About this file

This document is a Questions and Answers (Q&A) record for a Navy Request for Quotation (RFQ) for triple-wall corrugated cardboard boxes.

The acquisition is classified under NAICS code 322211 and seeks corrugated boxes meeting specific construction and performance standards: triple-wall corrugated cardboard approximately 1/2 inch thick or greater, heavy-duty one-piece box design with no separate lid, capable of supporting a 1,500-pound shipping load, and tested to a strength rating of 1,100 pounds. The boxes must be shipped flat and palletized (generally 40 per pallet) to 1 C Street, Warehouse 1, Cheatham Annex, Williamsburg, VA. Delivery is required after contract award, with contractors responsible for coordinating delivery per the awarded contract terms. Quotations for both CLINs must be submitted electronically to ivy.l.cuffee.civ@us.navy.mil. The RFQ permits equivalent products meeting stated technical and performance requirements; offerors are not restricted to specific brand names. Distributors and dealers may submit quotations provided they comply with the Small Business Administration Nonmanufacturer Rule requirements, which generally mandate that products be manufactured by a small business in the United States unless an SBA waiver applies. The document clarifies that RSC (regular slotted container) style is not required; instead, boxes should feature top and bottom flaps that fold to enclose contents. An amended RFQ addresses revised OEM authorized-reseller certification requirements for offerors sourcing boxes directly from manufacturers.

A: This acquisition is classified under NAICS code 322211. Offerors that are distributors or dealers and do not manufacture the required corrugated boxes may submit quotations, provided they comply with the applicable Small Business Administration (SBA) Nonmanufacturer Rule requirements. This generally requires the products to be manufactured by a small business in the United States, unless an applicable SBA waiver permits otherwise.

Offerors are responsible for meeting all applicable small business and nonmanufacturer requirements identified in the RFQ.

7. Q: Are equivalent products that meet the stated technical and performance requirements acceptable, or is the Government requiring a specific brand-name product?

A: Equivalent products are acceptable, provided they meet the requirements specified in the RFQ. Offerors are not restricted to a specific brand name.

8. Q: Factor I: Will a letter from International Paper on company letterhead, authorizing PNI to resell its products, satisfy the authorized reseller requirement?

A: Please see answer to Q4.

9. Q: Box style: Is RSC (regular slotted container) or HSC (half slotted container, no lid) required?

A: The Government does not want or need the triwalls that have a separate lid, but need the top and bottom flaps that fold in the enclosed contents.

10. Q: Shipping: Should the boxes ship flat (knocked down) and palletized?

A: Should be shipped flat and palletized (generally 40 per pallet).
