About this file
This is a Standard Form 30 amendment to a federal solicitation issued by the Naval Supply Fleet Logistics Center Norfolk on behalf of the U.S. Navy. The amendment is effective 18 February 2026 and modifies solicitation N0018926RD001, dated 29 January 2026. The primary purpose of this amendment is to update the NAICS code 541330 small business size standard from $25.5 million to $47 million in both the RFP Notes and FAR Clause 52.204-8. The contracting officer is Matthew Forsythe, and inquiries should be directed to Robert L. Brennan at robert.l.brennan29.civ@us.navy.mil or 771-229-3197. The required submission date and time for offers remain unchanged at 12:00 PM EST on 28 February 2026, with proposals to be submitted via email to the identified contacts. Offerors must acknowledge receipt of this amendment prior to the submission deadline and are cautioned that failure to do so may result in rejection of their offer.
The amendment specifies that this is a sole-source procurement under NAICS code 541330 (Exception 3). Offerors must complete the proposal exactly as stated in the RFP, with any changes rendering the offer non-responsive and ineligible for award. Offerors are reminded to pay particular attention to Sections L and M regarding proposal submission requirements. The document notes that the government's email system strips .zip files and will not process them. The modified FAR Clause 52.204-8 confirms the $47 million size standard for small business concerns under this NAICS code and provides comprehensive representations and certifications requirements applicable to the solicitation, including provisions related to independent pricing, payments to influence federal transactions, covered telecommunications equipment, women-owned businesses, and various compliance and certification matters.
