This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

This announcement constitutes the only solicitation; a Request for Quotation (RFQ) is being requested and a written solicitation will not be issued. The Solicitation number is N00244-24-Q-0108. The solicitation document and incorporated provisions and clauses are those in effect through latest Federal Acquisition Circular and DFARS change notices. This solicitation is issued as 100% small business set aside. NAICS Code 512110 Motion Picture and Video Production is applicable and business size is $40M. The solicitation will start on the date this solicitation is posted and will end on 6 March 2024 6:00 AM Pacific Standard Time.

Performance Work Statement “Human Performance Optimization”

Creative Development and Production - Phase 1

1. Background

In the recent past, the US Navy has experienced a number of mishaps and near-misses, many of which have involved intense firefighting and damage control (FF/DC) responses. Effectively responding to such incidents requires that afloat Sailors (i.e., those that serve onboard warships) maintain peak physical condition and robust mental agility specific to performing FF/DC duties in an austere operational environment, potentially during combat. However, today’s many recruits join the military in a poor physical fitness condition and many Servicemembers are in suboptimal shape (e.g., 27% of Navy personnel obese). This reality not only results in afloat Sailors struggling to maintain the Navy’s minimal physical readiness test (i.e., ability to do a certain number of push-ups, sit-ups and run 1½ miles in a given time) and height/weight standards, but also has negative implications for their ability to satisfy the unique physical and mental demands required during intense FF/DC operations while at-sea.

In an effort to address these issues, the Commander, US Naval Surface Forces (CNSF) seeks to develop an afloat-centric human performance optimization (HPO) built around the physical and mental demands associated with FF/DC duties and which accounts for the austere realities of life aboard a warship (e.g., limited exercise opportunities, dietary constraints, and poor sleeping environment). This HPO effort falls under a wider CNSF effort called the Command Readiness, Endurance & Watchstanding (CREW) program, which itself is informed by the Department of Defense’s (DoD) Total Force Fitness (TFF) framework. CREW is specifically focused on key aspects of the physical, environmental, nutritional, psychological, and social fitness TFF domains in an afloat environment.

2. Objective

The objective of this effort is to produce a professional-level educational video to be used to educate Surface Force Sailors about HPO principles centered on the physical, nutritional, psychological, and social fitness domains as they pertaining to enhancing FF/DC outcomes.

3. Scope

The final production shall be of professional quality akin to a televised edutainment documentary (e.g., in the expository or participatory styles) that presents relevant HPO content in a comprehensive visual and aural narrative.

Specifically, the intent is to present HPO content in an engaging format that applies the latest cinemograph methodologies and uses visually compelling elements (e.g., archival media, visual animations, live-action filming, motion graphics and/or other specialized graphics). The final product is to be a professional-level documentary-style production (i.e., one akin to a PBS or BBC documentary). It is expected that final production will include both DoD and non-DoD (e.g., academia and the US Fire Administration) subject-matter experts (SME; e.g., sports medicine practitioners, nutritionists, firefighters, physiologists, strength coaches, sports psychologists, etc.) and other stakeholders (e.g., professional firefighters). It is envisioned that the final production will be episodic where each episode covers a particular HPO topic (e.g., sleep, fatigue management, diet/nutrition, physical stamina/strength, stress management, decision-making under pressure, team cohesion, etc.) relevant to maintaining maximal FF/DC outcomes in a shipboard environment.

