Questions specific to the solicitation document:
1. Page 2 – Section 3 – Scope: Does the government see the 8 areas outlined in the RFP (ie: the Domains shown in Figure 1) all being presented in one continuous video, or will this be produced and/or distributed as separate segments?
IT IS DESIRABLE THAT THE CONTENT BE PRESENTED IN AN EPISODIC FASHION, WITH
EACH EPISODE COVERING A TOPIC OF INTEREST (E.G., LIKE A KEN BURNS
DOCUMENTARY). THE CONTENT WILL BE PRESENTED IN MULTIPLE FASHIONS (E.G., IN
A CLASSROOM SETTING, ON A SMART APP, ETC.)
2. Page 2 – Section 3 – Scope: Would the government like to have a well-known figure host the series to tie the segments together (maybe a TV personality, Tik-Tok famous or other well-known fitness guru), or should it be someone from the Navy itself?
WE ARE OPEN TO WELL-KNOWN FIGURES TO HOST, ALTHOUGH THIS IS NOT REQUIRED.
3. Page 2 – Section 3 – Scope: Will the Navy assist with identifying the DoD SMEs and/or non-DoD SMES to appear in the videos?
YES, THE NAVY WILL HELP IDENTIFY EXPERTS.
4. Page 2 – Section 3 – Scope: The solicitation refers to “a televised edutainment documentary” and “a professional-level documentary style production” (seemingly indicating a singular show) as well as “the final production will be episodic where each episode covers a particular HPO topic.”
a. Can the government clarify if it has a preference for a singular program comprised of segments on each subject or a series of individual, stand alone episodes? This also speaks to items in question 7 re: distribution plans.
IT IS DESIRABLE THAT THE CONTENT BE PRESENTED IN AN EPISODIC FASHION,
WITH EACH EPISODE COVERING A TOPIC OF INTEREST, ALTHOUGH ALL
EPISODES NEED TO BE COHERENT RELATED AND MAINTAIN A
CONSISTENT NARRATIVE.
b. Does the government have an anticipated or desired length or run time for the overall program and/or individual episodes?
NO PRE-DEFINED LENGTH AS BEEN DETERMINED. HOWEVER, IT IS
LIKELY TO COMPRISED OF SEVERAL HOURS OF EPISODIC FOOTAGE. It is estimated that the video will be as long as 3 hours and as short as 2 hours. Previous projects delivered 2 hours of final product with 40 hours of unused footage.
5. Page 2 – Section 2 and Section 3 – Objective and Scope: What are the current plans for distribution of the end product(s)? Is it to be shown within the Naval community only (ie:
at Naval bases, on ships, etc.) or distributed more widely? Is it intended for active Navy members (ie: afloat sailors) only? For potential recruits? More general audience(s)?
IT WILL HAVE WIDE USAGE, BUT FOCUSED ON CLASSROOM TRAINING AND
SELF-PACED SMART APP / ONLINE TRAINING FOR SAILORS ASSIGNED TO THE
FLEET SPECIFICALLY.
6. Page 4 – Section 5.c – Taskings:
a. Should vendors budget for honorariums or other compensation for DoD SMEs or other members of the Navy appearing in the videos or will they appear at no cost as part of their service?
PREVIOUS FILM PROJECTS HAVE NOT REIMBURSED INTERVIEWEES IN
OR OUT OF THE NAVY. IT IS NOT EXPECTED THAT PAYMENTS SHOULD
BE REQUIRED FOR THIS LOE.
b. Should vendors budget for honorariums or other compensation for focus group participants identified by the Navy’s TPOC?
NO
7. Page 4 – Section 5.1 – Key Qualifications (re: distribution):
a. Given the request for “Experience distributing films via streaming services and more traditional means” – is the government looking for the final deliverable to be made available for sale or distributed through commercial streaming service(s)?
NO, ANY STREAMING WILL OCCUR ON DOD NETWORKS OR
GOVERNMENT YOUTUBE ACCOUNTS, ETC.
b. In addition to the finished video, is the Navy expecting a defined outreach & engagement strategy to help drive your overall audience engagement as part of vendor responses to and the contract resulting from this solicitation? If not part of this requirement, does the Navy have something in place to address this or planning for this through a future procurement?
NO, THE NAVY WILL HANDLE DISTRIBUTION THROUGH NORMAL
CHANNELS.
8. Page 4 – Section 5.1 – Key Qualifications (re: MFA)
a. Can the government define what qualifications it’s looking for in prospective contractors by requiring an MFA in Filmmaking?
BASICALLY, THE PEDAGOGICAL SKILLS ASSOCIATED WITH VISUAL
ARTS, EDITING, SPECIAL EFFECTS, NARRATION, AND EDUTAINMENT.
b. Is there something in particular the government is looking for that an MFA provides that isn’t covered by extensive production experience?
AN ACCREDITED DEGREE AS OUTLINED BY THE DOE IS REQUIRED TO
DENOTE REQUIRED LEVEL OF EDUCATION.
c. Is an alternate Masters Degree with extensive experience in Production an acceptable alternative to an MFA in Film making? (ie: our EP has an Ed.M (Masters in Education) with a concentration in Technology in Education) and over 25 years production experience including numerous productions for National Geographic TV, A&E and Discovery Networks)
NO
9. Page 11 – Section 3.2.3 – Past Performance: The RFP references “a Past Performance Datasheet will be provided as an attachment to this solicitation”. This is also referenced as an evaluation factor on Page 13, Section 4.3, however we only find one document (the actual Combined Synopsis/Solicitation) posted in SAM.gov and don’t see within that labeled as the Past Performance Datasheet itself. Is this a forthcoming document that needs to be completed and submitted? If so, when do you anticipate it being issued?
Refer to addendum to 52.212-1 section 3.2.3 where content example is provided.
10. Page 11 – Section 3.3 – Price: Is there any particular form or format the government would like the pricing information submitted in?

11. How will the Navy measure the success for this project? Beyond the objective stated in the solicitation, what goals are you seeking to achieve once the finished video has been distributed?
Success will be measured by ensuring deliverables are met.
13. How many stakeholders will be involved in the project engagement, review, and approval process of the tasks and deliverables under the contract resulting from this solicitation?
YET TO BE DETERMINED.
14. How many rounds of review and feedback does the Navy require throughout the process?
NO LESS THAN TWO.
16. Who is/are the incumbent(s) for any previous production services work done for the
CNSF?
There is currently no contract in place to be considered the incumbent.
17. If no existing incumbent(s), what companies has the CNSF worked with in the past for other production projects?
AVGA
18. Has an Independent Government Cost Estimate (IGCE) been conducted for this project? YES
If so, what budget (or budget range) was determined? Contractor’s discretionary to provide a fair and reasonable price.
If not, what budget range do you have for this project? None
19. Will an SF-1449 or SF-30 be required as part of vendors’ proposals in any of the response volumes? If so, will this be a forthcoming document posted to SAM.gov? NO
20. Given the short time between when questions re: the Solicitation are due and the current response date, combined with time needed for the government to respond and time needed for vendors to include updated information in their proposals, can the government extend the deadline for responses to 0600 PST on Friday 15 March 2024?
