Vendor Questions and Government Responses
Question 1: Is the vertical lift required for independent supports, or can the entire trailer execute the lift as one rigid body?
Answer 1: Either lift mechanism is acceptable.
Question 2: Is the suspension of a standard low boy “good enough” for the UUV or are you looking for the trailer system to provide additional suspension, essentially providing a softer ride for the UUV?
Answer 2: Submersible trailer need not provide shock or vibrational damping for the UUV when its loaded on a low-boy trailer.
Question 3: Is the 8ft. elevation of the operator platform a requirement or guideline? This appears to be in conflict with the total overall height requirement.
Answer 3: The 8 ft. elevation for the operator’s platform is a requirement to ensure the platform remains above the Still Water Line (SWL) plus one foot high waves on boat ramps with 4-degree inclines.
Question 4: Section 7.2 suggests inspection period is after delivery. Just to confirm, the 20day inspection period is not included in the suggested 8mo timeline?
Answer 4: The 20-day inspection period occurs after delivery to Keyport.
Question 5: 8mo is a very tight schedule for a design/build program. It is certainly not impossible but it would add significant risk as well as, potentially, some redundant costs. If the end date is not actually critical to support schedule on another program, we request that you consider extending the delivery date to something like 12mo
ADC.
Answer 5: The delivery date is extended to 12 months after date of award.
Question 6: Given the complexity of this quote, the FFP requirement and the limited quoting resources available within the Small Businesses that are responding to this solicitation, we request extension of the proposal due date by one month to
7SEP2018.
Answer 6: The solicitation date is extended to 20 August 2018, 10:00 am (PST).
Question 7: As per 5.3.3 “The trailer shall have all-wheel drive…” vs 5.7.4 “..hydraulic motors with at least 4 drive wheels.” Please clarify if the trailer will be all-wheel drive or four wheel drive?
Answer 7: Trailer shall have 4 powered wheels, minimum, when driving on boat ramps.
Question 8: 5.7.2 “…shall be hot dipped galvanized” vs 5.7.17 “…shall be painted gloss orange”. Please clarify if the trailer will be galvanized and painted over, or only galvanized or only painted?
Answer 8: Frame will be hot dipped galvanized first and then painted gloss orange.
Question 9: Are the UUV’s stored in a cradle when not in use? If so, can we have drawings/pictures and measurements to ensure the trailer will be able to load and unload the UUV from the cradles/storage locations?
Answer 9: UUV storage cradles/stands will be designed and built after trailer delivery to ensure that they fit inside the trailer’s open frame.

Self-Propelled Marine Submersible Trailer For Handling Unmanned Undersea Vehicles
1. PURPOSE:
1.1. This document lists the technical and training requirements for a self-propelled, marine trailer to be used for storing, transporting, launching and retrieving Unmanned Undersea Vehicles (UUVs) at U.S. Navy test and training ranges in the Pacific Northwest.
2. DELIVERABLES:
CLIN 0001 – Self-propelled marine trailer for UUV handling, 25,000 lbs. minimum safe working load, reconfigurable hydraulic lift arms or sliding cantilever pads, 10-degree incline boat ramp capability, diesel engine powered, mounting foundations for retrieval winch and turn sheave, eight (8) feet max. width for highway travel. The CLIN 0001 requirements are listed in paragraphs 5 through 8 below.
CLIN 0002 Optional – Trailer preparation and specialized training in trailer operation, in accordance with the Statement of Work, paragraph 9.
CLIN 0003 Optional - Accessories, UUV handling hardware. Hardware to include one hydraulic or electric winch, winch controls for operator, turn sheave and 200 feet of synthetic or stainless steel rope with 2000 lbs.
WLL. Accessory hardware requirements and installation instructions are specified in this Statement of Work, paragraph 10.
3. BACKGROUND:
3.1. NUWC Division Keyport (NUWDIVKPT) maintains and operates UUVs with different hull shapes, lengths, weights and other physical characteristics. In order to support a broad spectrum of UUV activities, from shore maintenance to in-water training, a self-propelled trailer is required to safely haul UUVs from maintenance buildings to waterfront boat ramps for launch and retrieval.
3.2. The self-propelled, marine trailer will operate on boat ramps located at NUWDIVKPT, Subase Bangor and Ranch Point in British Columbia. These are salt water boat ramps.
3.3. Once transported to the maintenance facility, UUVs may be kept on the trailer for up to 2 weeks before returning to the water.
3.4. NUWDIVKPT’s UUVs have very little freeboard when operating in water and are mostly submerged during launch and retrieval. Drafts for the UUVs are listed in Table 1.
