About this file
This is a Questions and Answers document for Solicitation N0018926QL188 Museum Curator Services, issued by the Naval History and Heritage Command (NHHC) under the contracting activity of NAVSUP (Naval Supply Systems Command). The document addresses nine clarifying questions regarding contract performance requirements, qualifications, and wage determinations.
The contract requires one curator support person to perform artifact cataloging, inventory updates, and collection management services on-site at the museum location. Normal production capacity is cataloging, inventorying, or updating content for approximately 50 artifacts per week. The contractor must have a degree or be working toward a degree in history, museum studies, archival management, or a related field, with direct artifact cataloging or archival processing experience. Proficiency in Access, Word, Excel, and artifact cataloging systems is required; federal or military museum experience is not required. All work must be performed on-site with no backup coverage required during employee absences. The contract does not require transition, orientation, badging, or system-access training prior to start. Travel is not anticipated and will not be required. No separate program manager is required, though off-site program management is acceptable. The option period runs from September 7, 2027, through September 6, 2028. Service Contract Labor Standards (SCLS) wage determination will be provided by the contracting activity, with the position classified as artifact cataloging work rather than exhibit specialist or photographer roles. No collective bargaining agreement applies to this contract.
