About this file

This is a Questions and Answers document for federal contract solicitation N0018926QW230, addressing clarifications on a portable sanitation and support services requirement.

The Government removed traffic barrels from the requirement via Amendment 0001, despite their mention in the Performance Work Statement Section 3.1. Quoters may submit either a single lump-sum price for CLIN 0001 or an itemized quote referencing the Performance Work Statement. All quotes must be submitted via email to the address listed on the official SAM.GOV posting. Amendment 0001 also clarified 52.212-2 evaluation criteria and provided wage determination documentation. No separate pricing template is available, and the site map is not currently available but will be provided prior to the event. The Government confirmed that estimated quantities in PWS paragraph 3.2 are firm, and the Government Point of Contact will not request increases in units during the event. Personnel will be processed through the customer's security protocol and base access procedures; detailed security clearance and training requirements referenced in PWS Section 5.0 do not apply.

The requirement involves providing portable toilets (230 standard units and 36 special-needs units), hand washing stations (42 units), dirty water holding tanks, grease holding tanks, and related servicing for a three-day event (18-20 September). Services include a VIP trailer accommodating 600 people per day, with the contractor supplying fresh-water supply and waste holding; power will be provided by the Government. Attendant coverage with a golf cart or utility vehicle is required during event hours (0800-1700) for all three days, limited to restocking consumables and removing inoperable units. Full pump-truck servicing is restricted to 0500-0800 each morning and 1700-2000 each afternoon. The contractor must also provide additional cleaning services for portable toilets and hand washing stations on Friday, Saturday, and Sunday mornings and during event hours. A staging area for delivery and pickup is referenced in PWS paragraph 2.1.1, and the contractor may strategically stage pump trucks on the flight line, though accessibility will be limited during public hours due to crowd presence.

Question and Answers for N0018926QW230

1. Section 3.1 of the PWS states that the Contractor shall provide services for portable toilets, hand washing stations, dirty water holding tanks, grease holding tanks, and orange and white reflective traffic barrels. However, Section 3.2, Required Items/Descriptions, does not list traffic barrels as a required item or provide a required quantity.

Government Answer: Traffic barrels are not required, and this has been removed via Amendment 0001.

2. Based on the prior year’s scope, traffic barrels were included at a quantity of 500.

Please confirm whether orange and white reflective traffic barrels are required for this 2026 requirement.

Government Answer: Traffic barrels are not required, and this has been removed via Amendment 0001.

3. If traffic barrels are required, please confirm the required quantity, specifications, delivery/setup location, placement responsibilities, removal requirements, and whether offerors should include the cost for traffic barrels under CLIN 0001 in the firm-fixed-price quote.

Government Answer: Traffic barrels are not required, and this has been removed via Amendment 0001.

4. If traffic barrels are not required for this solicitation, please confirm that offerors should exclude traffic barrels from pricing.

Government Answer: Traffic barrels are not required, and this has been removed via Amendment 0001.

5. Quote Submission Method: The solicitation does not specify the method or destination for quote submission. Could the Government please confirm how quotes are to be submitted (e.g., email to the Contract Specialist or upload via SAM.gov), the required file format, and which documents constitute a complete quote package (e.g., signed SF 1449, price, and past performance references)?

Government Answer: All quotes should be submitted via email listed on the official SAM.GOV posting. Amendment 0001 has been released to further clarify 52.212-2 evaluation criteria.

6. Price Structure: CLIN 0001 is structured as a single firm-fixed-price "Job," but the package does not include a separate pricing schedule or template. Could the

Government please clarify whether it requires a single lump-sum price for the total requirement or an itemized breakdown corresponding to the quantities listed in PWS paragraph 3.2?

Government Answer: Quoter can submit a single priced item for CLIN 0001 referencing the supplies and services needed in the performance work statement or an itemized quote.

7. Additionally, please specify how the "Additional Cleaning Service for Portable Toilets and Hand Washing Stations" should be priced, as no quantity or frequency is associated with that line item.

Government Answer: Please reference paragraph 3.2 “Additional Cleaning Service for Portable Toilets and Hand Washing Stations (morning and during event on Fri, Sat and Sun)”

8. Contractor Personnel Access Requirements: PWS Section 5.0 states that certain security provisions do not apply if the contractor has no access to NMCI computers, is not issued a Common Access Card (CAC), and performs short-term duties handled through a Visitor Access Request (VAR) and escort. Given the nature and short duration of this requirement, please confirm that personnel will be processed via VAR and escort, and that the FD-258 fingerprint card, DISS Visit Request, OPM suitability investigation, and Information Assurance training requirements do not apply.

Government Answer: The customer will initiate/ contact vendor for security with protocol and base access.