5. Taskings

a. The Contractor shall develop and submit a project Plan of Action & Milestones (POA&M) for CNSF approval in accordance with the guidelines outline in (see 4(h) above). The POA&M shall include summary-level tasks and highlight key milestones where CNSF will have opportunities to review the materials and contribute to the creative process. Milestones shall include concept development, concept presented to CNSF, concept approval, talent search, talent/client review, casting approval, budgeting, pre-production, production, post-production that will include a rough-cut presented to CNSF, rough-cut approval, final cut submission and approval, and picture lock approval. Upon approval of picture lock, the producer will bring the film to an audio mix and to a color grader.

b. The Contractor shall provide project management and content development to create a film that conveys HPO content in an informative and attention-holding manner in line with standard edutainment methodologies. This includes handling all matters related to audio-visual production, such as script writing, directing, editing, conducting subject interviews, inserting voiceovers, and coordinating copyright matters.

c. The Contractor shall conduct industry standard focus groups production screenings with no less than ten (10) Navy stakeholders identified by the Technical Point of Contact (TPOC) to garner production feedback and adjust the production accordingly. The screenings may be conducted online or in-person.

Feedback will be collected by way of semi-structured interviews led by the production team and the TPOC. The semi-structured interviews will be supplemented by survey questions designed by the TPOC.

Based on the focus group and survey feedback, the Contractor will make recommendations for adjustments (e.g., edits to the film, change of narration, revision of animation or graphics, etc.) to the TPOC, who will approve any recommended changes before the Contractor makes the adjustments to the production.

d. The Contractor shall document lessons learned and provide recommendations to CNSF on how to tailor film production for improved market reach and effectiveness. Lessons learned and recommendations may be submitted as part of the monthly reports but must be submitted at least once a quarter.

e. The Contractor shall provide a bi-weekly update to the TPOC via phone, email or video teleconferencing.

5.1 Key Qualifications: The Contractor must have:

Key equipment and facilities to produce an industry standard motion picture quality film, which will include live dynamic action sequences in firefighting and damage control training simulators that will require filming close-up to fire and water; this includes, but it is not limited to, a sound stage for filming with green screen capabilities, XR (extended reality), LED panel backgrounds and other onset special effects capabilities to portray sets/backgrounds created in virtual reality, advanced audio recording and noise suppression gear, 6K cameras, and advanced film editing applications.

At least 10 years of professional film-making experience, to include writing and directing.

At least a Master's of Fine Arts (MFA) in Film Making.

Experience working in public television (e.g., PBS) and/or cable broadcasters (e.g., National

Geographic) to produce science-related content and educational documentaries.

Experience creating effective, accurate, and compelling edutainment content.

Experience producing high-quality motion graphics that depict real-world events.

Experience producing films with military populations, especially in operational settings (e.g., in shipboard environments or during field training exercises).

Experience distributing films via streaming services and more traditional means (e.g., DVDs).

A clear professional standing in the film profession (e.g., such as via membership in the Writers

Guild of America and/or Directors Guild of America or via another nationally recognized professional organizations (e.g., https://film.ca.gov/production/associations-guilds) is highly preferred.

The Contractor must also provide examples of their production portfolio (i.e., DVD copies of or online links to completed film productions) in order to demonstrate the capabilities required to fulfill the intent of this project.

6. Period of Performance

The period of performance is 15 March 2024 through 14 March 2025.

7. Deliverables

The Contractor shall provide the following deliverables:

a. A Plan of Action and Milestones (POA&M) within two (2) weeks of the contract’s start date. The POA&M is due to the TPOC within four (4) weeks following award. Submission is to be by electronic means (email or cloud services) in MS Excel, MS Word or Adobe PDF formats or equivalent, in a printable format.

b. A monthly report of actions accomplished throughout the Period of Performance (PoP). This report shall be sent to the TPOC electronically (via email) in either MS Excel, MS Word or Adobe PDF formats or equivalent, in a printable format.

c. One (1) final production for regular high-quality viewing. The video shall be edited/formatted in a manner as to allow for segmentation (i.e., create table of content chapters as to allow viewers to denote where thematic topics be can viewed).

d. One (1) final production formatted for high-quality online video streaming.

e. High-definition quality copies of all film, including B-roll, within 60 days of completion of the final product. These will be provided either via the cloud or via hard drive(s). A complete standardized cataloged and indexed stock shot-list is to be provided as to allow easy referencing of all provided filming.

f. Copies of all still photos, if applicable (RAW or high-resolution) within 60 days of the shoot.