4. APPLICABLE DOCUMENTS:
4.1. The following documents are referenced in this specification:

5. CLIN 0001 – TRAILER REQUIREMENTS:
5.1 GENERAL:
5.1.1. The Contractor shall provide a self-propelled marine trailer (trailer) suitable for hauling, launching and retrieving NUWDIVKPT’s UUVs from boat ramps listed in Table 2. Physical attributes of NUWDIVKPT’s UUVs are listed in Table 1.
5.1.2. The trailer must operate partially submerged on shallow boat ramps to successfully launch and retrieve UUVs (see Appendix 1, Figure 4)
5.1.3. The trailer must support a safe working load of 25,000 lbs. or higher, both on roadways and on boat ramps.
5.1.4. The trailer must haul UUVs over roadways for short distances of approximately 1 mile. The roads are paved asphalt. The trailer will not be licensed for use on public highways.
5.1.5. The trailer must be no wider than 8’ to accommodate loading of trailer and UUV onto a Removable Gooseneck (RGN) trailer.
5.2. TRAILER CHARACTERISTICS:
5.2.1. The trailer shall safely haul, launch and retrieve the five (5) UUV types shown in Appendix 1.
Table 1 provides a summary of their weights and hull shapes. The hulls are constructed from aluminum, fiberglass and/or titanium. Appendix 1 also identifies “no lift zones” which must not be contacted during operations.
5.2.2. The trailer frame shall be open at its forward section for simple launch and retrieval of UUVs.
5.2.3. The trailer’s open frame design shall be capable of lifting UUVs up vertically from floor stands or blocking. This feature necessitates the capability to drive under a UUV on stands and raise it without requiring additional crane support. The reverse ability is also required to lower UUVs onto floor stands or blocking.
5.2.4. The trailer’s vertical lift safe working load shall be 25,000 lbs. minimum. Vertical lift travel shall be 10 inches minimum.
5.2.5. Reconfigurable hydraulic lift arms or sliding cantilever pads are required to accommodate the multiple UUVs hulls with different “no contact” zones.
5.2.6. Each UUV type will be secured to the trailer frame with multiple ratchet web slings, each rated for a working load limit (WLL) of 5,500 lbs. minimum.

5.3. LAUNCH AND RECOVERY:
5.3.1. The trailer shall be capable of launching and retrieving UUVs from multiple boat ramps, described in Table 2.

5.3.2. The ramps are constructed of concrete. The narrowest ramp is 10 feet wide. Their slopes range from 4 to 10 degrees, measured from horizontal.
5.3.3. The boat ramps are periodically cleaned. However, portions of the ramps may be partially covered with sand and seaweed after storms. The trailer shall have 4 powered wheels, minimum, when driving on boat ramps.
5.4. TRANSITING AND MANEUVERING:
5.4.1. The trailer shall be self-propelled and be capable of transiting over hard surface roads at a speed of at least 3 miles per hour.
5.4.2. The trailer shall be highly maneuverable and able to make a complete 360º turn within one and a half trailer lengths.
5.4.3. The trailer is required to drive inside maintenance buildings to load and unload UUVs. The lowest door height is 11 feet (132 inches), limiting the height of the operator’s raised platform.
5.4.4. The operator must maintain control during entry of maintenance buildings and while driving inside. Pendant handheld control or wireless radio remote control driving is acceptable if the height of the raised operator’s platform precludes the operator from driving through the doorway while standing on the platform.
5.4.5. Removable hand rails on the raised platform are acceptable if needed for trailer entry into maintenance buildings described in Requirement 5.4.3.
5.5. HIGHWAY TRANSPORTATION OF TRAILER WITH UUV:
5.5.1 To access training ranges outside of NUWCKPT, the submersible trailer with UUV will be transported on a truck and lowboy combination over Washington State Highways.
5.5.2 The self-propelled trailer must be capable of self-driving onto and off lowboy trailers with its
UUV payload. Lowboy trailers will have detachable gooseneck hitches. This ability eliminates the need for additional crane lifting support.
5.5.3 The submersible trailer must have structural tie-down points to secure it to the lowboy trailer.
Attachment points on the frame for chain binder are acceptable.
5.6. SHALLOW WATER LAUNCH AND RECOVERY:
5.6.1. The trailer shall be capable of hauling, launching and retrieving UUVs in shallow water conditions. To accomplish this on boat ramps requires the self-propelled trailer to operate partly submerged.
5.6.2. The aft section of the trailer shall have a raised platform that houses the operational controls and power supply equipment and provides a suitable place for the operator to sit or stand during trailer operation. Steps and handrails shall be provided to access the platform. Non-skid surfaces shall be applied in areas where the operators are expected to step or stand.
