- A.C. COOLING WTR SUCT: 1 ½” V1, BALL, SCRD, 150# WOG, WATTS

B6800-SSW, 1 and 1/2”, Frame 40

- MSD & SW FLUSHING: 1” V12, BALL, SB, WATTS B6802, 1”, Frame 19

-Remove and blank flange the following hull valves: 1 each, former port side HVAC saltwater inlet, size 1 1/2 “, and 1 each former water maker saltwater inlet, size 1”

Note; all valves are of the threaded or bolted flange type.

CHECK POINT: Zero seawater leakage once vessel is undocked, and when valves are under their normal system pressure.

WORK SPEC 007- REPLACE POTABLE WATER TANK ISOLATION VALVE

Provide labor, materials and equipment to replace one 1 and ½ inch ball valve, located in engine room bilge outside the Engineer’s booth. The valve is brazed in the potable water system, and will require a reach rod manufactured and installed for operation.

WORK SPEC 008- HULL REPAIRS

Provide labor, materials and equipment to plug and pave approx.

6,000 1 and ¼ inch, #10 wood screw holes left in the hull above and below the water line, from the previous removal of the hull copper ice sheeting.

Provide labor, materials and equipment to replace approx. 720 linear feet of hull planking. Existing hull planking is deteriorated in several areas of the hull due to electrolysis at the bronze diagonal strapping stiffeners. Use ref. (k) thru (q) for guidance.

Areas of hull planking repairs:

There are three separate areas of severe delignification on the port side of the vessel, where seawater is seeping through the hull and planking needs to be replaced:

1. At the forward end of the diagonal strapping between frames 8 and 9.

2. Under the Mess decks on the port side, between frames 52 and 56, just below the turn of the bilge.

3. Under the Mess decks on the port side, at frame 58 between the keel and the inboard stringer.

Hull construction information:

a) The hull is double planked, with both inner and outer layers running fore and aft. The inner layer is Alaska Yellow Cedar, 1” finished thickness. The outer is Douglas Fir finished at 1.25” thickness. Both layers consist of planks approximately 5” wide and are assumed to be around 30’ long on average.

b) Plank butts of the inner layer shall land on frames. Butts in the outer layer shall, where possible, be made up on hardwood butt-blocks and fastened with three 5/16” bronze carriage bolts per plank end.

c) The garboard and 1st broad (aft) are exceptions to this general scheme of hull planking. The garboard is a single layer of oak, 3” thick. From frame 16 going forward to frame 7, it tapers down to 2.25”. The 1st broad (aft) is a single layer of oak, 3” thick next to the garboard, tapering across its (9”) width to 2.25”, and rabbeted to receive the first outer layer Douglas Fir plank.

Owing to the poor availability of suitable oak planking stock, it is recommended that these planks may be replaced, where needed, with any suitable species of hardwood planking stock, cut and dressed in the same manner as existing.

d) Fasteners:

Inner planking to frames: 3” x #20 Si Brz FHWS Outer planking to frames : 4.5” x #24 Si Brz FHWS Inner planks back-fastened to outer planks: 1.75” x #12 Si Brz FHWS, 3 per frame bay.

e) Faying surfaces between inner and outer layers of planking, and between the inner layer and the frames, as well as all fasteners are to be coated with 3M 5200.

f) Outer planks to be furnished with a calking bevel and calked with cotton. Seams are to be payed with Sikaflex or equivalent.

g) Planks of either layer are to be replaced full length, wherever possible. In no event shall an existing plank be cut back to less than 15 feet length. Butts in adjacent strakes shall be at least 4 frames, or frame bays, apart. Butts in the same frame bay shall be at least 3 strakes apart.

Estimate of hull planking repairs:

It is estimated that the damage described at 1. (above) will require the replacement of 4 inner and 5 outer planks, and may require the replacement of a section of garboard (see note c))

It is estimated that the damage described at 2. (above) will require the replacement of 4 inner and 6 outer planks.

