Supply Specifications
HP Latex 730 Large Format Printer
Multimedia Support Center - Graphics Technology Lab
U.S. Naval Academy (USNA)
1.0 Background
The MSC Graphics Technology Lab produces posters of Midshipmen and Faculty research at the end of each academic semester as well as conference posters, teaching aids, vinyl decals for midshipmen projects, lab safety signage and various other academic assignments that we support.
To facilitate the large quantity of print jobs we have two large format printers that run continuously to ensure a rapid turn-around. Our current printer is at the end of its life cycle and needs to be replaced. With a new printer we will be able to print more in a shorter time period which would allow us to offer shorter lead times and handle a larger volume at the end of the semesters.
2.0 Requirements
The contractor shall provide one, brand new, large format printer. The large format printer should be capable of running a variety of substrates such as adhesive backed vinyl, poster paper, wall fabric and banner material. The ink system should use a water based latex ink that comes in 8 one-liter cartridges. The cartridge colors should be cyan, magenta, yellow, black, light cyan, light magenta, optimizer and an overcoat. The maximum roll size should be 64 inches wide with a maximum roll diameter of 9.8 inches, a maximum weight of 121 pounds and a maximum media thickness of 19.7mil.
The printer also needs to have user replaceable printheads, a print resolution up to 1200 x 1200 dpi, a print speed of up to 333 feet per hour at draft settings, a take up reel, Gigabit Ethernet (1000Base-T) and an auto ranging input voltage of 200-240v fed by two power cables (13A max and 9A max).
It will be delivered to the U.S. Naval Academy in good condition and within 60 days of the contract being awarded. The delivery driver needs to have base access so they can drive on base.
For all items identified as brand name in the solicitation, the quoter shall submit a Authorized Reseller / Dealer letter from the OEM Hewlett Packard authorizing the resell of conforming brand-name supplies. Failure to provide a authorized reseller / dealer letter will result in the offeror being ineligible for award.
3.0 Deliverables
The contractor will deliver the printer to the loading dock of Nimitz Library:
U.S. NAVAL ACADEMY NIMITZ LIBRARY
589 MCNAIR RD UNITED STATES
ANNAPOLIS MD 21042
QUESTIONS RECEIVED IN RESPONSE TO SOLICITATION N0018926QL417
1. Question: I don't see any items other than the printer listed. A set of ink would also be needed to set up the printer. I see ink mentioned in the description for the printer, but not anywhere else. Also is an extended warranty to be included? Typically governmental agencies add one for the cost certainty. Does the end user have any other equipment? If so, what rip software are they using?
Answer: Yes, we will need ink. We have the old ink cartridges, but I know they've changed for this model. We do not need an extended warranty. We have a HP 560 Latex, an HP 64" cutter and are running Caldera for RIP software on a Mac Studio.
2. Question: Please confirm whether IUID marking/data is required or the stated exemption applies, and identify any correction to reconcile the two provisions.
Answer: IUID marking is required, DFARS Clause 252.211-7003 has been revised and DFARS Clause 252.211-7008 has been added to the solicitation.
3. Question: The delivery sections give ZIP codes 21402-5070, 21402-5000 and 21042 for 589 McNair Road. Which should we use for delivery to the Nimitz Library loading dock, and how should the carrier arrange the required base access?
The Address for delivery is 589 McNair Road, Annapolis, MD 21402-5029. A DBIDS form will be required to be filled out after award for base access.
4. Question: Does the prime bidder itself need HP reseller authorization, or may a reseller qualify by sourcing through an authorized HP dealer with supporting documentation? We have not verified our own HP authorization.
Answer: The prime bidder will need HP reseller/dealer authorization to confirm that the required supplies conform to OEM specifications and warranties.
5. Question: Is this for Brand Name Only, or are you considering alternative brand Latex Wide Format machines
Answer: The instant requirement is being solicited for Brand-Name HP Latex 730 Large Format Printer. "brand-name-or-equal" and substitutions / alternatives are not being considered currently.
6. Question: What's the award criteria?
Answer: Please see FAR 52.212-2 Addendum of solicitation N0018926QL417
7. Question: Wondering - will that be awarded based on Lowest Price Technically Acceptable only? Or, are other factors - such as ability to service the machine, availability of onsite support, availability of extended Parts and Labor onsite warranties; warranty call response times, past performances, and other factors - also going to be considerations for the award?
Answer: Please see FAR 52.212-2 Addendum and Supply Specifications of solicitation N0018926QL417 for additional details on award criteria. The Government will utilize "best-value" award procedures based on initial quotes.
8. Question Do you also require offers include the *Optional* onsite installation-training service? Only If Yes: Please confirm the Place of Performance where the machine is to be installed. (Note - The install location is not always the same address where materials are needed to ship.
That is why we would need to validiate/ confirm where they want the services delivered, IF they also want an OEM Authorized Dealer to install their machine.
Answer: Yes onsite installation-training services will be required. Install and training will occur at the address listed in the statement of work: 589 McNair Road, Annapolis, MD 21402-5029