5.6.3. To assist UUV launch and retrieval, the trailer frame shall have structural foundations for mounting a winch and a turn sheave. Both foundations must be structurally adequate to withstand 2000 lbs. or more of line tension when winching the UUV onto the trailer. See Par.
5.7.20, Par. 5.7.21 and Figure 5.
5.7. TRAILER CONSTRUCTION
5.7.1. The components of the trailer that will be underwater during launch and retrieval operations shall be completely sealed against water entry.
5.7.2. The trailer frame, fittings and lift arms that will be under water during launch and retrieval operations shall be hot dipped galvanized for corrosion protection.
5.7.3. The trailer will normally be stored outside uncovered. All components shall be suitable for exposure to U/V, rain, snow and icing.
5.7.4. The trailer shall be propelled by hydraulic motors with at least 4 drive wheels. All wheels shall be galvanized protected against corrosion.
5.7.5. The tires that carry the majority of the UUV load shall be solid, mining type tires.
5.7.6. The trailer shall have wheels that provide steering. Steering shall be hydraulically controlled.
5.7.7. A horn shall be installed within easy reach of the trailer operator to warn others of the trailer's approach or presence, or to call attention to potential hazards.
5.7.8. Hydraulic power shall be provided by a hydraulic power unit (HPU) that is mounted on the trailer. The HPU shall be powered by a water cooled, four-stroke diesel engine
5.7.9. The trailer prime mover shall be a water cooled, four-stroke diesel engine with the following features:
5.7.9.1. At a minimum, the diesel engine shall be sized to power the trailer with a 25,000 lbs.
payload up a 10º incline boat ramp at a minimum speed of 2 mph.
5.7.9.2. The diesel engine shall be provided with an enclosure that limits the noise exposure for the operational crew.
5.7.9.3. The diesel engine shall be provided with an enclosure that shields the engine from salt spray and wave splash.
5.7.9.4. The diesel engine shall have electric start with a starting battery and an alternator that provides sufficient power for re-charging battery and powering other trailer electrical loads.
5.7.9.5. The controls for the diesel engine shall be located on the raised platform.
5.7.9.6. The diesel engine shall have the following gauges and controls:
5.7.9.6.1. Start and stop controls
5.7.9.6.2. Engine pre-heat control
5.7.9.6.3. Tachometer
5.7.9.6.4. Engine hour meter
5.7.9.6.5. Oil pressure gauge
5.7.9.6.6. Engine cooling water temperature gauge
5.7.9.6.7. DC electrical voltage gauge
5.7.9.6.8. Hydraulic oil pressure
5.7.10. A diesel fuel tank with gauge shall be provided with sufficient capacity for 8 hours of operation.
The fuel distribution system, including filters, shall meet the engine manufacturer’s requirements.
5.7.11. The hydraulic system shall incorporate the following features:
5.7.11.1. The system hydraulic oil shall meet U.S. EPA Vessel General Permit (VGP) environmental requirements. A Material Safety Data Sheet (MSDS) for the oil shall be submitted to the NUWDIVKPT Contracting Officer for approval prior to Trailer delivery.
5.7.11.2. Hydraulic hoses shall have corrosion resistant stainless steel re-usable end fittings.
5.7.11.3. Hydraulic hoses shall be constructed from U/V resistant materials.
5.7.12. The trailer shall have a positive means of slowing and stopping trailer movement while hauling load up or down ramps.
5.7.13. The raised operator platform shall incorporate a control console that provides steering, propulsion and winch controls.
5.7.14. The trailer shall be fitted with two forward facing and two aft facing floodlights (to illuminate the trailer, road and launching ramp during operations).
5.7.15. Electrical junction boxes and fittings shall be watertight, suitable for short term immersion in salt water, with NEMA enclosure ratings of Type 6P.
5.7.16. Electrical circuits shall include Ground Fault Circuit Interrupters (GFCI) to protect the operator from inadvertent hazards when driving on boat ramps.
5.7.17. The trailer shall be painted gloss orange (Federal Standard 595C, Color 12243).
5.7.18. The trailer shall be fitted with a builder’s identification plate that provides the builder’s name, address, manufacture date, trailer model number, and serial number.
5.7.19. A durable plaque with safe operating instructions shall be provided on the raised platform in view of the trailer operator.
5.7.20. The trailer frame shall include a structural foundation for mounting a hydraulic or electrical winch. This foundation must be adequately designed to handle a 2000 lbs. minimum winch rope tension. The winch foundation must be located on the forward face of the raised operator platform and above the water line when operating the trailer on boat ramps. See Appendix 1, Figure 5.