It is estimated that the damage described at 3. (above) will require the replacement of 2 inner planks and 3 outer planks and may involve the replacement of a length of the 1st broad (see note c).

Taking the three areas together, it is anticipated that approx.

720 linear feet of planking may need to be replaced.

The removal of planking will facilitate the inspection of some small areas of the outboard side of the bronze diagonal strapping stiffeners. It is easy to imagine that that will reveal a need to make repairs to the strapping. It is not possible at the moment to know the condition of that strapping. It does, however, seem likely that the condition of the strapping will be worst in the areas identified for plank replacement. At the very least, the uncovered areas should be thoroughly cleaned, painted and refastened to the new planking with ships’ felt inserted between the metal and the wood

CHECK POINT: Replacement planking material, size, and compounds selected shall be equivalent to existing hull construction.

Provide replacement material recommendations to the COR prior to use.

OPTION ITEM 008A: Provide up to $20,000.00 labor and materials for wood hull repairs such as fastener replacements, wood plug replacements, marine worm damage, hull sealing, and /or hull contact damage, upon approval by the CO.

OPTION ITEM 008B: Provide up to $20,000 of labor and materials to repair or replace additional board feet of hull planking, or strapping, upon approval by the CO.

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)

Offers will be evaluated on the basis of the lowest price, technically acceptable, past performance acceptable offer. In order to be considered awardable, an offer must be rated “acceptable” in every non-price factor. Offers must meet the specifications in the solicitation and any subsequent amendments. Due to the current deteriorated and leaking wood hull condition, the YP-701’s travel range is restricted to 200 nautical miles (NM) from Keyport, WA.

Offers outside the 200 NM range from Keyport, WA shall not be considered for award.

PROPOSAL SUBMITTAL REQUIREMENTS:

1. Technical Acceptability:

The offer must be determined to be technically acceptable before further consideration will be given.

Service Information: To determine technical acceptability the offeror must provide all necessary information for a comprehensive technical evaluation. The service information shall be submitted as commercial services literature, which must provide enough information to demonstrate that the proposed services meet the requirements in the performance work statement (PWS), the request for quote (RFQ), and any subsequent amendments.

Product Information: Offerors must ensure that any product requirements called out for in the PWS are identified by manufacturer name and have the commercial literature to demonstrate the capabilities. In the technical proposal there must be a determination written by the offeror that the supplied material meets or exceeds the Government’s performance requirements as set forth in the PWS, RFP, and any subsequent amendments.

Compliance/Exceptions: If services literature or product literature does not clearly demonstrate compliance with the requirements of the PWS, the offeror must submit a Compliance/Exception document that clearly explains how the proposed services/product meets the PWS requirements. On a separate sheet of paper state: whether the offer complies or does not comply with the specifications; identify any “exceptions” to the specifications; and how the offered supplies/services differ from the applicable specification paragraph above. Failure to comply with this requirement may result in rejection of the offer.

Vessel Availability: Provide a scheduled start date and completion date to concur with the vessel availability dates identified in the RFP. Offerors are required to identify the nautical miles from NUWC Division Keyport, WA to its dry dock facility. Due to the current deteriorated and leaking wood hull condition, the YP-701’s travel range is restricted to 200 nautical miles (NM) from Keyport, WA.

2. Past Performance Acceptability:

The offer must be determined to have acceptable technical and past performance before further consideration will be given.

Offerors shall demonstrate past performance by completing the Past Performance Worksheet (See attachment 1) for three (3) of your most recently completed Federal Government contracts (not to exceed three years since completion) for like or similar items under this solicitation. If you do not have any Federal Government contracts, then list state, local, or commercial contracts, in that order, to complete your Past Performance Worksheet. Offerors are encouraged to submit brief and concise responses. Failure to submit the Past Performance Worksheet may be considered certification that the contractor has no past performance for like or similar items for the Government to evaluate.

3. Price - Offerors are required to submit prices for all line items. Failure to submit a price for any line item may result in the offer being rejected as unacceptable.