These will be provided either via the cloud or via hard drive(s).

8. Prohibited Items

The Contractor confirms that the items listed below are not included in the quote(s) to perform the requirements of this PWS.

a. Printing and Promotional Items: CNSF is required to comply with the provisions of Federal Acquisition Regulations (FAR) Part 8.7 to obtain promotional items from Industry of the Blind under the Javits-Wagner-O’Day (JWOD) Act (41 USC 46-48c) and with FAR Part 8.8 to obtain printing services and supplies from the Government Printing Office (44 USC 501). CNSF does not require nor intend to obtain any promotional items or printed materials and services from in support of this work requirement.

b. Food, Beverages, Entertainment, and Community Services: The Contractor and its subcontractors are prohibited from providing any type of food, refreshments, beverages, entertainment, or community services in support of this work requirement. Federal Appropriations Laws prohibit the use of funds appropriated by Congress for these purposes.

9. Government Obligations

The Government will:

a. Coordinate and obtain filming permissions, as necessary, for shoots conducted at DoD facilities as required.

b. Coordinate access to military and government civilian personnel to be interviewed and filmed as required.

c. Help identify both DoD and non-DoD SMEs to be interviewed.

d. Provide a letter of support/introduction to aid in the coordination of interviewing SMEs as required.

f. Cover travel expenses for US Navy personnel that are filmed outside of San Diego County.

10. Security Requirement: UNCLASSIFIED

11. Place of Performance

Although substansitial filming is expected to occur in the immediate area of San Diego, CA, filming with firefighting and human performance SMEs may necessitate travel to other locations. The identification of said SMEs will require agreement by the Contractor and the TPOC.

All video editing will occur at the Contractor’s location. As required, in-studio recording of interviews may occur at either the contractor’s location or in the vicinity of Coronado, CA.

Post Award Contract Administration will be performed by NAVSUP Fleet Logistics Center San Diego, Code 220.

Payment: The US Navy anticipates using Wide Area Workflow (WAWF) to pay invoices IAW DFAR 252.232-7003.

Requests for technical and or contractual clarification are to be submitted in writing. TECHNICAL QUESTIONS are to be submitted via e-mail to Deborah.e.redondo.civ@us.navy.mil received no later than 4 March 2024 6:00:00 AM Pacific Standard Time. Answers to questions will be provided in the form of an amendment to this solicitation.

The following provisions and clauses are applicable and are hereby incorporated into the solicitation by reference and by full text. It is the responsibility of the interested contractors to obtain copies of the necessary provisions and or clauses that are required as a part of this solicitation. Required clauses/provisions that are not submitted may render a quote not to be accepted by the Government.

THE FOLLOWING NAVSUP LOCAL TEXT IS HEREBY MADE PART OF THE STATEMENT OF

WORK/PERFORMANCE WORK STATEMENT.

NAVSUP FLC San Diego may utilize contractor support through the AbilityOne Program, as needed, to perform contract closeout functions for this acquisition. Information, including business sensitive/confidential or proprietary data, that the offeror provides to the Government or information already in the possession of the Government may be viewed and utilized by the AbilityOne Program support contractor personnel during the course of its contract performance. The information that may be made available to the support contractor may include, for example, pricing and technical proposals, historical contract, pricing and performance information, Commercial Asset Visibility (CAV) reporting information and similar data/information.

By submission of a proposal in response to this solicitation, the offeror and its subcontractors consent to a release of their business sensitive/confidential or proprietary data to the Government's AbilityOne Program support contractor personnel in order to perform close out services. Prior to the release of any such information to the support contractor, the support contractor will have in place with the Government a Non-Disclosure/Non-Use Agreement in accordance with the terms of the AbilityOne Program support contract.

