About this file

This is a Questions and Answers document dated August 18, 2026, providing clarifications to bidders on Solicitation N00244-26-Q-0027, an RFQ for LCAC (Landing Craft Air Cushion) corrosion control cleaning services. The document addresses technical and procedural questions submitted by potential contractors regarding the Performance Work Statement (PWS), Navy Maintenance Requirement Cards (MRCs), tools and materials requirements, labor rates, and contract administration processes. Key clarifications include guidance on specific cleaning procedures, acceptable cleaning materials and equipment, staffing and labor hour requirements, documentation and reporting protocols, and compliance with Navy standards. The Q&A responses provide detailed technical specifications necessary for contractors to accurately price and execute the corrosion control cleaning services at Assault Craft Unit FIVE (ACU 5) located at Camp Pendleton, California.

The underlying contract opportunity is a small business set-aside solicitation for comprehensive corrosion control cleaning services for Navy landing craft. The requirement spans a 12-month base year with three optional 12-month extension periods (CLINs 0001, 1001, 2001, and 3001). The contractor must supply all labor, supervision, materials, and equipment necessary to perform cleaning operations strictly in accordance with the PWS and applicable Navy MRCs. This amendment incorporates the Questions and Answers No. 2 document along with a revised PWS containing tools and materials tables and a supporting spreadsheet with detailed tools and materials specifications to assist bidders in preparing accurate proposals.

Questions and Answers #1 DATED 08/13/26

1. The synopsis references applicable provisions and clauses "by reference" but the full list isn't included on the notice. Can you confirm whether FAR 52.219-14, Limitations on Subcontracting, applies to this requirement, and if so, which performance threshold governs?

ANSWER: I attached the full combined synopsis document that includes all the provisions and clauses as a word document. Please follow the link below and scroll to the bottom. You will se the document “Combined Synopsis_Solicitation N00244-26-Q-0027 LCAC CCI Cleaning” available for download. And yes, clause 52.219-14 applies. 2. Beyond price, is a technical approach, QC plan, or past performance references expected as part of a compliant quote, or is this a price-only evaluation?

ANSWER: The “Combined Synopsis_Solicitation N00244-26-Q-0027 LCAC CCI Cleaning” document available for download attached in SAM includes the Instructions to offerors and Evaluation criteria. Please download and make sure to read it in its entirety. Yes, technical evaluation will be done by using tradeoff evaluation. The solicitation document has the evaluation criteria.

3. Is a site visit being offered prior to close?

ANSWER: Unfortunately, due to operational and mission requirements, ACU-5 will not be available for site visit. We have included all the maintenance requirement cards instructions in the PWS, which is also attached to the solicitation in SAM. You can research the LCAC dimensions online.

4. The synopsis notes the 20-LCAC/year figure is for estimation only. Can you confirm the CLINs are priced as a flat monthly rate regardless of actual craft volume?

ANSWER: CLINs are to be priced as a flat monthly rate regardless of actual craft volume. However, the estimate is 20 LCAC’s per year which is about 1.6 per month.

5. Who is the current contractor?

ANSWER: See the attached Combined Synopsis_Solicitation page 27.

6. What is the current monthly charge of the current contractor?

ANSWER: I cannot disclose unit prices of another contractor’s contract.

7. What is the term of the current contract?

ANSWER: The current contract has 1 base plus 4 options years.

8. What is the square footage of the location to be serviced?

ANSWER: The cleaning will be for A U.S. Navy Landing Craft Air Cushion (LCAC) that is approximately 87 feet 11 inches (26.8 meters) long and 47 feet (14.3 meters) wide.

9. Is there additional locations or scope of work added from the previous contract?

ANSWER: No.

10. Will the awarded contractor provide the paper products/toiletries for this project?

ANSWER: This does not require paper products or toiletries.

11. Will individual LCAC cleaning assignments follow a fixed recurring schedule, or will cleaning dates be provided on an as-needed basis within the stated Monday–Friday, 0700–1530 operating hours?

ANSWER: Please see the Performance Work Statement attached to SAM.GOV for hours of operation. Approximately 20 LCACS will be cleaned per year. This is also in the attachments.

12. Is a bid bond required/mandatory for this project?

ANSWER: No.

13. Is there a prevailing wage? If yes, how much?

ANSWER: See the attached Combined Synopsis_Solicitation page 27 for applicable SCA Wage Determination.

14. Is there a Government-provided cost sheet, pricing schedule, or pricing template required for the CLIN price breakdown? If yes, could you please provide the applicable form or attachment?

ANSWER: Please provide your own quote for prices on the CLINs required. These CLINS are on page 1 of the combined synopsis solicitation document.

