About this file
This is a Request for Quotation (RFQ) for MAHRS Support Services issued by the Naval Supply Systems Command (NAVSUP) under the SeaPort-NxG multiple award IDIQ contract vehicle, reserved for small business contractors. The solicitation number is N0018926RB0140003, with a base period of six months (26 September 2026 to 25 March 2027) and one optional six-month extension (26 March 2027 to 25 September 2027), using a firm fixed-price pricing arrangement. The contract requires approximately 40 full-time-equivalent personnel across 17 labor categories, including analytics specialists, business systems analysts, data engineers, data scientists, program managers, and system administrators. Quotations must be submitted in two steps: Step One requires a two-page maximum submission demonstrating relevant prior contract experience, with attestation of Small Business SeaPort NxG Prime Contract Holder status, due by 31 August 2026 at 12:00 PM EST; Step Two invites viable competitors to submit detailed technical and cost proposals by 11 September 2026 at 5:00 PM EST. The non-price evaluation emphasizes Management Approach and Past Performance as equally weighted factors; quoters must achieve at least an Acceptable rating on Management Approach to proceed to award consideration.
The solicitation specifies a SECRET facility clearance level and includes travel costs not to exceed $5,000 per performance period. Pricing must support the stated 40-FTE staffing model with labor performed 100 percent at contractor facilities. Volume I (non-price submission) is limited to 17 pages and must include detailed management approach, transition plan, staffing matrix cross-referencing personnel qualifications and security levels, and up to two relevant past performance references. Volume II (price submission) is not page-limited and must include completed pricing spreadsheets in unlocked Microsoft Excel format with fully burdened labor rates and supporting cost documentation. The Government will evaluate all quotations for best value, considering non-price factors significantly more important than price; price reasonableness will be assessed using FAR 15.404-1 techniques without a price realism analysis. Award will be made to the responsible quoter whose quote provides the best overall value, and the Government reserves the right to conduct interchanges or award to other than the lowest-priced or highest-rated quoter.

Amendment 0001
• Changed the NAICS Code to 541330.
Amendment 0002
• Provides responses to questions received.
• Extends Step One to 31 August 2026 12:00pm EST.
• Adds Questions Deadline.
Questions & Answers
Question 1: We request that the Government provide complete submission and formatting instructions for the Step One response, including page margins, font type and size, file-naming conventions, and cover-page requirements.
o The solicitation is clear on its face.
Question 2: We request that the Government confirm whether the cover page counts toward the two-page limit.
o Cover pages are not expected or required to be submitted with Step One responses; however, if submitted, they will not count toward the two-page limit.
Question 3: We request that the Government extend the Step One submission deadline to September 4, 2026, to allow offerors sufficient time to prepare complete and responsive submissions.
o The Step One submission deadline is extended to August 31, 2026 at 12:00 pm ET.
Question 4: We request that the Government confirm whether an offeror not selected during Step One may still submit a quotation for Step Two.
o The solicitation is clear on its face.
Question 5: We request that the Government provide the evaluation criteria that will be used to evaluate and select Step One responses.
o The solicitation is clear on its face.
Question 6: Period of Performance and Staffing: The solicitation establishes a 12-month base period (30 September 2026 through 29 September 2027), four 12-month option periods through 29 September 2031, and an option to extend services for up to six months pursuant to FAR 52.217-8. Please confirm that the anticipated period of performance is therefore five years (one 12-month base plus four 12-month options), with a potential six-month extension.
o This language is not included in Section F of Request for Quotations N0018926RB014.
Question 7: Additionally, please confirm whether the Government anticipates maintaining the approximately 40- FTE level of effort throughout the base and each option period, or whether staffing/level of effort is expected to vary by performance period o The solicitation is clear on its face.
Amendment 003
• Provides answers to questions received.
• Updates the PWS. Please see Attachment 1 - Performance Work Statement for updates.
• Updates Section L
Questions & Answers
Question 1: Section A states that this is being processed a new requirement. However, there is a related contract (N0018923F3040 awarded to Imagine Believe Realize) with a similar statement of work. Can the government please clarify whether the services described in the PWS are currently or were recently performed, in whole or
N0018926RB0140003
in part, under an existing contract/task order, and if so, the publicly available details of such effort?
Answer: This is a new requirement. However, similar services are currently being provided under task order N0018923F3040 by Imagine Believe Realize LLC.
Question 2: Section L instructions related to the staffing matrix on page 39 state that quoters shall label each of the 40 FTE positions with employment status, providing examples of currently employed or quoted with signed Letter of Intent (LOI). Can the government please confirm whether the staffing matrix may include representative or “TBD” personnel?
Answer: The solicitation is clear on its face and does not prohibit the use of representative or “TBD” for the employment status of quoted personnel.
Question 3: Section L requires quoters to provide a staffing matrix which cross references personnel qualifications, employment status, and security levels. It is common practice in Navy procurements to allow quoters to provide a staffing matrix in Microsoft Excel as an attachment, without restrictions on page count, nor impacting to the total page count of the relevant proposal section. Will the government please consider amending the proposal to authorize this as an attachment that does not count against the 15-page limit for Volume 1, Factor A Management Approach?
Answer: The solicitation has been revised to increase the page limit for non-price quotes. The staffing matrix will count toward the page limit.
Question 4: Section L requires quoters to provide a Transition Plan; however, the solicitation and PWS do not appear to identify a transition/phase-in period for the awarded contractor to achieve full staffing and operational performance. Can the government please clarify the anticipated transition period following award?
Answer: The solicitation has been revised and is now clear on its face.
