No. PWS Reference Question Government Response
Is there any incumbent/recompete or this is a brand-new project? If yes, would you please provide their award number or even if the customer bought similar services in the past.
This is a new requirement, it is my understanding that EOD is currently procuring this training via GPC, with the goal of using this IDIQ to standardize training across EODGRUONE and TWO.

Vol. III – Past Performance
In accordance with 13 C.F.R. § 125.8(e), SBA regulations governing Mentor-Protégé Joint Ventures (MP JVs) specifically allow MP JV proposals to leverage the aggregate capabilities of its partners’ past performance, experience, business systems and certifications to demonstrate the capability of a MP JV to perform a contract.
Would the Government please confirm that Past Performance references from the Mentor partner to the JV satisfy the Past Performance requirements for proposal submission as detailed in the solicitation instructions.
Of importance is that the aggregate JV demonstrate the past performance experience necessary to perform the contract.
Since a protégé joint venture partner must perform at least 40% of the work to be done by a successful joint venture offeror, a solicitation amendment will be issued requiring at least one reference from the protégé with contracts for similar services valued at 40% or more of this effort being considered equal to requirements of the same dollar value for other offerors, including the mentor partner.

RFP states that the proposal narrative, “shall also address the Offeror’s ability to schedule and access inactive naval vessels to use as training venues on both coasts, as well as the proposed mountainous training areas…”
Would the Government please clarify to which locations in the PWS Task Overview this applies?
Is it only the coastal cities – e.g., San Diego and Virginia Beach (per PWS 4.1) – and Intermediate Mountainous (per PWS 4.5), or is this also required for the OCONUS performance locations (Guam and Spain, per PWS 4.2 and 4.3, respectively)?
The contractor would need to be able to facilitate Basic courses in San Diego, Virginia Beach, Guam and Spain. The contractor needs to have access to a facility/terrain on both the east and west coast for the intermediate mountainous courses. If the contractor can get access to facility/terrain in both Spain and Guam that would be added bonus but not a requirement for the intermediate courses. The contractor will need to be able to access/schedule vessels in the inactive ship yards listed in the PWS.

Would the Government please define what is meant by “EOD/MDS operations and TTPs” as referenced in PWS Section 6.1 among the skills and knowledge required by the Contractor?
EOD (Explosive Ordnance Disposal) technicians and EOD teams are required to respond to and render safe or dispose of unexploded ordnance, in a variety of environments, structures, vessels or platforms that could be involved in Combat and Non-Combat scenarios. Depending on the type of terrain, obstacles, or ordnance encountered, Tactics Techniques and Procedures (TTP’s) to perform render safe and removal procedures on the ordnance encountered will be modified as required.
The reference to MDS will be removed from the PWS.