Offerors may execute their own Non-Disclosure Agreement with the AbilityOne Program (AbilityOne contact information available from the contracting point of contact). The support contractor must provide copies of the executed agreements to the Contracting Officer and the Contracting Officer's Representative (COR) for the support contract; and the offeror/contractor for this acquisition must provide copies of the executed Agreement to the Contracting Officer for this acquisition. If the offeror/contractor seeks such a Non-Disclosure Agreement with the AbilityOne Program support contractor, the Agreement must be executed no later than the date of final delivery under the resulting NAVSUP FLC San Diego contract.

REVIEW OF AGENCY PROTESTS

The contracting activity, Fleet Logistics Center San Diego (FLCSD) will process agency protests in accordance with the requirements set forth in FAR 33.103(d).

Pursuant to FAR 33.103(d)(4), agency protests may be filed directly with the appropriate reviewing authority; or, a protester may appeal a decision rendered by a contracting officer to the reviewing authority.

The reviewing authority for FLCSD is the Director, Regional Contracts Department, Fleet Logistics Center San Diego at 3985 Cummings Road, San Diego, CA 92136-4200. Agency procurement protests should clearly identify the initial adjudicating official, i.e., the "contracting officer" or "reviewing official".

Offerors should note this review of the Contracting Officer's decision will not extend GAO's timeliness requirements. Therefore, any subsequent protest to GAO must be filed within 10 days of knowledge of initial adverse agency action.

UNIT PRICES

Contractor unit prices, when incorporated into a Government contract, may be releasable under the Freedom of Information Act (FOIA) in the event NAVSUP FLCSD receives a FOIA request.

No partial shipments are permitted unless specifically authorized at the time of award.

PROVISION BY FULL TEXT

Addendum to 52.212-1:

1. GENERAL INSTRUCTIONS

1.1 This section provides general instructions for preparing proposals as well as specific instructions on the format and content of the proposal. Offerors are required to meet all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements in addition to those identified as evaluation factors and subfactors. Taking exception to any provision in the solicitation without addressing the exception with the contracting office before the proposal due date specified within the solicitation will render the proposal ineligible for award.

1.2 The Government intends to award this contract without discussions. Notwithstanding this intent, the Government reserves the right to conduct discussions with Offerors in the competitive range, if necessary and permit such Offerors to revise their proposals.

1.3 An Offeror’s proposal is presumed to represent the Offeror’s best efforts to comply with the solicitation requirements. Clarity and completeness of the proposal are of the utmost importance. The proposal must be written in a practical, clear, and concise manner. It must use quantitative terms whenever possible and must avoid qualitative adjectives to the maximum extent possible. Offerors are cautioned against restating PWS requirements in their proposal, particularly with regard to technical requirements and must state how all RFP and PWS requirements will be met. Statements such as "the Offeror understands" and "the Offeror shall/can comply", along with responses that paraphrase the RFP, are inadequate. The use of phrases such as "standard practices" (with a specific government reference or industry reference) does not indicate that an Offeror understands the requirements and will likely result in a diminished evaluation rating.

1.4 The offer should be complete as submitted and not include references to data or information previously submitted. Data previously submitted to the Navy, if any, will not be incorporated “by reference” into the offer and will not be considered in the evaluation of the proposal.

1.5 At the Government’s discretion, the Contractor’s proposal may be incorporated into the final contract, either in whole or in part.

1.6 The Offeror’s proposal shall remain valid for at least 120 calendar days after the proposal due date.

1.7 Questions regarding any aspect of this procurement must be submitted in writing to the Contract Specialist.

Other methods of submitting questions are not authorized and will not be acknowledged or addressed. Both questions and answers will be posted to the Government Point of Entry (www.sam.gov) in a form of amendment to the solicitation for all parties to view. The Government will make every attempt to answer all questions in a timely manner. However, questions submitted within three days of the posted closing date may not allow for ample time to respond, and Offerors cannot be guaranteed a response will be issued. All questions must be submitted by date referenced on sam.gov.

