Reference Question Government Response
1 1.0 Background
Which EODGRU ONE personnel should participate: all, specifically qualified, or specifically assigned?
All EOD, Mobile Diving and Salvage, and Expeditionary Mine Countermeasures unit personnel that train and certify to requirements at the Echelon VI level.
2 2.0 Objectives
Please specify the reference document outlining Inter-Deployment Training Cycle phases, proficiency levels, and applicable unit types.
References are as follows: CPFUSFFCINST 3501.3E, CPF_USFFCINST 3000.15B, NECCINST 3502.1C, OPNAVINST 3000.15A.
3 3.0 Scope
Will COIs be contractor-owned/provided or government-developed/contract-delivered?
COIs will be contractor developed/maintained, Government owned. The intent is for subject matter experts within industry to provide the latest tactics, techniques, and procedures through the development of both curriculum and performance based drills, thus the Government does not wish to develop the curriculum.
4 3.0 Scope
How will the government measure COI effectiveness (duration, student count, topic, other)? Are multiple COI versions with varying costs and standards desired?
COIs effectiveness will be measured by duration, prospective SOE, and topics covered per day. There are three intended audiences, and thus, courses required under the PWS: EOD personnel, multi-disciplined enablers, and mobile training team recipients (contractor travels to unit to provide training in the event the unit or students are unable to travel to contractor facility, at which point the scope of work the contractor will be able to provide will be limited based upon range caps/lims and availability and on hand materiel).
4.0 Course
Requirements
4.2.1 What is the reference standard for TTPs?
The provided FM lacks graded measures.
Please see references listed in paragraph 16, as well as the following: FM 3.0, SH 21-76, FM 21-60 Vol 1, FM 3-21.75, NAVEDTRA 14234, NSWHNBK 1-01, FM 3-21.8, Small Unit Tactics SMARTbook, FM 3-21.8, NWP 5-01, FM 5-0, Combined Arms Operations in Urban Terrain, FM 3-06.10, FM 3-06.11, FM 3-21.10, USSOCOM HDBK, FM 4-01.45.
However, updated TTPs from recent lessons learned within NGOs, law enforcement, and other tactical units are welcomed and desired.
4.0 Course
Requirements
4.2.2 Did you intend to reference SUT (Small Unit
Tactics)? SMUT is not a standard term. Please provide a reference for SMUT TTPs, or the desired standard (USASOC, NSWC, SOCOM, etc.).
Yes, Small Unit Tactics. References are listed in paragraph 16, and as follows: NAVEDTRA 14234, NSWHNBK 1-01, FM 3-21.8, Small Unit Tactics SMARTbook, Combined Arms Operations in Urban Terrain, FM 3-06.10.
4.0 Course
Requirements
4.2.3 Is there a preferred theater of operations for
training focus (CENTCOM, PACCOM, EUCOM, SOUTHCOM)?
EODGRU ONE forces directly support PACFLT; however, can support requirements worldwide. For this reason, CENTCOM and PACOM AOs are a priority, however TTPs and enabling objectives which address all AOs would be ideal.
4.0 Course
Requirements
Is this a Firm-Fixed Price (FFP) contract? Sections
4.1 and 4.4 conflict on maximum class size (60 vs.
30 students). Please clarify.
Yes, this is a commercial firm-fixed-price contract. The maximum class size is 30 students for each class, with up to 2 classes concurrently, for a total of 60 students. The PWS will be amended for clarity.
Solicitation No. N00244-24-R-0019 Questions
N00244-24-R-0019
4.0 Course
Requirements
4.5 Will the government provide the approved
course curriculum?
No, the contractor will develop and maintain curriculum.
The end state is that expertise from industry develops and delivers superior training than organic efforts within the
DOD.
4.0 Course
Requirements
4.5.1 Please outline the contracting bid process as
its not clear in how we will get to the TO level. Is this a FFP contract or Cost Plus fixed fee. The latter would be beneficial
This is a commercial FFP single-award IDIQ. Task orders will be placed unilaterally based on the pricing provided in Attachment 1 ELIN at least 30 days prior to the start date of training. A sample task order PWS will be added to the solicitation as an attachment.
4.0 Course
Requirements
4.6 Will the government grant contracted staff
access to facilities? Who authorizes contracted weapons, PPE, ammo, and training aids on-site?
Will the government assume responsibility if facilities don't meet PWS requirements?
The desired end state is that ALL training will be conducted at the contractor facility with the exception of cases where student/unit travel to the facility cannot be arranged. For these situations, the unit would provide ranges and equipment to facilitate the delivery of training (weapons, ammo, targets).
This does NOT include PPE. The expectation is that contractors carry the requisite PPE with them (eye pro, hearing pro, body armor, etc.) to the training site, as gear composition and usage is part of the combat arms tradecraft.
