About this file

This is Amendment 0002 to Solicitation N0018926QL376, issued by NAVSUP Fleet Logistics Center Norfolk on October 22, 2026, extending the response deadline from October 22, 2026, to October 26, 2026. The amendment revises the addenda to FAR 52.212-1 and FAR 52.212-2 by removing the OEM-authorized reseller certification requirement and incorporating additional information into the specifications. Contracting Officer Samantha Miller issued this amendment for a Firm Fixed Price (FFP) commercial procurement under FAR Part 12.

The solicitation requires the supply of triple wall corrugated boxes without lids in two quantity tiers: 500 units and 2,500 units, each measuring 48" X 40" X 36" with 1,100 lb. test rating, 1,500 lb. shipping capacity, and delivered to NAVSUP Fleet Logistics Center, Cheatham Annex Branch in Williamsburg, Virginia. Quotes must be submitted electronically in two volumes: Volume I containing Factor I (Technical Certifications) certifying products meet exact specifications and are new and genuine, and Volume II containing Factor II (Price). The Government will award to the lowest priced quote rated "Acceptable" for technical certifications unless past performance information indicates otherwise. Quotes are valid for 120 days following solicitation closing, with evaluation conducted under FAR Part 12 commercial item procedures. No partial bids will be accepted, and failure to quote all items results in ineligibility for award. Additional price information such as published price lists, catalog pages, and evidence of discounts may be required to support price reasonableness analysis.

The Government intends to award a Firm Fixed Price (FFP) contract as a result of this solicitation in accordance with FAR Part 12. Award will be made to the quoter whose quote is most advantageous to the Government under the selection criteria set forth in this solicitation. The Government intends to evaluate quotes and award a contract based on initial quotes. Therefore, the quoter's initial quote should contain the quoter's best terms from a Non-Price and Price standpoint.

INSTRUCTIONS FOR SUBMISSIONS OF QUOTES:

(1) Quote shall be submitted electronically no later than the due date of the solicitation.

(2) Offerors shall comply with all instructions for submitting attachments and inserting CLIN amounts.

QUOTE CONTENT:

The Quote should contain the following items in addition to other information required by this solicitation.

The cover page should indicate the following:

The solicitation will consist of two volumes:

Phase 1:

Volume I, Factor I - Technical Certifications

Phase 2:

Volume II, Factor II - Price

Factor I - Technical Certifications

1) The Government requires that all products offered meet the specifications and performance requirements identified in this solicitation. Offerors shall ensure that the products supplied are genuine, new, and compliant with the stated technical requirements. An Original Equipment Manufacturer (OEM) authorized reseller certification is not required as part of the Request for Quotation (RFQ) response. All products offered must meet the applicable specifications and requirements established by the Government.

2) Vendor shall warrant that the products are new, in original packaging. By submitting a response to the RFQ, the Vendor confirms to have sourced all Manufacturer products submitted in this quote from Manufacturer or through Manufacturer Authorized Partners only, in accordance with Manufacturer's applicable policies in effect at the time of purchase. The price Quote shall include all elements of price and such other price information considered appropriate to support the vendor's Quote. The pricing information shall be completed in accordance with the following:

No partial bids or additional items will be accepted. Failure to quote all part numbers or add additional items will result in ineligibility for award. In order to assist in the contracting officer's price analysis, additional price information may be required and may consist of copies of applicable published price lists with effective dates, catalog pages of products, evidence of discounts off the published price lists, historical price/sales information supported by copies of paid invoices OR price breakdown of all cost elements.

The price submission is not page limited, but is strictly limited to price information.

ADDENDUM TO FAR 52.212-2

ADDENDUM TO FAR PROVISION 52.212-2, EVALUATION - COMMERCIAL ITEMS:

The Government will award a single award contract with Firm Fixed Price (FFP) Provisions as a result of this solicitation and in accordance with the policies and procedures of FAR Part 12, Award will be made to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes: Technical Certifications and Price. The Government will award to the lowest priced quote with an "Acceptable" rating for Factor I - Technical Certifications unless the contracting officer is aware of past performance information related to such quote which indicates that quote may not represent best value. In that case, the Government reserves the right to consider the past performance of other quotes with an "Acceptable" Factor I rating, conduct a price, past performance tradeoff, and award to other than the lowest priced quote with an "Acceptable" Factor I rating.

The Government intends to award a contract without exchanges. The establishment of a competitive range is not anticipated. Accordingly, each quoter should submit its most favorable terms from a price and technical standpoint. However, the Government reserves the right to establish a competitive range and conduct exchanges if later determined by the PCO to be necessary. The Government reserves the right to award a firm fixed price award to other than the lowest priced quoter; award a firm fixed priced without exchanges; or award a firm fixed priced after exchanges, whichever is in the best interest of the Government.

A written notice of award or acceptance of a quote e-mailed or otherwise furnished to the successful quoter(s) within the time for acceptance specified in the quote shall result in a binding contract without further action by either party.

Quoters are hereby instructed that, regardless of any language that may be used in this solicitation, the Government is NOT conducting this procurement under FAR Part 15. This procurement is being conducted under FAR Part 12.

Non-Price Quote Evaluation Criteria:

The Non-Price quote is comprised of Factor I - Technical Certifications

1. Factor I - Technical Certifications:

The vendor shall propose items that meets the exact specifications required Addendum 52.212-1 and deviations from such will not be accepted. If a vendor does not provide an item that meets the exact specifications, their quote will be determined unacceptable. The Government will evaluate Factor I on an Acceptable/Unacceptable basis using Ratings Table 1 below.

NOTE: A rating of "Unacceptable" for Factor I means that the quoter's quote is not awardable and is not susceptible to correction without what would be tantamount to the submission of an entirely new quote.

Price Quote Evaluation Criteria:

The Price quote is comprised of Factor II - Price.

Factor II - Price:

A vendor's quoted price will be determined by adding all extended amounts for all CLINS which are comprised of all items listed within the quote. If the lowest priced quote is evaluated as technically acceptable, that quote represents the best value for the Government and the evaluation process stops at this point. Award shall be made to that quoter without further consideration of any other quotes.

Price will be evaluated in accordance with FAR Part 12. The Government may evaluate any and all information submitted by the quoter to support the reasonableness of prices quoted. The method of evaluation used by the Contracting Officer is solely within the discretion of the Contracting Officer.

Additionally, the government may request quoters to submit additional information/data to support price reasonableness such as copies of paid invoices for the same or similar items or uncertified cost and pricing data. Failure to submit the requested information may result in disqualification of the submitted quote.

Ratings Table These ratings will be used in the evaluation of Factor I - Technical Certifications
