About this file
This is Amendment 0001 to Solicitation N0018927QW012, issued by the Naval Supply Fleet Logistics Center Norfolk on October 30, 2026, with an effective date of October 30, 2026. The amendment provides answers to 19 questions (Q1-Q19) received from potential offerors regarding a music director services contract for Catholic worship services at Naval Air Station Oceana and Dam Neck Annex.
The requirement is for a music director to perform up to 174 units per fiscal year during the base year (and 177, 174, 174, and 174 units in subsequent option years through November 7, 2031), where a unit is defined as one event (worship service, choir rehearsal, or special event) typically lasting one half hour. Catholic worship services are scheduled for approximately 1700 hours on Saturday at Dam Neck Annex and 0900 at NAS Oceana, estimated to last about one hour, subject to two weeks' notice of any changes. The proposed candidate must have at least three years of experience in curriculum development and instructional methods, and at least three years of organist and pianist experience with Roman Catholic ministries conducted in a military setting, maintaining requisite skills in sacred musical genres appropriate for Roman Catholic liturgies. Vendors must submit a resume for the proposed candidate; submissions without a resume will not be evaluated. All costs, including supplies and music, must be reflected in the quoted unit rate. Payment is firm fixed price based on units actually performed, invoiced monthly through WAWF. The quote deadline is November 6, 2026, at 1000 a.m. Eastern Standard Time, with an anticipated performance start date of November 8, 2026 (or at time of award if award occurs later). The amendment also corrects FAR 52.217-9 to extend the maximum contract duration from 48 months to 60 months. No further questions will be answered after this amendment posting to allow time to review submissions.

A14. No. 8 November 2026 is an anticipated start date. Performance may shift due to award date; therefore, performance will begin at time of award.
Q15. Please identify the installation-access, background-investigation, CAC, and training requirements that apply specifically to the music director and substitutes. Given the short interval between quote submission and performance, what access arrangements will be available while onboarding is completed? The security language also contains differing statements concerning interim access; which provisions govern this requirement?
