Why Technology Insertion?
• Support Rapid COTS Insertion (RCI) Goals
– Keep pace with technology
– Minimize obsolescence
– Ensure continuous opportunity for system improvements
• Standardize the method for regular updates
– Migrate technology on Model Year approach across platform types > target every ~2 years
– Incorporate plan for an individual platform technology upgrade cycle > target every
~4/5 years (every other TI)
• Develop a system that delivers best value to the Government
– Achieve tighter coupling between design/development, and subsequent production for increased cost savings
– Consolidate number of processing, network and OS variants as technology allows
– Utilize low cost commodity elements and minimize non-recurring effort for hardware
• Create efficiencies, reduce risk, and improve overall system reliability
– Provide the mechanical infrastructure to ease technology migrations
– Minimize shipyard / platform impacts
• Follow market trends of commercial products
Rapid COTS Insertion
• Keep pace with technology
• Minimize obsolescence
• Ensure continuous opportunity for system improvements
GoalsGoals
• Plan of Record: TIs fielded every two years; individual boat upgrades every four years
• Maintains production industrial base
• Ensures trained personnel for manufacturing and testing
• Uses “state of the practice” hardware vice “state of the art”
• Ensures broad industry support and competitive pricing

Implementation
• Approximately 7-14 Platform upgrades per year including new construction units
• Individual platforms typically receive every other TI
– Upgrades every 4 to 5 years
• Reduced non-recurring effort for hardware development, training and logistics products
• First Technology Insertion (TI) introduction occurs approximately 1st quarter every odd Calendar Year (CY)
• Sonar, Combat Control, Common Infrastructure Services
(CIS), Integrated Submarine Imaging System (ISIS), and Electronic Surveillance (ES) installations are aligned
Technology Insertion: Process
• TI Requirements letter from PEO SUB directs TI goals and content
• Perform TI Trade Studies to evaluate and down-select promising technology
• Coordinate with subsystems via TI IPT, SAWG and TI splinter groups to develop the common infrastructure which includes both HW and SW architectures and components (physical, network, OS, etc.)
• Supports the development hardware BOM and the development of the physical interfaces to support subsystems’ design and build requirements
• TIH prime is a stakeholder and participant throughout the process
Team SUB Technology Insertion process drives NPES HW selection for both TIH and non-TIH procured HW
TI Process TIH
Virtualization
• Per a July 2016 Memo from RADM Jabaley:
– “To provide direction to migrate the current Submarine Warfare Federated Tactical System (SWFTS) architecture and subsystem procurements into a fully virtualized configuration commencing with TI- 20 fielding in 2021.“
• Priorities for the Effort:
– Optimal integrated system performance
– Improved Security
– Cost Reduction
– Footprint Reduction and/or Capacity Increase
– Ao / Recovery Time
– Maintenance Reduction
– Test Simplification
In 2016, use of Virtualization Technology became a priority for Team Submarine.
Hardware Elements must support V-SWFTS Requirements
