Performance Work Statement

Precise Time and Astrometry Workflow Management

United States Naval Observatory

3450 Massachusetts Avenue NW

Washington, D.C. 20392

1.0 GENERAL

1.1 Background

1.1.1 Purpose

This Performance Work Statement (PWS) describes the performance requirements for Precise Time and Astrometry Workflow Managers in support of the United States Naval Observatory (USNO).

The Government uses a Performance-Based Services Acquisition (PBSA) strategy to establish the descriptions, instructions, and references in this PWS. The Government may provide additional details or references when experience indicates a need to achieve a specific, effective, and efficient outcome. The presence or absence of such details reflects the performance-based nature of this requirement and shall not be construed as listing all implied tasks necessary to achieve successful performance.

Referenced publications, regulations, and guidance in this PWS establish applicable performance standards. The Contractor shall adhere to those standards unless the Contracting Officer or Contracting Officer's Representative (COR) provides specific written relief.

1.1.2 Mission Background

USNO is responsible for the production and dissemination of Precise Time, Astrometry, and Earth Orientation Parameters (EOP) for Department of War (DoW) navigation use under DoD Instruction (DoDI) 4650.06, Change 1, Positioning, Navigation, and Timing Management.

This mission includes the development and dissemination of precise time and astrometry data products. USNO requires workflow-development expertise to organize, optimize, and manage processes supporting the acquisition of accurate time measurements, precise celestial observations, Earth-orientation calculations, and associated networks.

1.2 Scope

USNO requires workflow-management expertise to streamline operations, minimize errors, and maximize efficiency throughout the process chain--from research and development through dissemination of precise time and positional information--across five functional areas.

3.0 QUALITY ASSURANCE

3.1 Quality Assurance Surveillance Plan

The Government will monitor the Contractor's performance under this contract using quality assurance procedures in the Quality Assurance Surveillance Plan (hereinafter "QASP"). The purpose of the QASP is to ensure the Contractor is maintaining a high level of performance and meeting all requirements of the contract. A primary objective of government Quality Assurance efforts will be to determine the effectiveness of the Contractor's quality control system. Finally, the government will utilize any other surveillance method it deems necessary to assess Contractor performance and adherence to contract requirements.

The purpose of the Performance Requirements Summary is to: list contract requirements considered most crucial to acceptable contract performance, state in quantifiable terms the standards by which Contractor performance will be judged in crucial areas, and state the Acceptable Quality Levels (hereinafter, "AQL") for each requirement. Performance that does not meet the AQL threshold shall be considered unsatisfactory, specify the quality assurance Method of Surveillance (hereinafter, "(MOS") the government will use to evaluate the Contractor's performance in meeting the contract requirements.

If the Government removes or replaces equipment in the Contractor's possession, the Contractor shall maintain documentation demonstrating relief from responsibility.

5.3.3 Audit

The Government may audit the Contractor's property-control system. The COR will provide 72 hours' advance written notification before an audit. The Contractor shall make all records and related correspondence available to the Government when directed.

5.3.4 Liability

Any GFE provided under this contract that cannot be located by the Contractor shall be considered lost. If the Contracting Officer determines that the Contractor is responsible and liable for the loss under the terms of the contract, the current acquisition cost of the equipment may be deducted from the next contract invoice.

5.3.5 Loss of or Damage to Government Property

The Contractor shall immediately notify the COR upon discovery of loss or damage to GFE that is not due to Contractor fault or negligence.

The Contractor shall investigate and report cases of loss, damage, or destruction of GFE to the COR as soon as the facts become known.
