About this file

This document is a Questions and Answers (Q&A) response file for a federal aircraft restoration and painting solicitation. It provides clarifications on 22 questions submitted by prospective bidders regarding contract scope, requirements, and aircraft handling procedures.

The government has established firm constraints on aircraft movement and work location: all aircraft must remain in their existing display positions on the installation; no temporary relocation to alternate areas or off-site facilities is permitted; and temporary containment structures must be erected over the aircraft at their current locations. The scope requires removal of existing coatings down to bare metal (metal surfaces only, excluding composites), patching and sealing of identified damage on the A-1 Skyraider wing and cockpit areas, draining and sealing of fluid systems, and application of primers and topcoats in accordance with MIL standards referenced in the Performance Work Statement (PWS). Contractors must recreate detailed markings and stenciling for the SH-60, MQ-8, and A-1D aircraft, while specific decals for the AH-1Z will be provided. The government will conduct final inspections upon completion of each aircraft's restoration and painting, with authority to conduct unannounced spot inspections for environmental and safety compliance. All repairs are cosmetic in nature; aircraft need only be level to ground, secured, and visually complete for display purposes. The firm fixed price (FFP) quote must include all work necessary for restoration and painting, as the government indicates it is unlikely to approve over-and-above work or contract modifications after award. Deliverables under CLIN 0002 consist of documents and certifications required upon completion, to be coordinated with the customer during performance.

Aircraft Access, Movement, and Positioning

1. Temporary Aircraft Movement for Access

Can the Government confirm whether the aircraft may be temporarily repositioned (moved forward or backward generally within their current display areas) to facilitate erection of temporary containment structures, and then returned to their original positions upon completion of the work? No, aircraft must remain in place.

2. Relocation to Alternate Areas on the Installation

Can the Government confirm whether any of the aircraft may be temporarily relocated to paved or improved surfaces elsewhere on the installation for the purpose of erecting temporary structures and performing restoration work? No, there is no where else we can move the aircraft.

3. A-1 Skyraider Courtyard Constraints

The A-1 Skyraider appears to be located within a landscaped courtyard with surrounding shrubbery. Can the Government confirm whether the Skyraider may be relocated outside of the courtyard to allow for safe access and erection of temporary containment structures?

The Skyraider must remain in place.

4. Off-Site Restoration

Can the Government confirm whether the aircraft may be temporarily relocated off the installation (e.g., to a contractor facility) for restoration work and returned upon completion, or whether all work must be performed on-site? Aircraft must remain on base, in their display spot.

Temporary Structures & Environmental Controls

Containment Location Expectations

5. To comply with EPA, OSHA, and environmental standards associated with removal of hazardous coatings to bare substrate and application of primers and topcoats, contractors anticipate the need to erect semi-rigid temporary containment structures with ground protection, negative air, filtration, and HVAC. Can the Government confirm whether these containment structures are expected and if they are to be erected over the aircraft in their current locations, or whether contractors should plan to erect containment structures at alternate locations on the installation to be determined after award? Structures must be erected over the aircraft at their existing locations on base. Aircraft cannot and will not be moved.

Materials, Hazards, and Substrate Composition

9. Can the Government confirm whether any magnesium or other flammable components are present on the aircraft covered by this solicitation? If so, can the Government identify the exact locations of such components on each aircraft (e.g., wheels, hubs) or other structural components)? Government cannot confirm this.

A-1 Skyraider Condition and Repairs

10. Extent of A-1 Skyraider Wing Damage

The solicitation states that the contractor shall “patch, reinforce and seal left wing prior to painting.” Can the Government provide additional detail regarding the extent of this damage, including approximate size, location, and whether the damage is limited to skin-level repair or involves substructure? If available, can photographs be provided? Photo of damage was uploaded on Sam.gov.

11. Leaking Fluids – A-1 Skyraider

The solicitation references leaking fluids on the A-1 Skyraider. Can the Government confirm whether the aircraft may be fully drained of fluids and treated as a decommissioned/static display aircraft using absorbent materials and internal sealing methods, or whether active repair and refill of fluid systems is required?