12 5.0 Facilities
5.1.1.1.1 Can the target requirement be met
generically, or are Rogers Reactive Targets mandatory?
Yes; however, ideally Rogers Reactive Targets would be utilized to provide the best level of training delivery and feedback to students. Section 5.1.1.1.1. of the PWS will be amended accordingly
13 5.0 Facilities Please define or provide a reference for the term "loophole" as used here.
A loophole is a protected small opening which allows a firearm to be aimed and discharged, while providing cover and concealment for the rifleman.
14 5.0 Facilities
5.1.1.1.9 Does the requirement for EOD live CQB
training include 7.62mm weapons? If so, which are standard issue for Navy EOD CQB? Can all CQB be conducted with SIMS 5.1.1.1.9.3/10/14 Which theater of operations is the primary focus?
Yes, live fire up to 7.62 is a requirement. EOD personnel are issued the MK11 (an updated shorter/lighter version of the SR25) 7.62 battle rifle equipped with both red dot sights and low powered variable optics. No, CQB cannot be successfully completed with SIMS due to the integration requirements of EOD personnel to train, certify and deploy with Special Operations personnel. Primary AO is CENTCOM and INDOPACOM.
15 5.0 Facilities
5.1.1.2.3 Does the fuel requirement apply to all
vehicles, or specifically tactical vehicles? Will the government provide tactical vehicles, and if so, which ones?
No, the Government will not provide tactical vehicles or fuel.
The contractor will be providing tactical vehicles and fuel to deliver mobility training. Intent is to lower the logistics requirements, as well as front and back end support from maintainers to enable EOD personnel to fall in on turnkey training without the need to line-haul equipment.
16 5.0 Facilities
5.1.1.3/ 5.2.1.2 Will the government store explosives? Are storage needs limited to 1.4B/S, or does 1.1 C/D from 5.1.1.3.1 also require storage? Please specify storage duration.
No, the only requirement for explosive would be energetic breaching which will be contractor led to include the contractor supplying all breaching materials. The contractor will be required to store their own explosives. The Government will ship ammunition to contractor facility, which will be require the citing and capability to receive and store AA&E. Storage duration will be for the duration of the class, +/- the days prior to course convening when the AA&E arrives.
17 5.0 Facilities
5.2.1.6 Are gender-specific billeting
accommodations required? If so, please provide the ratio.
Yes. Both EOD personnel and multi-disciplined enablers are comprised of men and women. Billeting for both men and women will be required. EODGRU ONE does not establish ratio thresholds based upon gender, ratios will vary and will be provided to the contractor no less than 30 days prior to a course convening date
18 5.0 Facilities
5.2.1.7.1 Please provide a reference for
USSOCOM dietary guidelines. How will dietary restrictions be managed? Will the government provide adequate notice prior to course start?
The Government will submit a student roster with any dietary restrictions to the contractor no less than 30 days prior to a course convening date.

19 6.0 Personnel
6.5/6.6 Which takes precedence for minimum instructor experience: Section 6.5 (NSW/ equivalent experience) or 6.6 (Advanced Urban Combat Course from specific branches)?
EOD directly supports NSW and thus, experience within NSW is preferred; however, well rounded experience from various disciplines within USASOC, MARSOC and AFSOC satisfies the desired end state of the development and delivery of combat arms training from subject matter experts with SOF experience.
20 6.0 Personnel
6.9 Does AFSW or MARSOC experience qualify
as a "successful tour"? How is this competency level proven, and how frequently?
Yes, experience within NSW, USASOC, MARSOC, and AFSOC is ideal and qualifies. The expectation is that the contractor validates their instructor resumes and submits them for review to the Government. The Government will verify that the instructor cadre has successfully served in a SOF community and received the requisite training for doing so.
8.0 Deliverables
Are these materials government-owned or contractor-owned? If government-owned, can they be provided for assessment? If contractor-produced, please provide approval standards and references.
Yes, Government owned, contractor developed and maintained. The end state is that subject matter experts from industry with combat arms experience within SOF develop and deliver the curriculum. While the standards set forth by Naval Education and Training Center is the gold standard for formal course curriculum development, there is no expectation for conformity to a DOD standard. Informal curriculum development and delivery that meets the topics and can be updated in stride as required, or at the request of the Government is the desired end state.
8.0 Deliverables
Will the government provide an updated authorized equipment list? Are there format/product standards for Training Plans and schedules? Does the government or contractor own the COI, and what approval standards apply?