2. PROPOSAL FORMAT AND CONTENT

2.1 The Offerors proposal shall be submitted in severable volumes based on the Factors as set forth below and all information specific to each Factor shall be confined to that volume. Failure to provide any volume may result in the proposal being given an Unacceptable rating. Information provided shall be specific to each Factors.

2.2 The offeror’s proposal shall consist of three (3) separate volumes:

Volume I – Technical Volume II – Past Performance Volume III – Price

Note: All information pertaining to price data shall be included exclusively in Volume III. Under no circumstance shall any pricing data be included elsewhere in the proposal.

2.3 Each volume must include the Cover Sheet. The cover sheet shall include:

Title – N00244-24-Q-0108 Human Performance Optimization Volume Name (Technical and Price) Volume Number Name and address of the offeror, point-of-contact (POC), title, telephone number, fax number, email address, Taxpayer Identification Number (TIN), and Commercial and Government Entity (CAGE) code.

Table of Contents – The table of contents shall provide enough detail to easily locate all important elements of the proposal.

Data submitted directly to the Government by subcontractors in support of the prime offeror’s price proposal shall follow the above format. In addition, the prime offeror shall be prominently identified. All submissions are subject to the posted submission requirements including the posted closing date and time.

2.4 All text shall be single-spaced and on white background with black color font (Black and white requirement does not apply to graphics or photos. Company stationary and logos are acceptable). Cross-references should be utilized to preclude unnecessary duplication of data between sections. Digital copies shall be provided in Microsoft Word, PDF, PowerPoint, and/or Excel.

2.5 Electronic copies of all offers are to be submitted via email to deborah.e.redondo.civ@us.navy.mil. All copies must be able to be printed out single-sided, on either an 8.5” by 11” paper or 11’ by 17’ paper for diagrams, charts, or graphic materials. Minimum font type size 10, Times New Roman font or similar common desktop environment font is to be used. Pages of each volume must be numbered consecutively. All offers must be received by date posted through www.sam.gov. The posted closing date and time applies to all electronic copy submissions.

3. SPECIFIC VOLUME INSTRUCTIONS

3.1 VOLUME I: TECHNICAL

NOTE: Data previously submitted, if any, will not be used in the evaluation of this Request for Proposal. Therefore, previously submitted data should not be included in proposals “by reference”.

3.1.1 The technical proposal should be written so that the government can make a thorough evaluation and arrive at a sound determination as to whether the proposal meets the requirements of this solicitation. To this end, the technical proposal shall be so specific, detailed and complete as to clearly and fully demonstrate that the prospective contractor has a thorough understanding of and ability to perform the technical requirements contained in the PWS.

3.1.2 The technical proposal shall be page numbered and contain a table of contents.

3.1.3 The proposal shall not exceed 20 pages. The maximum page requirement excludes cover sheets, tables of content, or separation/index pages.

3.1.4 Note: To ensure fairness to all offerors, the above page limitations must be strictly enforced by the Government’s evaluation process. Material over and above the page limitation established for any one plan will not be reviewed and / or evaluated by the Government.

3.2 VOLUME II – PAST PERFORMANCE

3.2.1 The past performance evaluation factor assesses the degree of confidence the Government has in an Offeror’s ability to supply products and services that meet users’ needs, based on a demonstrated record of performance.

3.2.2 Offerors should provide relevant past performance information for similar or related work under contracts completed during the last three years. Offerors may submit performance data regarding current contract performance as long as a minimum of one year of performance has been completed as of the closing date of this solicitation. Each Offeror has the opportunity to provide in its proposal any information regarding its past performance of contracts similar to the Government's requirement that it would like the Government to consider. The Offeror may include Federal, State and Local Government and private sector contracts.

3.2.3 Offerors should provide the following information below, but a Past Performance Datasheet will be provided as an attachment to this soliciation. There is a limit of three past performance entries.

