Specifications
Background
1. Naval Construction Training Center (NCTC) on Naval Base Ventura County (NBVC) Port Hueneme, CA develops and trains Sailors, Soldiers, Airman, and Marines in construction trades and military skills for Department of Defense operating forces to accomplish contingency and peacetime construction, chemical, biological, and radiological operations, and humanitarian assistance missions worldwide.
2. NCTC offers course title “Advanced Steelworker”, CIN A-711-0030 in the Catalog of Navy
Training Courses. “Advanced Steelworker” provides Steelworkers advanced technical training in Gas Cutting and Welding, Structural Arc Welding of Plate and Pipe, and Shielded Inert Gas Welding utilizing the Metal Inert Gas and Tungsten Inert Gas welding processes. “Advanced Steelworker” requires students to perform Oxy/Fuel welding and cutting, metal fabrication, and plasma arc cutting of ferrous and non-ferrous materials. Welding and cutting of ferrous and non-ferrous materials produces large volumes of smoke, metal fumes and hot metal sparks all in close proximity to fellow students thus requiring safety measures that reduce hazards associated with preforming these processes in close proximity.
3. These courses are limited to a maximum of 12 students. The current booth arrangement places students in close proximity to each other with only limited protection from welding and cutting hazards in the form of a short partition between students that covers table height to just below the shoulder. The height of this partition allows for a potential hazard of a student moving their torch in a manner that could potentially shoot flame at a fellow student. Molten metal, sparks and hot slag (a byproduct of cutting) are produced, these byproducts create a potential fire hazard and are detrimental to welding equipment. The current booth arrangement has plasma arc cutting machines hard wired into the electrical system and negates the ability to move the machines from the area. While machines are placed under the cutting table they are still exposed to these byproducts. Instructors need clear line of sight for observation of all students during the course of instruction. The current booth arrangement places six students on one side of the booth structure with six more on the opposite side, this arrangement hinders line of sight for instructors.
Compressed air is required for the operation of plasma machines and Air Carbon Arc Gouging, current air compressor has degraded over time and can no longer maintain the required 120 PSI utilized for aspects of the plasma cutting and Air Carbon Arc Gouging enabling objectives students are required to meet during training.
Note. No permanent Navy installations will be constructed or augmented pursuant to installation of plasma booths or equipment.
Requirement
4. To provide all the materials and installation of 14 Plasma Cutting Booths with the following specifications:
a. Plasma Booths. Install 14 booths; external dimensions 60”x64”x96” each. To be constructed of 12-ga welded steel panels, three panels per booth (two side panels and one back panel) frames shall be 13 gauge 2” square tubing with a fixed rear shelf 56” wide x 20” deep with adjustable feet for leveling. Entrance to booths shall be walk in style with welding curtain rods and welding curtain to minimize arc flash to unprotected bystanders.
b. Exhaust System. Each booth to have a slotted backdraft hood for fume collection; dimensions shall be 44” wide x 8” deep x 42” height. Back draft hoods shall have adjustable inlet slots 1” x 40” with adjustable 5-star twist knobs and an 8” outlet. Each exhaust hood shall have a direct drive blower capable of moving 1,917CFM, motors shall be 3 horse power 460V 3 Phase 60 Hertz. Blower shall be contained in 14-gauge steel cabinet with silencer and control panel with optional hand held remote control. Collection of welding fumes from each blower shall be routed through a galvanized duct piping system following the American Conference of Governmental Industrial Hygienist manual of Recommended Practice to heavy gauge spiral ducting to a Class 1 Backward Inclined Utility Set blower with 15 horse power 1800 RPM motor set for 460V 3 Phase 60 Hertz. Contractor shall provide and install all necessary ducting supports, hangers, and transitions.
c. Electrical. From the existing main switch gear, the contractor shall run 3” conduit with wire to a new 480V panel board. From this new panel board the contractor shall run new conduit and wire to 14 disconnects for the exhaust blowers and make the electrical connections. The new panel board shall have 3 new 30 amp 3 pole breakers. From the existing 120/208V 800Amp panel, the contractor shall run a 4”x6” electrical gutter and wire along the block wall to be supported by Unistrut to a location in front of the 14-new work stations. Mount new disconnect switches for each plasma machine. Conduit and wire shall be routed from disconnects to new 50AMP twist lock receptacles (mounted to J-Boxes). Fit existing plasma machine cords with new matching 50 Amp twist lock plugs. Install new LED water tight fixtures above each work station with corresponding light switches (one for each plasma booth).
d. Compressed Air/Oxygen/Acetylene lines. From existing lines, contractor will route new lines around shop above new plasma booths; compressed air line to be Type L Hard Copper for full run to new plasma booths. Oxygen line to be Type L Hard Copper for full run to new plasma booths. Acetylene line to be 1-1/2” Schedule 40 black pipe from point of connection for full run to new plasma booths. Each booth shall have 1: ¾” Compressed air connection with ¼” FIP connection, 1: ¾” Oxygen FIP stub for welding equipment connection and 1: ¾” Acetylene FIP connection for welding equipment. Contractor will Air test all new piping; 30psi for gas and 120 psi for compressed air. Contractor shall install existing hose reels on exterior of new booths.
e. Air Compressor. Contractor will supply and install new Ingersoll Rand RS37i
50 HP Rotary Screw Air Compressor, with Outdoor Exhaust Hood, Nema 4 Electric. Contractor will supply and install a new 1060-gallon Vessel with electric drain valve and remove existing vessel. Contractor will supply crane and all tools and equipment required to conduct lift.
Contractor will connect new air vessel to existing piping.
f. Removal and disposal of existing booths. Contractor shall dismantle and remove existing booths. Contractor shall dismantle hose reel support structure and stack structural members on customer supplied pallet.
5. General. All work shall be done by trained journeymen using properly sized lifting equipment, all work shall be done as per the California Mechanical Building Codes. Contractor shall perform system start-up and operator orientation.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. 252.232-7006 WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (DEC 2018)
(a) Definitions. As used in this clause—
“Department of Defense Activity Address Code (DoDAAC)” is a six position code that uniquely identifies a unit, activity, or organization.
“Document type” means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).
“Local processing office (LPO)” is the office responsible for payment certification when payment certification is done external to the entitlement system.
“Payment request” and “receiving report” are defined in the clause at 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.
(b) Electronic invoicing. The WAWF system provides the method to electronically process vendor payment requests and receiving reports, as authorized by Defense Federal Acquisition Regulation Supplement (DFARS) 252.232- 7003, Electronic Submission of Payment Requests and Receiving Reports.
(c) WAWF access. To access WAWF, the Contractor shall—
(1) Have a designated electronic business point of contact in the System for Award Management at https://www.sam.gov; and
(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this web site.
(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the “Web Based Training” link on the WAWF home page at https://wawf.eb.mil/.
(e) WAWF methods of document submission. Document submissions may be via web entry, Electronic Data Interchange, or File Transfer Protocol.
(f) WAWF payment instructions. The Contractor shall use the following information when submitting payment requests and receiving reports in WAWF for this contract or task or delivery order:
(1) Document type. The Contractor shall submit payment requests using the following document type(s):
(i) For cost-type line items, including labor-hour or time-and-materials, submit a cost voucher.
(ii) For fixed price line items—
(A) That require shipment of a deliverable, submit the invoice and receiving report specified by the Contracting Officer.
(Contracting Officer: Insert applicable invoice and receiving report document type(s) for fixed price line items that require shipment of a deliverable.)
(B) For services that do not require shipment of a deliverable, submit either the Invoice 2in1, which meets the requirements for the invoice and receiving report, or the applicable invoice and receiving report, as specified by the Contracting Officer.