Questions and Answers #2 DATED 08/18/26

1. Annual Workload: Since the 20 LCACs per year is identified as an estimate only, is there an anticipated minimum or maximum number of LCACs that could require cleaning during a contract year?

Answer: Yes, the maximum amount will not exceed 20 per year.

2. Workload Above Estimate: If the actual workload materially exceeds the estimated 20 LCACs per year, is the contractor still expected to perform all additional LCAC cleanings under the same firm-fixed monthly CLIN price with no adjustment?

Answer: Since the maximum amount will not exceed 20 per year, the contractor is not expected to clean a number above this. We do not forecast any modification changing this number or having to modify the CLIN’s.

3. Advance Notice: How much advance notice will the contractor typically receive before an LCAC is made available or scheduled for cleaning?

Answer: Contractors will be provided a minimum six-month schedule covering standard CCI and INSURV cleanings. Cleanings for E-SLEP crafts will be arranged separately on a less frequent basis. If schedule shifts necessitate shorter notice, contractors will be notified approximately two weeks in advance or as soon as operationally possible.

4. CCI vs. INSURV: Will each LCAC be designated for either CCI Cleaning or INSURV Cleaning, or could both types of cleaning be required for the same LCAC during a single availability?

Answer: Each LCAC is designated for a specific cleaning requirement. A craft will not undergo both types of cleanings during a single availability period, it will be one or the other.

5. Estimated Cleaning Mix: Does the Government have a historical or anticipated annual breakdown of how many of the approximately 20 LCAC cleanings will be CCI Cleanings versus INSURV Cleanings?

Answer: Typical operations require approximately 6 INSURV cleanings per year, and a minimum of 12 CCI cleanings per year. Two additional cleanings are requested to account for unforeseen requirements.

6. Concurrent LCACs: Could multiple LCACs be scheduled for cleaning concurrently, or should the contractor anticipate generally working on one LCAC at a time?

Answer: Cleanings are scheduled one at a time. While operations may run back-to-back, no more than one craft will be cleaned at a time. For example, if one craft undergoes a CCI cleaning one week, an INSURV craft may be scheduled for the following week.

7. Will LCAC cleaning be performed in an approved wash area equipped with a catch basin or wastewater collection/reclamation system?

Answer: All cleaning operations will take place on the Apron at ACU-5. The areas do not have a catch basin.

8. Is the contractor responsible only for removing accumulated wash water from the LCAC, after which the wastewater may be discharged into the Government's existing collection/reclamation system?

Answer: The contractor is authorized to divert waste water into the LCAC’s oily waste tank for collection, and must be pumped down once full.

9. If the contractor is required to collect the wastewater, will the Government provide an on-site collection or disposal point where the contractor may discharge the collected wastewater?

Answer: ACU-5 does not have an on-site collection for the waste water or a disposal point.

10. If an on-site Government collection/disposal facility is not available for contractor use, is the contractor responsible for containing, transporting, and disposing of the wastewater off-site at an approved or licensed disposal facility?

Answer: The contractor is fully responsible for waste water removal and disposal. In the past contractors managed their own transport and used licensed waste disposal companies independent of ACU-5.

11. Are there any specific requirements for wastewater sampling/testing, manifests, permits, disposal documentation, or other environmental records that the contractor must provide?

Answer: Because disposal was handled solely by previous contractors, exact sampling and testing requirements are unknown at this time

12. Contractor requests either the MRCs associated with this PWS and/or approved cleaning materials per each MRC to include any MIL-SPEC information.

We are not authorized to release full MRC due to distribution restrictions; however, we are attaching a spreadsheet with the materials as well as adding them into the PWS as a revision. MIL standards can be searched online.

13. The solicitation estimates approximately 20 LCAC cleaning services annually and utilizes a fixed monthly pricing structure. To assist offerors in accurately assessing the potential workload and associated pricing risk, can the Government clarify whether a maximum annual or maximum monthly quantity of LCAC cleaning services is anticipated, regardless of whether the services are performed in support of CCI or INSURV requirements? Additionally, if actual cleaning requirements substantially exceed the Government's estimate, is there a contractual mechanism, adjustment provision, or other process available to address the additional workload?

Answer: The max amount of LCAC cleaning will not exceed 20 LCACs per year. Typical operations require approximately 6 INSURV cleanings per year, and a minimum of 12 CCI cleanings per year. Two additional cleanings are requested to account for unforeseen requirements. We do not foresee an amount to exceed 20 per year. As specified in the Performance Work Statement (PWS), our contract outlines twenty (20) LCAC cleanings per year. After conducting a thorough review of our operational schedule and projected requirements, we want to confirm that we do not foresee any changes to this requirement. We fully expect to abide by the maximum of 20 cleanings per year as currently contracted. Consequently, we do not forecast any need to modify the contract to add or request additional LCAC cleaning.