9. Basis of Estimated Quantities: PWS paragraph 3.2 notes that quantities reflect past experience. Could the Government please confirm whether these quantities are firm for pricing purposes and clarify how any Government-directed increase in units during the event would be handled?

Government Answer: The government POC will not ask for an increase in units during the event, the quantities are firm.

10. Completeness of the Solicitation Package: The synopsis references a complete RFQ package available at SAM.gov. Could the Government please confirm whether any additional attachments, such as a pricing template, wage determination documents, or site maps, form part of the solicitation beyond the documents currently posted?

Government Answer: No pricing template is available. Wage determination documentation can be found on sam.gov and has been provided in Amendment 0001. Site map is not currently available.

11. Regarding this requirement, are we able to strategically stage a pump truck by the units?

Government Answer: Yes, pumping trucks will be staged on the flight line, however some units will not be accessible via pumping truck during the show due to large crowds. Servicing the units during the show consists of restocking toilet paper.

12. Do you have a map showing locations and quantities of units? We need to determine the quantities on the flight line.

Government Answer: Site map is not currently available, but will be prior to the event.

13. Is there an area on base that can be used for staging restrooms to facilitate delivery and pick up?

Government Answer: Reference paragraph 2.1.1

14. Is site water and power available for the VIP trailer?

Government Answer: Power is available, water is not.

15. How many people will be using the VIP trailer?

Government Answer: 600 people per day. (reference PWS 3.3.2.1)

16. Is an attendant required for all 3 days of the show? Is this attendant only restocking consumables and shutting down in operable units? We cannot run a pump truck through the crowd for full service.

Government Answer: Yes, attendant with golf cart/utility vehicle is required. Yes, only restocking consumables.

17. What are the available time frames for the full services using the pump truck?

Government Answer: 0500 to 0800 each morning. 1700 to 2000 each afternoon.

18. Layout and unit distribution. The PWS (3.3.1) states the Technical POC will provide maps of the laydown areas, but no map is included in the RFQ package. Can the Government provide a site map showing the specific placement and quantity of each unit type (standard toilets, special-needs toilets, hand sanitizer stations, holding tanks) by location?

Specifically, of the 230 standard toilets, 36 special-needs toilets, and 42 hand sanitizer stations, how many are designated for the flight line versus the parking and staging areas?

Government Answer: Site map is not currently available.

19. On-base staging area. The PWS references delivery to a laydown area and removal from adjacent parking staging areas. Will the Government designate a specific on-base staging area for restrooms to support delivery, pickup, and any required relocation during the event?

If so, where is it located and what is its approximate size?

Government Answer: Site map is not currently available.

20. VIP trailer utilities. Will site-provided water and electrical power (hookups) be available at the VIP trailer location? If not, please confirm that the Contractor is responsible for providing fresh-water supply, waste holding, and a power source (e.g., generator) for the trailer.

Government Answer: Contractor required to supply all except a power source.

21. VIP trailer usage. Approximately how many people are expected to use the VIP trailer per day? This figure drives the required servicing frequency and consumable restocking.

Government Answer: 600 people per day. (reference PWS paragraph 3.3.2.1)

22. During-event servicing scope. Section 3.3.2 requires the Contractor to use two golf-cart-type vehicles to service units through the crowds during the event and prohibits other vehicle types. We want to confirm our understanding of the attendant role during the 18–20 September event days: that during-event servicing is limited to restocking consumables (toilet paper, hand sanitizer) and taking inoperable units out of service, and that no full pump-truck servicing is expected while the public is present. Please confirm.

Government Answer: That is correct.

23. Full-service (pump-truck) windows. Because pump trucks cannot access units through the crowd during operating hours, please identify the available time windows and approved access routes for full pump-truck servicing before and after public hours on Friday, Saturday, and Sunday (e.g., overnight or pre-gate windows).

Government Answer: 0500 to 0800 each morning. 1700 to 2000 each afternoon.

24. Attendant presence. Please confirm whether an on-site attendant is required on all three event days (18, 19, and 20 September), and clarify the expected daily hours of attendant coverage.

Government Answer: Yes. The event is open from 0800 to 1700 all three days.

25. Do you have a map showing locations and quantities of units? We need to determine the quantities on the flight line.

Government Answer: Site map is not currently available.

26. Is there an area on base that can be used for staging restrooms to facilitate delivery and pick up?

Government Answer: Reference paragraph 2.1.1 in the performance work statement.

27. Is site water and power available for the VIP trailer?

Government Answer: Power yes, water no.

28. How many people will be using the VIP trailer?

Government Answer: 600 per day. (reference PWS paragraph 3.3.2.1)

29. Is an attendant required for all 3 days of the show? Is this attendant only restocking consumables and shutting down in operable units? We cannot run a pump truck through the crowd for full service.

Government Answer: Yes, correct.