EVALUATION INFORMATION:

1. Technical Acceptability:

Offers must meet or exceed the specifications in the solicitation and any subsequent amendments. The offer must be determined to be technically acceptable before further consideration will be given. The services and product information as specified in the proposal submittal requirements will be evaluated to determine if the proposed product(s) meets or exceeds the technical requirements as specified in the solicitation document.

Should the product information be insufficient to determine technical acceptability, the Government reserves the right to use other options such as internet research on company’s/companies’ website of products offered/proposed. Vessel Availability will be evaluated based on the contractor's ability to meet the schedule stated in the solicitation.

Due to the current deteriorated and leaking wood hull condition, the YP-701’s travel range is restricted to 200 nautical miles (NM) from Keyport, WA.

Technical will be assessed according to the following evaluation ratings and criteria format provided in the below Rating Table.

Technical Evaluation Rating Table Rating Description

Acceptable Proposal clearly meets the minimum requirements of the solicitation.

Unacceptabl e

Proposal clearly does not meet the minimum requirements of the solicitation.

2. Past Performance Acceptability:

The offeror’s past performance must be determined to be acceptable before further consideration will be given. Based on an analysis of the past performance record of the offeror, the Government must have a reasonable expectation that the offeror will successfully perform the required effort. If the offeror’s past performance record is unknown, the offeror may not be evaluated favorably or unfavorably, and will therefore be rated as acceptable. The past performance information will be evaluated as acceptable or unacceptable based on the degree to which the offeror satisfied its customers in the past and complied with applicable Federal, State, and local laws and regulations. Past performance references for efforts providing applicable experience relative to the solicitation requirements will be given greater consideration. The offeror shall provide a maximum of three (3) references. The Past Performance Worksheet, attachment 1, included in the solicitation may be used for providing information. Offerors shall include an accessible point of contact, including name and telephone number, for each reference provided.

The Government may contact some of each offeror’s customers to ask whether or not they believe: (1) that the offeror is capable, efficient and effective; (2) that the offeror’s performance conformed to the terms and conditions of its contract; (3) that the offeror was reasonable and cooperative during performance; (4) that the offeror was committed to customer satisfaction; and (5) that the offeror was able to hire and retain qualified personnel necessary for successful completion of customer requirements. Additionally they may ask if given a chance would they select the same or a different Contractor and/or other questions related to the offeror’s ability in the areas outlined in this Factor.

The Government may consider past performance information obtained from sources other than those identified by the offeror, such as published media and electronic databases. Only past performance that is relative to the specified item will be evaluated.

It is the responsibility of the offeror to relate past performance to the specifications.

Government evaluators may utilize federal, state, and local past performance databases including, but not limited to, Past Performance Information Retrieval System (PPIRS), Contractor Performance Assessment Reporting System (CPARS), and DLA’s Mechanization of Contract Administration Services (MOCAS) system. The Government may research offeror performance on any federal, state, local, and commercial contract performance of the offeror that is known to the Government, but not included on the submitted Past Performance Worksheet, attachment 1; additionally, the personal experience and evaluator knowledge of offeror performance may be utilized.

The Government will consider the relevance of past performance information obtained in relation to the scope of this procurement. Past performance, either positive or negative, which is considered by the Government to be more closely related to the scope of this effort, will be given greater weight in the evaluation process.

Past Performance will be assessed according to the following evaluation ratings and criteria format provided in the below Rating Table.

Past Performance Evaluation Rating Table Rating Description

Acceptable

Based on the offeror's performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror's performance record is unknown.

Unacceptabl e

Based on the offeror's performance record, the Government has no reasonable expectation that the offeror will successfully perform the required effort.

3. Price: Offerors are required to submit prices for all line items. Failure to submit a price for any line item may result in the offer being rejected as unacceptable. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the options(s). The prices will be compared to the Government Estimate, other offers received and/or other independent price and cost information.
