage and actual running and starting amps? Amps when pumping clear water and dredge spoil?
Answer 40: Currently not logged
Question 41. Attachment 3 (5) & (6): During operation, what is the frequency of pump turning on and off roughly per hour? Hot restarts/hr?
Answer 41: Generally, during operation it is expected that the washout pump will be turned off, turned back on almost immediately to reverse flow to clear fouling (pump direction for current configuration), then repeated to go back to normal flow. This is repeated nearly once an hour for the duration of the dredging, which minimally will be
18 hours, extending to several days depending on the depth needed.
Question 42. Attachment 3 (5): Regarding the washout pump, Attachment 3 specifies flowrate requirement but does not specify size of object that needs to pass. Please specify object size?
Answer 42: Depends on the contractor selected pump type and piping size and what those components will allow for object size. In SORD IV, an approximate round 4-inch object is allowed to pass through, unobstructed, the entire system.
Question 43. Attachment 2 (Feedback Potentiometer): CFE calls for 4096 ppr variant of rotary position sensor, but Tecnadyne no longer offers this variant. Can we use a recommend analog version if we can provide the 0.5 degree resolution called for in RFP 3.2.1.2?
Answer 43: The requirement is to meet or exceed the requirements specified in 3.2.1.2.
Question 44. General: Will the Government provide a CAD solid model of the existing SORD
IV ROV general assembly?
Answer 44: No
Question 45: 11/29 Industry Day: Concerning current SORD ROV weight and budget. Please provide weight of current SORD kit including data for all GFE and/or current SORD CB/CG table?
Answer 45: There is no table on current SORD Center of Gravity data. The system is 40 years old with no history of design documentation. Weight of SORD IV is approximately
8,300 lbs. Weight of final SORD ROV Upgrade assembly shall not exceed 8,000 lbs.
Question 46. Section B (Note A): Can Contractor propose more than the Government estimated $12k travel budget? This value does not seem to align with travel requirements set forth in SOW 3.2.3.
Answer 46: Section B (Note A) Table B-1 Other Direct Costs has been revised to read
$32,000 for the Government’s ODC estimate.
Question 47: General 11/29 Industry Day (SORD Height): What is full height of SORD ROV on cart/stand as shown on 11/29/18 site visit? Is the cart shown typically used for transportation of SORD? If not, how is SORD typically over the road transported? Can SORD be shipped on its side?
Answer 47: Measured height of SORD IV on shop stand is 10’, approximately 10’-6” to the top of the attachment (which is removable). SORD IV can be shipped on its back, not on it’s side. SORD Upgrade (VI) shall be shipped by the easiest means possible, taking into account support for all weak points (i.e. telemetry components, piping, weak/rotating joints, etc.)
Question 48: It is unclear to us if flame spray and epoxy coating is on manipulator frame only or if it is also on the upper/lower frames of the SORD. Also, are there any flame spray specifications?
Answer 48: Coating to be applied to the frames will be dictated by the frame material selected by the contractor and approved by Keyport. Best industry standards on corrosion resistance is required. The manipulator, because it has various materials, may have different coatings as long as corrosion resistance is established.
Question 49: During the site visit we were shown a power supply system and we were told that any upgrades or changes to this system will need to remain within the same footprint of the current system. Can you please provide specifications for the current system power, as well as the footprint, weight, and contents?
Answer 49: The supply system power comes through Breaker #4, 90 Amp. The external dimensions are: 27” length x 28” width x 82” height. The internal dimensions are: 26” length x 26” width x 82” height. Pictures of the power distribution unit are provided in attachment 17.
Question 50: During the site visit we were shown two monitors within the control console for providing views of the deck of the vessel. For the SORD VI, will these deck views be needed as part of the control console? The deck cameras and the power supply system were not included in the RFP SOW.
Answer 50: Deck cameras to be provided as CFM, Attachment 2. Yes, the cameras are essential to the operation of SORD and two (2) monitors integrated into the control console are required.
Question 51: Can you please provide the layout of the current SORD operator control console?
Answer 51: Attachment 17 provides pictures of the SORD operator control console.
Question 52: Can you please provide us the model number for the current Stemburg Flygt pump and / or the specific parameters of flow, etc.?
Answer 52: The Flygt 3152 specification can be found open source.