If repairs are required, can the Government identify the leak locations and provide photographs, if available? Contractor may drain and seal the display.

Stenciling and Markings

12. Scope of Stenciling Beyond MIL-STD-2161B

The solicitation references MIL-STD-2161B for markings. This standard primarily addresses major markings and placement but does not depict many smaller detailed stencils commonly present on aircraft. Can the Government confirm whether the contractor will be provided with detailed stencil layouts and locations for all required markings, or whether the contractor is expected to measure, recreate, and apply smaller detailed stenciling not depicted in MIL-STD-2161B? Contractor is required to recreate markings on SH-60, MQ-8, and A-1D. Specific decals for AH-1Z will be provided as expressed in PWS.

Coating Systems and Standards

13. Preferred Coating Products

Can the Government confirm whether military-specification primer and topcoat systems are preferred for this restoration effort? Specifically, MIL-STD-2161B references coating systems such as MIL-PRF-23377 primer and MIL-spec topcoats such as MIL-DTL-64159.

Can the Government confirm whether these or equivalent MIL-spec systems are desired to ensure bidder uniformity? Paint must adhere to MIL STDs listed in the PWS.

14. Surface Preparation End State

The solicitation states that existing coatings are to be removed down to bare metal. Can the Government confirm whether this requirement applies to only exterior metallic surfaces, excluding composites and other materials? Yes, this only applies to metal portions of the aircraft.

AH-1Z Specific Clarifications

15. Sealing of AH-1Z Cockpit

The solicitation references “sealing the cockpit” of the AH-1Z Viper. Can the Government clarify whether this requirement is intended to permanently restrict access, prevent environmental/weather intrusion only, or both? It is for both access restriction and environmental intrusion.

Inspection and Oversight

16. Government In-Process Inspections

Does the Government intend to conduct in-process inspections during coating removal, repair, or repainting activities? If so, at what general intervals or milestones should contractors anticipate inspections? Government will inspect each aircraft individually at the end of each individual restoration and painting. Government reserves the right for on the spot inspections at any time to ensure proper compliance with environmental containment and safety regulations set forth in the PWS.

Corrosion Control and Structural Repair Standards

17. Corrosion Control Standards

MIL-STD-2161B references corrosion control practices such as NAVAIR 01-1A-509. Can the Government confirm which corrosion control manual or standard should be followed for this effort or are all corrosion control practices to be cosmetic only? Cosmetic Only

18. Structural Repair Standards

For structural repairs identified in the solicitation or discovered during coating removal, can the Government confirm whether specific aircraft maintenance manuals or repair standards are required, or whether repairs are intended to be cosmetic only? Cosmetic only repairs. Aircraft are expected to be level to the ground, secured, and look complete as a display only.

Historical Information

19. Previous Site Visits or Clarifications

Have any previous site visits been conducted for this solicitation, or have clarification questions been posted previously for this requirement or similar prior solicitations? If so, can those questions and responses be made available to all bidders via SAM.gov? No

20. Previous Restoration Work

Unknown Conditions and Latent Damage Discovered After Coating Removal

Treatment of Previously Unknown Damage

Removal of existing coatings down to bare substrate may expose latent damage, corrosion, or deterioration that is not visible prior to stripping and is not specifically identified in the solicitation. In the absence of a pre-award site visit and without visibility into subsurface conditions, can the Government confirm how such previously unknown conditions are to be addressed? Specifically, is the contractor expected to include all potential latent damage repairs within the base scope, or will repairs associated with conditions not expressly identified in the solicitation be addressed as over-and-above work via contract modification or other equitable adjustment? The FFP quote shall include everything needed to complete the restoration and painting of all aircrafts, it is very unlikely that any over and above work will be approved after contract award.

21. What is/are the deliverable(s) under CLIN 0002? Deliverables will be any document or certifications that are needed upon completion of the restoration and painting. This can be coordinated with the customer during performance.

22. Are pictures of the aircraft including flat tires and hole sizes needing patched available?

See pictures of the A-1 damage attached to the SAM.gov posting.
