About this file
This file contains consolidated solicitation questions and answers for a fitness equipment relocation contract at the U.S. Naval Academy (USNA).
The project involves relocating weight and cardio equipment from Halsey Fieldhouse to Macdonough Hall and Dahlgren Hall. The contractor must provide equipment disassembly/reassembly, floor and wall protection, elevator protection, and debris removal within the contractor's scope, but is explicitly excluded from disconnecting utilities, reconnecting equipment at the destination, or removing fixtures from walls. Work is limited to Monday through Friday, 7:00 a.m. to 4:00 p.m., with no weekend or after-hours work permitted. All equipment will be pre-disconnected from utilities before contractor mobilization begins. The contract requires a $1 million performance bond and standard insurance coverage including general liability ($1,000,000 per occurrence/$2,000,000 aggregate), commercial auto ($1,000,000 CSL), cargo/bailee coverage ($100,000-$250,000 per vehicle/load), workers' compensation ($500,000/$500,000/$500,000), and umbrella/excess liability ($1,000,000-$5,000,000). The equipment inventory is valued at $1 million with full-value protection required. Contractor personnel must pass background investigations for base access via Gate 1, with the truck route specified through Halsey Fieldhouse via King George Street to Macdonough Hall via Brownson Road and Cooper Road. Athletic flooring (mondo) at Dahlgren Hall requires protection along the entire delivery route. The Macdonough Hall elevator has a 3,500-pound weight capacity, 44-inch-wide doors, and 86" x 49" interior dimensions. An indoor-rated lift may access second-floor mezzanine equipment through a 6-foot-wide access gate. Firm fixed-price lump-sum pricing with supporting detail is acceptable, and subcontractors are permitted for labor augmentation or specialized equipment handling.
