Solicitation N0018926RW005 Questions and Answers
1. The RFP specifies Microsoft Office 2016 compatibility for proposal submissions. Please confirm if PDF versions of Volume I and Volume II narratives are acceptable to preserve formatting. Some of the supporting documentation typically required with proposals, such as
Facility Clearance Level (FCL) documentation and DCAA/DCMA information, is issued in
PDF format.
Answer: PDF versions are acceptable.
2. In the Pricing Spreadsheet, the hours listed for the FAR 52.217-8 6-month extension are the same as all the other years. Please confirm that these hours should be half of the listed hours.
Answer: Yes, the Pricing Spreadsheet has been revised to reflect the changes.
3. For Volume I, Non-Price Proposal, Factor III, Past Performance: is the 12-page limit inclusive of the Past Performance Information form, or is the 12-page limit for the detailed explanation only? Should the Past Performance Information form be included in Volume I or submitted as separate attachments?
Answer: The Past Performance Information form shall be included in the 12-page limit.
4. PWS Section 8 states: 8. Minimum Personnel Requirements. The contractor will submit within the proposal at the task order level its proposed labor categories, hours, and skillsets to ensure successful performance of the requirements identified within the PWS. As described in the minimum personnel requirements, relative and comparative emphasis is given where applicable between the testing, analytical, and/or writing competencies within respective labor categories. Is the offeror required to bid the exact labor categories and labor hours provided in the Pricing Spreadsheet attachment?
Answer: The Offeror shall provide the Labor Categories and proposed hours with the rates associated to those labor categories at the Contract level.
5. The RFP specifies Microsoft Office 2016 compatibility. Please confirm if PDF versions for the Non-Price Volume are acceptable to preserve formatting.
Answer: PDF versions are acceptable.
6. In the DFARS clause 252.204-7025(d), Notice of Cybersecurity Maturity Model
Certification Level Requirements, the RFP states that "The Offeror shall provide, in the proposal, the CMMC unique identifier(s)..." Where in the proposal does the Government wish Offerors to present this information?
Answer: The CMMC information shall be presented in the Technical Proposal.
7. When the PWS makes reference to “DAWIA (or equivalent)” in Section 9 for qualifications, it is unclear what “or equivalent” means. Would the government accept OPTEVFOR
OBC/IEF/Test Planning courses as an equivalent?
Answer: DAWIA has two certification levels for T&E, Foundational and Practitioner, those each have pre-requisite requirements to meet each of those, i.e. Foundational, ACQ
1010, TST 102 and TST 1100 and for Practitioner ACQ 2020, ACQ 2030, CLE 030 and TST
2040. The equivalent can be from obtaining one or more of these certifications without the
DAWIA certification due to the particular billet or position you have served in may not have supported a availability to DAWIA level Certification.
