Section C - Description/Specifications/Statement of Work

STATEMENT OF REQUIREMENT

Commander, Navy Region Southwest (CNRSW) Fire & Emergency Services (F&ES) Breathing Air Compressor System Replacement

General Description of Service: This is a firm-fixed-price contract for the purchase, delivery, and installation of three (3) brand name Bauer Mini Unicus Breathing Air Compressor Systems. Each system will be configured with a charging rate of 13 SCFM, a 10-horsepower three-phase motor (208-230/440 VAC), a Bauer P2S purification system with B-SECURUS electronic moisture monitoring, two (2) integrated ASME storage cylinders, and a two-position containment fill station.

Background: The existing breathing air compressors at the designated fire stations have exceeded their operational lifecycle and are now obsolete. These units suffer from frequent mechanical failures, unavailability of critical repair parts, and an inability to meet the stringent air quality standards mandated by the National Fire Protection Association (NFPA). The current condition of these compressors creates significant operational risks, including the potential for contaminated breathing air and catastrophic failure during mission-critical refilling operations. Replacement is a mandatory requirement to ensure firefighter safety and maintain operational readiness.

Objectives: The primary objective is to replace the failing breathing air compressor systems at three key CNRSW F&ES stations. This action will restore the capability to reliably produce and store mission-essential, NFPA-compliant breathing air for Self-Contained Breathing Apparatus (SCBA) used by all firefighting personnel during emergency operations. This procurement will guarantee the safety of our firefighters and ensure mission continuity.

Scope: The contractor shall deliver, install, and test one (1) new Bauer Mini Unicus compressor system at each of the three designated locations. The scope of work includes the full installation of the new system in accordance with all manufacturer specifications and regulatory standards. The contractor is also required to disconnect and decommission the existing compressor at each site. The old compressor units shall be left in place at the respective fire stations for disposal through the Defense Reutilization and Marketing Office (DRMO) process by government personnel.

Place of Distribution: One complete system shall be delivered and installed at each of the following locations:

NAS Lemoore F&ES Station 62 Bldg 190 K-street Lemoore, CA 93246 NAWC China Lake F&ES Station 21 1 Administration Circle China Lake, CA 93444 NB San Diego F&ES Station 15 Bldg 3539 Womble St.

San Diego, CA 92136

Compliance and Regulations: This procurement is mandated and supported by the following regulations, which establish non-negotiable standards for life-safety breathing air systems in the fire service:

NFPA 1989, Standard on Breathing Air Quality for Emergency Services Respiratory Protection : The Bauer P2S purification system is engineered to produce Grade E breathing air that meets or exceeds the strict purity and moisture content levels defined in this standard.

NFPA 1500, Standard on Fire Department Occupational Safety, Health, and Wellness Program (Chapter 7.11): This standard requires that all breathing air be of high purity and mandates that compressor systems are tested and maintained to ensure compliance, directly necessitating the advanced purification and monitoring capabilities of the requested system.

3.

4.

OSHA 29 CFR 1910.134, : This regulation mandates that employers provide Respiratory Protection NIOSH-approved respirators and ensure that the breathing air used meets the purity requirements of CGA G-7.1 (Grade D or higher), a standard the Bauer system is designed to exceed.

DoDI 6055.06, : This instruction requires DoD DoD Fire and Emergency Services (F&ES) Program fire departments to adhere to NFPA standards and maintain a high state of mission readiness. The reliability of SCBA refilling stations is fundamental to this readiness posture.

7. Invoicing: Contractor must provide a copy of the invoice with detail listing of products via email to the POCs in SEC 9.0, at the time of invoice submission into WAWF.

8. Method of Payment: WAWF

9. Period of Performance: This is an FFP, lx delivery contract

- Delivery shall be NLT 120 days after date of contract award.

Requirements Three (3) brand new Bauer Mini Unicus Breathing Air Compressor Systems to replace and install the existing breathing air compressors for Commander, Navy Region Southwest (CNRSW) Fire and Emergency Services (F and ES).

2. Price

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

3. Responsibility Determination

An award will only be made to an offeror that satisfies the general responsibility standards of FAR 9.104-1. The contracting officer may either make a responsibility determination without requesting any information from an offeror or require the offeror provide information to substantiate that it satisfies the general responsibility standards of FAR 9.104-1. The particular information requested from an offeror will be specific to that offeror. For example, an offeror that the contracting officer is less familiar with may be required to provide information not required from another offeror. The contracting officer may consider an offeror's inability to promptly respond to a request for information as an indication the offeror is non-responsible since FAR 9.103(c) obligates prospective contractors to affirmatively demonstrate their responsibility.

When the contracting officer requests responsibility information, the contracting officer's request, the offeror's response, and all related communications between the Government and offeror are solely for the purpose of determining whether the offeror is responsible. These communications will not constitute discussions within the meaning of FAR 15.306 since the offeror will not be given an opportunity to revise its proposal.

While the contracting officer may require the offeror to provide any information related to the standards at FAR 9.104-1, the following are examples of information that may be required:

1. A demonstration, through information such as bank references and financial information (e.g., most current annual balance sheet), that the offeror has adequate financial resources to perform the contract.

2. A demonstration the offeror's price is not so low as to call into question the offeror's capability to successfully perform the contract.

3. Past performance information on recent contracts for items similar to this requirement, including a point of contact for the Government activity or commercial entity customer.

4. A demonstration the offeror can comply with the required performance schedule, including a transition plan.

5. A demonstration the offeror has, or can obtain, the organizational, management and technical skills to successfully perform. This demonstration may involve the particular personnel and approaches available to the offeror.

6. The offeror's quality assurance procedures.

7. The equipment and facilities the contractor will use.

8. Information demonstrating a proposed subcontractor satisfies the FAR 9.104-1 general standards of responsibility.

9. Completion of the Section K Certifications and Representations contained in this solicitation.

10. A demonstration the offeror isn't an inverted domestic corporation. 11. Certificate of registration of the company.

12. A demonstration the offeror has all registrations, permits and licenses required to perform the contract in the locations for which the offeror is proposing.

13. In the event the offeror is a joint venture, a Memorandum of Association which indicates who has the authority to bind the company.
