About this file

This document is a Request for Quote (RFQ) Questions and Answers (Q&A) for solicitation N00244-25-Q-S078, issued by the Department of the Navy Naval Supply Systems Command for a Closed Cycle Cryostat for Microscope. The Q&A clarifies key technical requirements, including that the cryostat must have an optical microscopy interface with an optical window for direct sample viewing, accommodate a 24-pin dual inline package, and include at least 24 electrical wires for sample characterization. The cryostat will support research and educational activities in the Mechanical and Aerospace Engineering Department at Naval Postgraduate School, enabling thermal and electrical characterization of nanomaterials across a wide temperature range.

The Q&A document also provides submission guidance, indicating that offerors should submit the first and third pages of the solicitation along with their quotation and item specifications. Regarding delivery, the government has acknowledged potential extended lead times and will accept an approximate lead time instead of the originally listed October 31 delivery date. The solicitation aims to strengthen NPS's research infrastructure by providing a specialized scientific instrument for advanced materials research.

RFQ N00244-25-Q-S078 Q&A (II)

1. The solicitation states it is for a Closed Cycle Cryostat for Microscope however the SF1449 section “3.0 Minimal Technical Requirements/Salient Characteristics” includes a mix of specifications for a cryostat and a microscope. Is the requirement for both a microscope and cryostat or just a cryostat? And, if for just the cryostat, may we please have specifications for the cryostat only?

Answer: The requirement is just for a cryostat.

· Must have optical microscopy interface (i.e., sample holder beneath optical window). The cryostat must include an optical window that allows direct viewing of the sample through an optical microscope (e.g., Leica DM2500, part of an existing Raman microscopy system). The sample holder must be positioned beneath this window and within the working distance of the microscope objective to enable optical access.

· Must be able to accommodate 24 pin dual inline pin package & Must have at least 24 electrical wires for sample characterization.

· The cryostat must include an electrical feedthrough with at least 24 pre-installed electrical wires for sample characterization. Additionally, the sample holder must be compatible with a standard 24-pin dual in-line package (DIP) and capable of securely accommodating and thermally anchoring it to the cryostat’s sample stage.

2. Just to confirm—are we only required to complete the fields outlined in red and submit the first page of the document along with our quotation?

Answer: Offerors shall submit the first and third pages of the solicitation along with the quotation/ item specifications.

3. I also noticed that the requested delivery date is listed as October 31. It’s difficult to commit to a fixed delivery date at this stage. Is it possible to provide a lead time instead?

Answer: NPS has been made aware of the extended lead time. Display of the approximate lead time vice requested delivery date is acceptable.
