About this file

This document is a Solicitation Questions and Answers (Q&A) spreadsheet for Navy Region Southwest's Pusher Boat Operations Services contract (Solicitation N00244-25-R-S002). The solicitation seeks a marine services contractor to operate a pusher/work boat supporting Navy installations in San Diego, with key clarifications addressing operational details, proposal submission requirements, and contract specifications. Notable updates include modifying labor CLIN descriptions to match 12-month invoicing periods, revising Performance Work Statement (PWS) language regarding facility closures and overtime, and providing page count exemptions for proposal volumes such as resumes and representations & certifications.

The Q&A document reveals specific operational requirements, including one crew operating a single boat supporting Naval Base San Diego, Naval Base Coronado, and Naval Base Point Loma, with backup boats available. The contract is structured as a fixed-price arrangement for one base year with four option years. Significant clarifications were made regarding daily operational communications (crew will receive daily worksheets from Berthing Services Officer), equipment provisions (contractor provides personnel protective equipment, government provides supplemental equipment as needed), and proposal submission guidelines, such as allowing resumes and letters of intent to be excluded from technical volume page counts.

CNRSW Q's

QuestionReferenceSectionPageQuestionGovernment Response
1I. CLINSScheduleSection IThe supplies or Services & Prices or Costs desecribes the FFP contract for services, but describes the Quantiy and Unit using Navy ERP descriptions that in recent use on other contracts, led to non-payment of invoices for 4-6 months until resolved in the system. There is a conflict between ERP and WAWF for QTY and UNIT. Will the government consider changing the QTY and Unit to 12 and Months to match the invoicing period for the contract? All labor CLINs have been updated to be "12 Months"
2PWS1.6.22Section states that contractor will not be reimbursed for any sevices performed when the government facillity is closed…however 1.6.2 c. states that when DoD granst excused absences that were part of the scenario, the contractor is require to provide sufficient personnel to perform critical tasks in operation or scheduled. this language makes sense as a time charter, however as a FFP contract, will the government consider revising and clarifying these sections?Sentence deleted, see strike through highlighted in PWS.
3PWS1.6.34The PWS and Schedule B provide for hours of OT for contingent response. This section requires KO approval for use of the OT. Can the government clarify how this will be managed for real time situations? Also, if there is an emergent event where OT exceed the requirement, how will that be handled?Yes, this will be delegated to the COR. PWS Section 1.6.3 has been updated.
4Section L2.139Proposal format page limits - Volume I Technical is 10 pages, but includes requirement for Resumes and Letters Of Intent for KPs. Will the government exlude those from the allowed page count?Yes, Resumes and LOI's are exempt from the government's page count.
5Section L2.139Proposal format page limits - Volume II Past Performance is limited to 3 pages, OPPDs come from customers, but there is no form for Past Performance Information to fully demonstrate relevancy, scop and scale. Will the government please allow for 2 pages each to describe past performance completely, along with the 3 pages for a total of 9?Page limits updated.
6Section L2.139Proposal format page limits - Volume I Technical Executive Summary/Cover Letter is Limited to one page, canthe government provide clarity on where offerors should address REPS and CERTS?Reps and Certs will not count against the page count, if registered in SAM, reps & certs can be reviewed in this manner. If not currently registered in SAM, please complete the full text copy of 52.212-3 as referenced in this solicitation.
7Section L3.2413.2 VOL II Past Performance states that the Completed OPPDs shal be submitted by email directly to the congtacting officer, but in para 3 states "In additoin to the OPPD, Offeror's shall iclude in Vol II a 1-2 page document listing all potential referemnce - this conflicts with OPPDs being submitted directly to government, and also the 3 page count stated in L.2.1. Will the government please clarify?Removed page reference
8PWS4.114OPERATIONS and CDRLS include a variety of required reports. Will the Lead Captain be provided access to government network (NMCI) to complete reports, as well as receive daily schedules? No access to NMCI - Added 4.1.3
9PWS4.114OPERATIONS - How is the daily schedule communicated to the crew for daily planned, or emergent requirements outside of the normal work schedule?Crew will receive a daily worksheet from the Berthing Services Officer in the morning. Any updates or changes will be transmitted via VBHF radio. Added 4.1.3.
10Are you looking for one crew for each of the sites? One crew for NAS North Island, one crew for Naval Base San Diego and one crew for Point Loma? No, one crew to operate one boat supporting all three sites.
11Also, on part three of the solicitation you list 2 boats and one handheld radio. On the spreadsheet attached to the solicitation, there appear to be three boats listed and one handheld radio. Can you please clarify the amount of boats that will be required to operate? One boat is all that is necessary. The other boats are listed as back up, in the event of an engineering casualty or if there is a maintenance requirement due for the boat in use.
12Will Port Operations be providing any other supporting equipment like flotation devices, hard hats or pike poles? The boat will have all necessary equipment and line to perform the mission, additional equipment will be provided by government as the need arises. It is expected that the contractor provide the necessary personnel protective equipment for their employees.
