PERFORMANCE WORK STATEMENT (PWS)
FOR
MAINTENANCE OF LHS OTTER
AUGUST 18, 2026
PART 1
GENERAL INFORMATION
1.1 General: This is a non-personnel services contract to provide diagnostic evaluation, maintenance, repair, software configuration, and upgrade services for Navy-owned Otter Unmanned Surface Vehicles (USVs) 47 and #116. The Government shall not exercise any supervision or control over the contract service providers performing the services herein.
1.2 Background
1.2.1 The Naval Oceanographic Office (NAVOCEANO) collects, edits, quality controls, grids, and databases a wide variety of high-resolution hydrographic and bathymetric data. This information provides the most complete worldwide coverage of ocean and littoral zone depths. NAVOCEANO Littoral Products division operates Maritime Robotics OTTER Uncrewed Surface Vehicles (USVs) for survey, surveillance, and tactical trials. The Maritime Robotics Otter USV platform serves as a critical asset for shallow-water operations. Due to operational wear, electrical/mechanical degradation, and software system evolution, existing Otter hulls #47 and #116 require systematic diagnostic evaluation, subsystem overhauls, structure reinforcements, and core software baseline upgrades to restore full tactical and oceanographic survey readiness.
1.3 Description of Requirement
The Contractor, as the Original Equipment Manufacturer (OEM) of the Otter USV, shall provide all personnel, equipment, tools, materials, software licenses, testing facilities, and supervision necessary to perform inspection, maintenance, repair, configuration, and structural/payload upgrades on Otter USV #47 and Otter USV #116. Key outcomes include the restoration of watertight integrity, deployment of updated onboard system (OBS) electronics, implementation of the SeaControl baseline software subscription, configuration of remote Vehicle Control Stations (VCS), and rigorous wet verification testing.
1.4 Period of Performance, Place of Performance and Hours of Operation.
N0018926QL4060001
1.4.1 The period of performance for physical maintenance, repairs, testing, and hardware delivery shall be completed within two (2) to three (3) weeks after receipt of order (ARO).
1.4.2 The technical software support and SeaControl subscription baseline shall run for a twelve (12) month period starting from the date of final system acceptance. The annual software subscription is for one year with four option years to cover the annual software update/maintenance.
1.4.3 The contractor shall perform all evaluations, component replacement, software installation, and water testing services at the Contractor's specialized facility.
1.4.3.1 Because performance occurs entirely within the Contractor's overseas facility, standard United States Federal working hours are not strictly mandated. The Contractor shall manage its own schedule to ensure delivery within the agreed-upon 2-3-week lead time. However, the Contractor's program management and technical support teams shall remain accessible for remote coordination with the NAVOCEANO point of contact between the hours of 0800 and 1600 Central European Time (CET), Monday through Friday.
1.4.4 Packing may be required as a whole or in separate components.
1.5 Contract Manager: The contractor shall provide a contract manager who shall be responsible for the performance of the work and act as a single point of contact for the Government. The contractor shall designate this person and an alternate in writing to the SME via email upon contract execution. The contract manager or alternate shall have full authority to act for the contractor on all contract and technical matters relating to daily operation of this contract.
1.5.1 The Contractor shall utilize standard production and quality control processes based on marine robotics industry's best practices.
1.5.2. Identification of Contractor Employees: Not applicable, as performance is executed entirely offsite at the Contractor's corporate facility in Norway. In all electronic mail communications, virtual progress meetings, or project documentation submitted to the Navy, Contractor employees shall clearly identify themselves as contractor personnel to avoid creating the impression that they are Government officials.
PART 2