Agreements, also include Delivery Order Numbers Customer/Agency (name, e-mail address, and telephone number) Contracting Officer and Technical Point of Contact (name, e-mail address, and telephone number) Brief description of the scope of work: Offerors shall provide a specific narrative explanation of each contract describing the objectives achieved and detailing how the effort is relevant to the requirements of this solicitation.

3.2.4 For any contracts that did not/do not meet original schedule or technical performance requirements, provide a brief explanation of the reason(s) for the shortcomings and any corrective action(s) taken to avoid recurrence.

3.2.5 Offerors may submit past performance information regarding the following:

predecessor companies, key personnel who have relevant experience and subcontractors that will perform major aspects of the requirement.

3.2.6 To obtain information, the Government may contact the points of contact listed by

Offerors, however, the Government is not required to contact the points of contact provided by Offerors and may limit the number of references it decides to contact. The Government is also free to contact references other than those provided by the Offeror to evaluate past performance of Offerors.

3.3 VOLUME III – PRICE

3.3.1 The price proposal shall cover all aspects of the proposed effort. Data contained in the price proposal shall be consistent with data contained in Volume I.

3.3.2 The contracting officer has determined there is a high probability of adequate price competition in this acquisition. Upon examination of the initial offers, the contracting officer will review this determination and if, in the contracting officer's opinion, adequate price competition exists no additional cost information will be requested and certification under FAR 15.406-2 will not be required. However, if at any time during this competition the contracting officer determines that adequate price competition no longer exists;

offeror's may be required to submit information other than cost or pricing data to support a determination of price reasonableness

The offeror must state explicitly whether any exceptions are taken to the terms and conditions of the solicitation. If so, the offeror shall list, and provide its rationale for any such exception. Any comments or exceptions must be addressed in this section and may form the basis for an offeror to be considered ineligible for award. Alternate proposals are not authorized and will be rejected.

Addendum to 52.212-2:

1.0 BASIS FOR AWARD:

1.1 Award will be made to the responsible offeror whose offer conforms to the solicitation requirements and is determined to be the most advantageous to the Government, price and other factors considered.

The acquisition will utilize the Performance Price Tradeoff (PPT) process to make a best value award decision. For proposals determined technically acceptable, a trade-off between price and past performance will be conducted with past performance being significantly more important than price considerations.

1.2 The Government intends to award this contract without discussions. Therefore, the Offeror’s initial proposal should contain the Offeror’s best terms from a technical, past performance and price standpoint. Notwithstanding this intent, the Contracting Officer reserves the right to conduct discussions, a matter within his/her discretion.

1.3 The Offerors must fully comply with the instructions included in Section L (Instructions, Conditions, and Notices for Submission of Offers), and sufficiently address all solicitation requirements. Taking exception to any requirement in the solicitation without addressing the exception with the contracting office before the proposal due date specified within the solicitation will render the proposal ineligible for award.

2.0 EVALUATION PROCESS AND FACTORS

2.1 The Government will evaluate proposals based on the following factors and sub-factors:

Factor I – Technical

Factor II – Past Performance

Factor III – Price

2.2 If three (3) or fewer quotes are received, the Government will evaluate all quotes. If more than three

(3) quotes are received, the Government will then evaluate the three (3) lowest priced quotes.

However, the Government reserves the right to evaluate additional quotes if none of the initial three (3) lowest priced quotes are qualified as technically acceptable under Factor I and have at least a Satisfactory Confidence performance assessment under Factor II. If additional quotes are evaluated, they will be evaluated in the order of increasing total evaluated price.

2.3 The Government’s technical evaluation team will evaluate Factor I, Technical, on an “Acceptable”/”Unacceptable” basis. Only technically acceptable quotes are eligible for award.

2.4 Only those offerors that are determined to be technically acceptable under Factor I, Technical, will be further evaluated under Factor II, Past Performance. Past Performance history will be evaluated as being significantly more important than Price.

