About this file
This is a Statement of Requirement for a firm-fixed-price contract issued by Commander, Navy Region Southwest (CNRSW) Fire & Emergency Services for the purchase, delivery, and installation of three brand name Bauer Mini Unicus Breathing Air Compressor Systems. Each system shall be configured with a 13 SCFM charging rate, a 10-horsepower three-phase motor (208-230/440 VAC), a Bauer P2S purification system with B-SECURUS electronic moisture monitoring, two integrated ASME storage cylinders, and a two-position containment fill station. The contractor must deliver, install, and test one complete system at each of three designated locations: NAS Lemoore F&ES Station 62 (Lemoore, CA), NAWC China Lake F&ES Station 21 (China Lake, CA), and NB San Diego F&ES Station 15 (San Diego, CA). Installation shall comply with all manufacturer specifications and regulatory standards. The contractor is also required to disconnect and decommission existing compressor units at each site, leaving them in place for government disposal through the Defense Reutilization and Marketing Office (DRMO) process.
The existing compressor systems have exceeded their operational lifecycle, suffer from frequent mechanical failures, lack available repair parts, and cannot meet National Fire Protection Association (NFPA) air quality standards, creating operational risks for firefighter safety. Procurement compliance is mandated by NFPA 1989 (Breathing Air Quality for Emergency Services), NFPA 1500 Chapter 7.11 (Fire Department Occupational Safety), OSHA 29 CFR 1910.134 (Respiratory Protection), and DoDI 6055.06 (DoD Fire and Emergency Services Program). Delivery shall be no later than 90-120 days after contract award. Payment shall be made via WAWF, with the contractor required to submit invoices with detailed product listings to the points of contact at the time of invoice submission.

STATEMENT OF REQUIREMENT
Commander, Navy Region Southwest (CNRSW) Fire & Emergency Services (F&ES)
Breathing Air Compressor System Replacement
1. General Description of Service: This is a firm-fixed-price contract for the purchase, delivery, and installation of three (3) brand name Bauer Mini Unicus Breathing Air
Compressor Systems. Each system will be configured with a charging rate of 13 SCFM, a
10-horsepower three-phase motor (208-230/440 VAC), a Bauer P2S purification system with B-SECURUS electronic moisture monitoring, two (2) integrated ASME storage cylinders, and a two-position containment fill station.
2. Background: The existing breathing air compressors at the designated fire stations have exceeded their operational lifecycle and are now obsolete. These units suffer from frequent mechanical failures, unavailability of critical repair parts, and an inability to meet the stringent air quality standards mandated by the National Fire Protection
Association (NFPA). The current condition of these compressors creates significant operational risks, including the potential for contaminated breathing air and catastrophic failure during mission-critical refilling operations. Replacement is a mandatory requirement to ensure firefighter safety and maintain operational readiness.
3. Objectives: The primary objective is to replace the failing breathing air compressor systems at three key CNRSW F&ES stations. This action will restore the capability to reliably produce and store mission-essential, NFPA-compliant breathing air for Self-
Contained Breathing Apparatus (SCBA) used by all firefighting personnel during emergency operations. This procurement will guarantee the safety of our firefighters and ensure mission continuity.
4. Scope: The contractor shall deliver, install, and test one (1) new Bauer Mini Unicus compressor system at each of the three designated locations. The scope of work includes the full installation of the new system in accordance with all manufacturer specifications and regulatory standards. The contractor is also required to disconnect and decommission the existing compressor at each site. The old compressor units shall be left in place at the respective fire stations for disposal through the Defense Reutilization and Marketing
Office (DRMO) process by government personnel.
5. Place of Distribution: One complete system shall be delivered and installed at each of the following locations:
a. NAS Lemoore F&ES Station 62
Bldg 190 K-street
Lemoore, CA 93246
b. NAWC China Lake F&ES Station 21
1 Administration Circle
China Lake, CA 93444
c. NB San Diego F&ES Station 15
Bldg 3539 Womble St.
San Diego, CA 92136
6. Compliance and Regulations: This procurement is mandated and supported by the following regulations, which establish non-negotiable standards for life-safety breathing air systems in the fire service:
a. NFPA 1989, Standard on Breathing Air Quality for Emergency Services
Respiratory Protection: The Bauer P2S purification system is engineered to produce Grade E breathing air that meets or exceeds the strict purity and moisture content levels defined in this standard.
b. NFPA 1500, Standard on Fire Department Occupational Safety, Health, and
Wellness Program (Chapter 7.11): This standard requires that all breathing air be of high purity and mandates that compressor systems are tested and maintained to ensure compliance, directly necessitating the advanced purification and monitoring capabilities of the requested system.
c. OSHA 29 CFR 1910.134, Respiratory Protection: This regulation mandates that employers provide NIOSH-approved respirators and ensure that the breathing air used meets the purity requirements of CGA G-7.1 (Grade D or higher), a standard the Bauer system is designed to exceed.
d. DoDI 6055.06, DoD Fire and Emergency Services (F&ES) Program: This instruction requires DoD fire departments to adhere to NFPA standards and maintain a high state of mission readiness. The reliability of SCBA refilling stations is fundamental to this readiness posture.
7. Invoicing: Contractor must provide a copy of the invoice with detail listing of products via email to the POCs in SEC 9.0, at the time of invoice submission into WAWF.
8. Method of Payment: WAWF
9. Period of Performance: This is an FFP, lx delivery contract
• Delivery shall be NLT 90-120 days after date of contract award.