The Government can supply a list of personal gear issue, table of allowance equipment, and SPEAR issuances if required for the contractor to successfully develop and deliver training. No, there are no specific formats for training plans and schedules so long as they can be deciphered by both the students and EODGRU ONE staff. Yes, the Government will own the curriculum. This is an informal course of instruction, thus there are no formal standards that apply.
However, the curriculum will be submitted to EODGRU ONE for review and cooperative effort will be made to ensure that the material satisfies the warfighter requirements identified within the PWS.
8.0 Deliverables
Is the requirement for a Training Plan and schedule, or full COI curriculum and schedule? Training plan, schedule for each course, and curriculum.
9.0 Govt.
Equipment
9.1.1 Will the government provide weapons and
ammunition for contracted instructors?
Ideally, all students will receive training at the contractor’s facility. In this case, no, the Government expects that each instructor will arrive each day with all tools and equipment required to demonstrate drills and proper execution of procedures. When students cannot travel and the contractor must deliver training via a mobile training team, the supported command will make every effort to provide the requisite arms, ammunition and training targets required to deliver training with the exception of personal protective equipment.
9.0 Govt.
Equipment
Please specify the types of "things" requiring government-facilitated onload/offload of equipment and supplies.
The Government intends to ship ammunition to the contractor facility to alleviate logistical burdens to students and units normally required with training at a gov installation or range.
Thus, the contract must be capable of receiving ammunition which will normally arrive palletized on a contracted delivery vehicle. Heavy/medium/light support equipment shall be available from the contractor to safely offload ammunition from a delivery vehicle, into a BATF approved magazine.
Equipment may include fork lifts, hand trucks, pallet jacks, band cutters, wire cutters, crow bars, and hammers.
9.0 Govt.
Equipment
Will students and military personnel be responsible for full retrieval of expended brass and munitions before leaving the training area?
Military personnel. Paragraph 9.2. of the PWS will be revised for clarity.
27 10.0 Safety
10.4 Please provide the reference standard and
frequency for range condition assessments.
OPNAVINST 1500.75 series, COMNECC INST 1500.3A.
Frequency is IAW references in paragraph 16, and/or as required/determined necessary by the gov.
28 10.0 Safety
10.5.1.1Will a government RSO conduct the condition assessment before each COI, training day, evolution, or at another interval? Is OPNAV the applicable range instruction (section 16)?
The Government will not be providing an RSO for all training conducted at the contractor facility. The intent of contractor led training is to minimize the supervisory and logistical manpower strain on AD personnel to conduct these roles. Upon contract award, EODGRU ONE training staff and high risk training officers will conduct a site assessment of the contractor facility in order to establish operational risk assessments, develop deliberate risk assessments, and emergency action procedures IAW OPNAVINST 1500.75D, COMNECCINST 1500.3A, COMNECCINST 3500.3, OPNAVINST 3500.39D, OPNAVINST 6110.1J, OPNAVINST 5100.23G and OPNAVINST 5102.1D.
29 10.0 Safety
10.5.2.1 Will the government RSO oversee the
entire first use of the range? Please define "first use." Will the government RSO meet contractor-established range SOP qualifications before this oversight?
See PWS sections 10.5.1.1. and 10.5.2.
30 10.0 Safety
10.6 Does OPNAV encompass all required DoD
range standards, or are there additional references?
Please see references in paragraph 16, as well as all DOD and OPNAV references for the conduct of High Risk Training and Range standards and assessments.
31 10.0 Safety
10.10.1 Should steps in 10.10.2 be incorporated
into the WESS-filed safety and mishap reporting plan?
To be determined, per PWS section 15.
11.0 Contractor
Travel
11.1 Please estimate the expected overseas travel
requirements. How should this capability be demonstrated, and costs addressed prior to travel authorization?
While the intent is for each unit/student to receive training at the contractor facility, there will be occasions where contractor travel to the unit will be required. In those specific situations, travel will be funded via a travel CLIN with a NTE amount. The current expectation is approximately four classes to be conducted at EODMU FIVE located in Guam, and four classes at MDSU ONE in Hawaii per year.
11.0 Contractor
Travel
11.2 Will the government fund course materials
and logistical costs? If so, please clarify the calculation and approval process.
All course materials required for training at the contractor facility must be included. Training conducted aboard a DOD installation via mobile training teams will be supported by materials provided by the supported command/unit.
34 12.0 Security
Will the government sponsor and provide contractor ID cards for this contract? Will this include access to sensitive/restricted areas (e.g., China Lake)? Will the government transport restricted items or sponsor the contractor to do so?
Yes, contractors will be provided the requisite identification and passes to conduct the duties prescribed in the PWS. If contracted services are required to be performed aboard a DOD installation, all arms and ammunition will be delivered to ranges via trained and qualified personnel and properly certified vehicles.
17.0 Place of
Performance