Question 5: The PWS describes a broad set of recurring and sustained operational requirements, yet only a six-month base and one six-month option. It also appears that quoters may be expected to identify and commit a substantial portion, if not all, of the 40-person workforce at the time of quotation. For a non-incumbent small business, doing so during a short solicitation period (~2.5 weeks) for only six months of guaranteed performance may create significant mobilization risk and could constrain meaningful competition. Can the government please clarify whether this task order is intended to serve as an interim or bridge requirement pending a longer-term follow-on acquisition, transition to another contract vehicle, or other planned change in the requirement? If so, please provide any available information regarding the anticipated follow-on acquisition strategy and schedule.
Answer: This requirement is being processed as a standalone, new requirement. Future requirements have no yet been defined or finalized.
POINT OF CONTACT
The point of contract (POC) for this Request for Quotations (RFQ) is Kristen Dunlow, who may be contacted via telephone at (771) 229-3572 or via e-mail at kristen.m.dunlow.civ@us.navy.mil.
Interested sources are encouraged to carefully review all solicitation requirements and, if they have questions concerning the solicitation, should submit one consolidated list of questions concerning the solicitation via email to the solicitation point of contact, Kristen Dunlow, kristen.m.dunlow.civ@us.navy.mil, NO LATER THAN 5:
00 pm, Eastern time, on 04 September 2026. Questions should be submitted as early as feasible prior to the above date and time; questions received later may be answered at the discretion of the Navy.
This solicitation is issued under the authority of FAR 16.5 under the Seaport program of multiple award IDIQ contracts as a small business set-aside. Only small business SeaPort MAC holders are eligible to participate in this solicitation process.
To the extent that the words "offer" or "proposal" appear in this solicitation, they shall be construed to mean "quote" (or "quotation"), and to the extent that the word "offeror" appears in this solicitation, it shall be construed to mean "quoter".
This requirement is being processed as a new requirement. Quoters may submit questions requesting clarification of solicitation requirements via e-mail to kristen.m.dunlow.civ@us.navy.mil (CC: martyn.t.piggott.
civ@us.navy.mil). Responses to questions received will be provided via an amendment to this solicitation.
PREPARATION COSTS
This Request for Quotations (RFQ) does not commit the Government to pay for the preparation and submission of a quotation.
FAIR OPPORTUNITY EVALUATION FOR AWARD
The Navy will provide interested sources with a fair opportunity IAW FAR 16.507-4 using the procedures and evaluation factors described in this provision. It is emphasized that this is a FAR 16.507 fair opportunity process intended to streamline the source selection and be minimally burdensome for both the Navy and Indefinite Delivery Indefinite Quantity (IDIQ) awardees interested in competing for this requirement. The policies and procedures of FAR Part 15 do not apply to the source selection. While not an all-inclusive list, some examples of FAR Part 15 requirements that do not apply are the late is late rule, competitive range determinations, and the rules for negotiations, formal evaluation plans, and formal evaluation documentation.
The Contracting Officer will make the source selection using the following two-step process.
STEP ONE: No later than 12:00 PM EST, 31 August 2026, interested sources must submit, on no more than two
(2) (single sided) pages, a description of their experience on prior contracts they consider most similar to the Performance Work Statement (PWS). Interested sources should use their judgement on how to best demonstrate through their two-page submission that they are a viable competitor. For example, a source with relatively limited experience related to the PWS could address how it has the commitment of key personnel or other contractors with more relevant experience.
Step One submissions must also attest that the interested vendor is a Small Business SeaPort NxG Prime Contract Holder, and the SeaPort contract number must be provided within the submission. Submissions that do not provide such attestation may be determined ineligible to participate in Step Two.
The Contracting Officer will evaluate each submission and determine which sources are viable competitors for award. The Contracting Officer may communicate with competitors, without regard to the rules of FAR Part 15 concerning competitive range determinations and negotiations, if such communications will enhance the Contracting Officer’s determination of whether the interested sources is a viable competitor for award. A determination that an interested source is nonviable does not necessarily mean the Contracting Officer believes the interested source cannot successfully perform the requirement. An interested source could be determined nonviable because of their experience relative to other competitors. The Contracting Officer will notify those sources determined nonviable that they are eliminated from further consideration, and invite sources determined viable to submit a quote in response to Step-Two.
Step One submissions shall be emailed to kristen.m.dunlow.civ@us.navy.mil (CC: martyn.t.piggott.civ@us.
navy.mil) in .PDF format. The deadline for Step One submissions is 31 August 2026 at 12:00 PM EST.
STEP TWO: Upon the completion of Step One, the Contracting Officer will request the information detailed in Sections L and M of the Request for Quotations from the viable competitors. Refer to Section L for entirety of instructions and Section M for evaluation criteria. In addition to the information submitted by competitors, the
Contracting Officer may consider other information reasonably related to the evaluation factors, to include the personal knowledge of the competitor’s commercial and Government customers, and past performance databases. The Contracting Officer is not obligated to evaluate all information submitted from each competitor.
For example, the Contracting Officer may curtail evaluation of a competitor’s submission if at any point the Contracting Officer determines the competitor’s quote is unlikely to represent the best value.
The Contracting Officer may communicate with a competitor at any time during Steps One and Two without regard to the FAR Part 15 rules concerning competitive range determinations and discussions. The Contracting Officer may also identify the competitor whose quote is likely to represent the best value and hold interchanges solely with that firm to finalize the order and/or obtain more favorable terms for the Government. Any quotations received from firms that were determined not viable during Step One and not invited to submit a quotation based on the review conducted during Step One will not be evaluated and will be immediately disqualified from consideration in this requirement.
Firms determined viable will be requested to submit a technical and cost/price quotation via e-mail to kristen.m.
dunlow.civ@us.navy.mil (CC: martyn.t.piggott.civ@us.navy.mil).