2.5 Only those proposals determined to be technically acceptable under Factor I with at least a Satisfactory

Confidence performance assessment under Factor II, either initially, or as a result of discussions, will be considered for award.

3.0 FACTOR I – TECHNICAL

The Government will conduct technical evaluation on the three lowest priced offerors. The Government will evaluate the offeror’s technical proposal to determine whether they are technically acceptable or technically unacceptable.:

4.0 FACTOR II – PAST PERFORMANCE

The Government will conduct the past performance evaluation on the three lowest priced offerors if they are determined to be technically acceptable under Factor I, Technical.

4.1 The assessment of the Offeror’s past performance will be used by the Government as a means to evaluate the relative capability of the Offeror and other competitors to successfully meet the requirements of the PWS and as a measure of performance risk for contract award. The government’s assessment of performance risk is not intended to be the product of a mechanical or mathematical analysis of an offeror’s performance on list of contracts, but rather the product of subjective judgment of the government after it considers all available relevant and recent information.

4.2 The rating tables identified below as “Past Performance Relevancy Rating” Table and “Past Performance Confidence Assessment” Table will be utilized for the assignment of ratings for relevancy and confidence assessment.

4.3 Each past performance data sheet will be evaluated to determine whether the work performed by the

Offeror is recent and relevant to the instant requirement. Relevant past performance is performance under contracts accomplished within the past three (3) years that is of the same or similar scope, complexity, and magnitude to that which is described in the solicitation. Common aspects of relevancy include, but are not limited to, the following: similarity of product/service/ support, complexity, dollar value, contract type, use of key personnel (for services), and extent of subcontracting.

4.4 The Government will assign one relevancy rating for each past performance effort submitted using the four levels of relevancy as shown in “Past Performance Relevancy Rating” Table below. Past performance of greater relevancy will typically be a stronger predictor of future success and have more influence on the past performance confidence assessment than past performance of lesser relevance.

Past performance reference that that has no relevance to the instant requirement will not be evaluated favorably or unfavorably and will not be considered in the overall assessment of Past Performance Confidence.

4.5 Each past performance reference under each offeror’s Past Performance submission that is found to have at least some relevance to the instant requirement will be evaluated to determine the quality of the offeror’s performance under that reference. The Government will focus its inquiry of the Offerors record of performance as it relates to timeliness, quality, cost control, and customer satisfaction.

4.6 Quality of the relevant past performance will form the basis for the Offeror’s overall rating for Past Performance.

4.7 The Government will assign one Past Performance Confidence rating to each Offeror using the five levels of confidence as shown in “Past Performance Confidence Assessment” Table below. This rating will become the Offeror’s overall rating for Past Performance.

Limited

Based on the Offeror’s recent/relevant performance record, the Government has a low expectation that the Offeror will successfully perform the required effort.

No Confidence:

Based on the Offeror’s recent/relevant performance record, the Government has no expectation that the Offeror will successfully perform the required effort.

Unknown Confidence (Neutral):

No recent/relevant performance record is available or the Offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned.

The government intends to verify past performance information on contracts listed by the Offerors. The government may contact some or all of the references. The Government reserves the right to obtain information for use in the evaluation of past performance from any and all sources including sources outside of the Government. The Contractor Performance Assessment Reporting System (CPARS) will be accessed to locate recent and relevant information.

5.0 FACTOR III – PRICE

5.1 All proposals will be ranked by the total evaluated price.

5.2 Each Offeror's price proposal will be evaluated for completeness and reasonableness. Also, unbalanced pricing will be evaluated of the proposed unit prices of the fixed price list, including options, IAW FAR 15.404-1(g). A proposal is considered complete when all items outlined in the Schedule of Supplies/Services of the Solicitation. Price reasonableness will be determined using one or more techniques identified in FAR 15.404-1(b) such as comparison of proposed prices. Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more contract line items or subline item(s) appear to be significantly overstated or understated as indicated by the application of price analysis techniques.