The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically in the System for Award Management (SAM) accessed through https://www.sam.gov. If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (u)) of this provision.
(a) Definitions. As used in this provision --
“Economically disadvantaged women-owned small business (EDWOSB) Concern” means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States and who are economically disadvantaged in accordance with 13 CFR part 127. It automatically qualifies as a women-owned small business eligible under the WOSB Program.
"Forced or indentured child labor" means all work or service-
(1) Exacted from any person under the age of 18 under the menace of any penalty for its nonperformance and for which the worker does not offer himself voluntarily; or
(2) Performed by any person under the age of 18 pursuant to a contract the enforcement of which can be accomplished by process or penalties.
“Highest-level owner” means the entity that owns or controls an immediate owner of the offeror, or that owns or controls one or more entities that control an immediate owner of the offeror. No entity owns or exercises control of the highest level owner.
“Immediate owner” means an entity, other than the offeror, that has direct control of the offeror. Indicators of control include, but are not limited to, one or more of the following: Ownership or interlocking management, identity of interests among family members, shared facilities and equipment, and the common use of employees.
“Inverted domestic corporation” means a foreign incorporated entity that meets the definition of an inverted domestic corporation under 6 U.S.C. 395(b), applied in accordance with the rules and definitions of 6 U.S.C. 395(c).

“Predecessor” means an entity that is replaced by a successor and includes any predecessors of the predecessor.
“Restricted business operations” means business operations in Sudan that include power production activities, mineral extraction activities, oil-related activities, or the production of military equipment, as those terms are defined in the Sudan Accountability and Divestment Act of 2007 (Pub. L. 110-174). Restricted business operations do not include business operations that the person (as that term is defined in Section 2 of the Sudan Accountability and Divestment Act of 2007) conducting the business can demonstrate--
(1) Are conducted under contract directly and exclusively with the regional government of southern Sudan;
(2) Are conducted pursuant to specific authorization from the Office of Foreign Assets Control in the Department of the Treasury, or are expressly exempted under Federal law from the requirement to be conducted under such authorization;

(2) Does not include information or informational materials the export of which the President does not have the authority to regulate or prohibit pursuant to section 203(b)(3) of the International Emergency Economic Powers Act (50 U.S.C. 1702(b)(3)).
“Service-disabled veteran-owned small business concern”--
(1) Means a small business concern--
(i) Not less than 51 percent of which is owned by one or more service-disabled veterans or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more service-disabled veterans; and
(ii) The management and daily business operations of which are controlled by one or more service-disabled veterans or, in the case of a service-disabled veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran.
(2) Service-disabled veteran means a veteran, as defined in 38 U.S.C. 101(2), with a disability that is service-connected, as defined in 38 U.S.C. 101(16).
“Small business concern” means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria in 13 CFR Part 121 and size standards in this solicitation.
“Small disadvantaged business concern”, consistent with 13 CFR 124.1002, means a small business concern under the size standard applicable to the acquisition, that--

“Subsidiary” means an entity in which more than 50 percent of the entity is owned--
(1) Directly by a parent corporation; or
(2) Through another subsidiary of a parent corporation.
“Successor” means an entity that has replaced a predecessor by acquiring the assets and carrying out the affairs of the predecessor under a new name (often through acquisition or merger). The term “successor” does not include new offices/divisions of the same company or a company that only changes its name.
The extent of the responsibility of the successor for the liabilities of the predecessor may vary, depending on State law and specific circumstances.
“Veteran-owned small business concern” means a small business concern--
(1) Not less than 51 percent of which is owned by one or more veterans (as defined at 38 U.S.C. 101(2)) or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more veterans; and
(2) The management and daily business operations of which are controlled by one or more veterans.
