Q&A CRYOGENICS
Q1: I don't see any past performance submission requirements - did I miss it?
A1: No, there is no requirement. Review of past performance will be conducted as part of the responsibility determination. If any information is required of offerors, they will be contacted after receipt of quotes.
Q2: What pricing elements are you looking for? "1. A price breakdown in excel format with breakdown of different elements with formulas."
A2: Whichever elements the offeror chooses to propose (labor, indirects etc.) This is FFP but we still want to see how each offeror arrived at their total price.
Q3: Could you please provide the incumbent contract number?
A3: This is a new requirement.
Q4: When are the various PWS reference plans required?
A4: Nothing in the PWS is required until after/if you are awarded the contract.
Q5: The statement "IMPORTANT NOTE: Historically, this requirement has been accomplished by (1) Cryogenic Technician I (Wage Determination (WD) Occupation Code
30051) ..." Is incorrect. Per COMNAVAIRFORINST 4790.2C 15 Jan 2017, services must be performed by two or more qualified personnel.
A5: That is correct. The RFQ will be updated to reflect two FTE.
Q6: Why does the Navy wants us to use 1920 productive hours rather than 1880?
A6: Different vendors use different hours to calculate an FTE for a year. In order to compare apples to apples, this is the number the Government has chosen.
