About this file

This document is a Request for Information (RFI) issued by COMNAVSURFPAC for Solicitation N00244-26-Q-0029 regarding the Chaplain's Office Reconfiguration project. The RFI addresses eleven questions from potential contractors and provides government clarifications on project specifications and requirements.

Key project specifications include: Davis-Bacon prevailing wages apply per Clause 52.222-6; demountable partition wall systems with sound privacy qualities, solid hardwood doors with standard locksets, and built-in power duplex outlets are required, with equivalent products acceptable; acoustic panels consist of PET Felt type board (EZO Board or equivalent) in 12mm thickness, 4' x 8' sheets, mounted with commercial double-stick adhesive, with color to be determined after wall panel colors are selected; paint requirements specify Dunn Edwards Everest Int Semi Gloss (EVER50-0-L-5, color 0068-0253-07211) for walls and beams with color matching required for doors; LED lighting fixtures are Flat Panel LED with adjustable light color at 277V voltage, designed to drop into existing ceiling grid; and furniture listed in the Statement of Work serves as a basis of design with equivalent manufacturers and products meeting performance and dimensional requirements acceptable. For telecommunications, power will be routed through new demountable walls using existing disconnected power, with three ceiling feeds required (not two as originally indicated), Wi-Fi will provide data connectivity, voice drops will be handled by IT staff, and secure and non-secure networks are present with no current design separation restrictions. Existing furniture and partitions are government property requiring disposal. No additional existing condition documentation is available, the government has not conducted hazardous materials testing, and further investigation may be necessary to confirm adequate electrical capacity.

RFIs – COMNAVSURFPAC Chaplain’s Office Reconfiguration Solicitation N00244-26-Q-0029

1. Prevailing Wages Please confirm whether Davis-Bacon prevailing wages apply to this project. No wage determination was included in the solicitation documents. If prevailing wages apply, please provide the applicable wage determination.

Clause 52.222-6 Construction Wage Rate Requirements would apply.

2. Demountable Partition Wall System Please identify the acceptable manufacturers and specifications for the floor-to-ceiling monolithic partition wall system and lockable sliding doors. Are equivalent products acceptable?

Panels should be manufactured with sound privacy qualities due to the nature of the operation.

Doors should be solid hardwood with standard locksets. Power duplex outlets should be built into the panels. Equivalent products are acceptable.

3. Hazardous Materials Has the Government identified any asbestos-containing materials, lead-containing materials, or other hazardous materials within the project area that may affect demolition activities? If so, please provide available survey information. Government has not done any testing in this space as of yet.

4. Acoustic Panels The floor plan indicates 'EZO Board TBD.' Please provide the required manufacturer, thickness, dimensions, quantity, color, and mounting requirements for the acoustic panels. EZO Board is a brand that I’m aware of, there are other manufacturers of the PET Felt type board. It typically comes in 4’ x 8’ sheets, commercial double stick adhesive is one way I know of to mount them, there might be other ways. Thickness is 12mm. Color TBD once wall panel colors are chosen.

5. Existing Furniture and Partition Disposal Please clarify whether the existing furniture, partitions, and wall systems identified for demolition are Government property requiring disposal or if salvaging/recycling by the contractor is permitted. Disposal

6. Paint Requirements Please provide the required paint colors and finish/sheen requirements for walls, doors, frames, and seismic beams. Dunn Edwards – Everest Int, Semi Gloss, EVER50-0-L-5, color: 0068- 0253-07211 for walls and beams. Everest Int semi gloss for doors but a color match will need to be done as we do not have the color information available at this time.

7. Lighting Fixtures Please provide the required specifications for the new LED light fixtures, including manufacturer (if specified), lumen output, color temperature, voltage, and mounting requirements. Flat Panel LED w/adjustments for light color. I believe it is 277V. They should be drop in to the existing ceiling grid.

8. Electrical Capacity Please confirm existing electrical circuits serving Room 26B have adequate capacity to support the new furniture power requirements and additional receptacles identified in the SOW. I believe the power available is adequate. Further investigation might be necessary.

9. Existing Conditions Documentation Are additional existing condition photographs, reflected ceiling plans, or as-built drawings available for Room 26B? Not available

10. Furniture Basis of Design Please confirm whether the furniture listed in the SOW is intended as a basis of design and whether equivalent manufacturers and products meeting the listed performance and dimensional requirements are acceptable. Yes, equivalent manufacturers and products that meet the performance and dimensional requirements are acceptable.

11. Telecommunications/Data Requirements The SOW references disconnecting and reconnecting data and phone drops from existing and new power poles; however, no power poles were observed during the site visit and no telecommunications design information is provided. Please clarify:

(1) whether power and data are intended to be routed within the new demountable partition wall system; Yes, power will be routed into the new walls using the power that had been disconnected from the old walls, SOW indicates 2 ceiling feeds however on review I realized there are 3 ceiling feeds that are necessary.

(2) required quantity and type of data(no Data drops they will use Wi-Fi already provided) and voice drops at each workstation, office, reception station, conference area, printer location, and other applicable locations; voice drops to be handled by IT staff

(3) whether secure and non-secure networks are present and any separation requirements;

Yes, secure and non secure networks are present, no current restrictions in the design.

(4) whether the contractor is required to provide new telecommunications cabling or only relocate existing drops; N/A

(5) required cable type and performance standard; N/A

(6) location of the serving telecommunications room and available patch panel capacity; N/A

(7) responsibility for terminations, testing, certification, and patch panel modifications; and

N/A

(8) whether existing telecommunications cabling may be extended or whether new homerun cabling to the serving telecommunications room is required N/A.
