About this file

This is a Questions and Answers document for Solicitation N0018926RW004 that addresses clarifications and corrections to the Expeditionary Warfare Analytical Operational Test and Evaluation Support Services procurement. The document does not address required products or services but rather documents four key issues raised by potential bidders and the Government's responses. These include corrections to a typographical error in the pricing sheet related to FAR clause 52.217-8 period hours, clarifications regarding the intended period of performance for Contract Line Items (CLINs) 0001 and 1001, resolution of duplicate section numbering in the RFP (Sections 5.0-5.3 appearing twice with different requirements), and the Government's denial of a request to extend the proposal submission deadline from 27 March to 31 March due to time constraints associated with the requirement's award deadline. All identified errors and discrepancies were noted as corrected in related amendments and revised documentation provided by the Government.

Solicitation N0018926RW004 Questions and Answers 1.) Question: A typographical error on the pricing sheet – FAR clause 52.217-8 (6 month) period list hours.

Answer: Corrected, please see the amendment and pricing sheet.

2.) Question: Can the Government confirm the intended period of performance for each CLIN? Within the Delivery Schedule, CLIN 0001 reflects a Delivery Period of 16 May 2026 to 15 May 2031, but also lists a period of performance of 16 May 2026 to 15 November 2026. Similarly, CLIN 1001 reflects a Delivery Period of 16 May 2026 to 15 May 2031, with a period of performance of 16 May 2031 to 15 November 2031.

Answer: Corrected, please see the amendment.

3.) Question: On page 7 of 91 of the RFP, Sections 5.0 through 5.3 are presented, followed by a second set of Sections 5.1 through 5.3 with different response requirements. Can the Government clarify whether updated numbering or structure will be provided?

Answer: Corrected, please see the amendment.

4.) Question: Given the relatively short turnaround for this response, would the government consider an extension to the 31st of March for this opportunity. This would still be under three weeks and provide Industry responses to be more thorough.

Answer: No. Due to the time constraint of when the requirement needs to be awarded the government will not extend the solicitation pass 27th of March.