5.7.21. The trailer frame shall include a structural foundation for mounting a turn sheave for the winch retrieval rope. The winch rope coming off the turn sheave must be in-line with the UUV’s longitudinal centerline. Use the 54” diameter vehicles shown in Figure 3, APPENDIX 1 to calculate the vertical height of the turn sheave foundation. The turn sheave foundation must be adequately designed to handle a 2000 lbs. minimum winch rope tension. Also, the foundation must include a way to easily change out the turn sheave if it becomes corroded and unusable.
See Appendix 1, Fig 5. Estimated diameter of the turn sheave is 7 to 9 inches.
5.7.22. The trailer shall be provided with at least two sets of portable chocks to be placed under the wheels.
5.7.23. The raised platform shall have a storage compartment or container with a lid that is suitable for storing the chocks and tie-down straps.
5.7.22. Provide valves and controls to limit the slip of each of the four hydraulic drive motors to improve performance when operating on boat ramps where the lower portions of the ramp (under water) may be muddy. Switches to control the limited slip capability shall be provided within reach of the operator when seated on the operator’s platform.
6. CLIN 0001 – TRAILER SUPPORTING DOCUMENTATION:
6.1 Operations & Maintenance Manual – The Contractor shall provide an operations manual with the trailer that provides:
6.1.1 A description of how to safely operate the trailer
6.1.2 Warnings, cautions and other notes
6.1.3 Planned maintenance schedules and requirements
6.2 Technical Manuals – the Contractor shall provide Technical Manuals, including Service Manuals, for the major components of the trailer. At a minimum, these include manuals for the diesel engine, hydraulic pump, hydraulic drive motors and the operator (driver) controls.
6.3 Exploded Parts Drawings – the Contractor shall provide 3-D exploded parts drawings that show the details of the trailer. The parts lists included in the drawings shall provide enough information to allow for the future replacement of the components that make up the trailer.
7. CLIN 0001 – TRAILER INSPECTIONS AND INITIAL TEST:
7.1 The Contractor shall inspect and test the self-propelled trailer to verify all requirements of the contract are met. All discrepancies shall be corrected prior to delivery. The Contractor shall supply a Certificate of Conformance with the trailer at time of delivery, in accordance with 52.246-15.
7.2 A twenty (20) day inspection period is required after delivery to NUWC, Division NUWDIVKPT for inspection and acceptance testing.
8. CLIN 0001 – TRAILER SHIPPING AND DELIVERY:
8.1. The contractor is responsible for shipping the self-propelled trailer FOB Destination to NUWC, Division NUWDIVKPT, WA 98345.
8.2. Shipping Information – Trailer shall be shipped to:

8.3. The contractor will notify the Contracting Officer of the trailer’s expected delivery date at least three
(3) weeks prior to its shipping.
8.4 Any Contractor employee requiring admittance to NUWC, NUWDIVKPT will need a Security Pass / ID Badge from the NUWC, Division NUWDIVKPT Pass & ID Office. This includes employees involved in delivery, rigging, set-up, training or any other phase of the contract.
8.5 Foreign Nationals (non U.S. Citizens) or persons affiliated with, or employed by a foreign owned company will not be granted access to the activity's OA, without submission of the Foreign National Visit Request / Notification form, approved by the NUWC, Division NUWDIVKPT Security Department. Foreign nationals must request base access a minimum of 45 days prior to the desired visit.
9. CLIN 0002 OPTIONAL - SPECIALIZED TRAINING:
9.1. The contractor will demonstrate the trailer’s ability to perform as required in Section 5 above, using available UUV Vehicle to lift, lower and maneuver with vehicle while on ramp.
9.2 The Contractor shall provide up to two days of specialized training in the proper operation of the self-propelled trailer. Training shall cover:
9.2.1 Driving and maneuvering the trailer on roadways and in maintenance and storage buildings.
9.2.2 Loading and unloading a UUV in a building.
9.2.3 Operating the trailer on boat ramps, to include launching and retrieving.
9.2.4 Description/demonstration of routine maintenance actions required to maintain the trailer.
9.3 Training shall be conducted at NUWDIVKPT for up to six (6) personnel.
10. CLIN 0003 OPTIONAL – UUV HANDLING ACCESSORIES:
10.1 Accessory hardware to include one hydraulic or electric winch with level wind drum sized for 200 feet of synthetic or stainless steel rope, winch controls for operator, turn sheave and 200 feet of synthetic or stainless steel rope with 2000 lbs. WLL. Load capacity on all handling hardware to be 2000 lbs. pull minimum.
10.2 Accessory hardware shall be installed on the trailer foundations that are described in this Statement of Work, paragraphs 5.7.20 and 5.7.21.
