About this file

This document is a Standard Form 30 Amendment to Solicitation N0018926QL133, issued by the Naval Supply Fleet Logistics Center Norfolk on 15 June 2026. The amendment extends the response due date from 18 June 2026 to 22 June 2026 and modifies the period of performance from 18 June 2026 to 30 September 2026 to 22 June 2026 to 30 September 2026. The solicitation is administered by NAVSUP Fleet Logistics Center Norfolk (Contracting Officer: Sherell Brown, Norfolk, VA 23511-3392) and addresses questions received during the question and answer period, revises the Performance Work Statement based on clarifications from a site visit, and updates FAR 52.222-42 regarding wage determinations.

The Performance Work Statement requires a contractor to complete demolition, debris removal, and site preparation at Fort Story, Virginia Beach, VA 23459 (INDIG Village). The contractor must demolish 23 wood and steel training buildings and 6 wall sections down to ground level; extract all foundation elements, footings, and anchoring systems; remove and transport all debris off-site to licensed facilities; and execute comprehensive grading of the entire designated area to 2,500 pounds per square foot of barring capacity to prepare for subsequent Phase 2 construction. The contract includes a mandatory site visit on 8 June 2026 at 10:00 AM EST at the Pass and ID Office in Virginia Beach (limited to three representatives per vendor, U.S. Citizens only), and requires contractor personnel to maintain required documentation for military base access at time of award. The wage determination for Heavy Equipment Operators is established at $23.97 under Wage Determination No. 2015-4341 Revision No. 34 (dated 5/14/2026). Two attachments—a Questions and Responses document and a Site Map—were added to the solicitation.

Performance Work Statement

1. Background: The existing structures within INDIG Village have surpassed their operational lifespan, requiring a systemic refresh to uphold safety and training standards. To mitigate operational impact and ensure project manageability, the replacement is structured into incremental phases. This phased approach facilitates uninterrupted training delivery, which is fundamental to TEU2's capacity to fulfill mission-essential objectives. Comprehensive site preparation, encompassing the removal of existing infrastructure and necessary terrain grading, must be finalized before commencing construction on the replacement target buildings.

2. Scope: The Contractor shall provide all labor, materials, heavy equipment, and supervision necessary to complete the demolition, debris removal, and comprehensive grading of the designated project area.

Contractor shall:

1. Conduct a joint site walk with government/command representatives to identify the 23 buildings and 6 wall sections designated for demolition.

2. If using a crane, must submit a crane package to EODTEU2 for NAVFAC approval.

3. Systematically demolish twenty-three (23) training buildings, comprising exclusively of wood and steel structures with wood flooring, down to ground level.

4. Demolish and remove six (6) distinct sections of walls currently enclosing sub-compounds within the training site.

5. Extract all foundation elements, footings, and anchoring systems associated with the demolished structures.

6. Load and transport all resulting demolition debris (wood, steel, fasteners, footings, etc.) off the installation.

7. Ensure no debris is left staged on-site that could impede subsequent grading operations.

8. Following complete structural and debris removal, execute comprehensive grading of the designated training entire area. Grading needs to be level to current grade and compaction requirements at 2,500 lbs. per sq. ft. of barring capacity.

9. Level the site to resolve any depressions left by foundational removal and establish proper drainage gradients to prevent water pooling.

10. Prepare and compact the soil sub-base across the entire cleared area to 2,500 lbs. per sq. ft. of barring capacity for the subsequent installation of the new Phase 2 multi-level target complexes.

3. Requirements: The primary requirement of this phase is the complete site clearance and comprehensive preparation of the designated INDIG Village area, which shall serve as a strict prerequisite prior to the construction of the new target facilities. The Contractor is required to systematically demolish twenty-three legacy wood-structured buildings and six enclosing wall sections down to ground level, ensuring the extraction of all associated foundational elements. Following demolition, the Contractor must remove all resulting debris from the installation and dispose of it at licensed off-site facilities in accordance with all applicable environmental regulations. Upon clearance of all debris, the Contractor is required to execute comprehensive grading across the entire designated training area, leveling the site to resolve depressions, establishing proper drainage gradients, and compacting the soil sub-base to 2,500 lbs. per sq. ft. of barring capacity to prepare the footprint for subsequent construction. Throughout this effort, the Contractor must coordinate closely with TEU2 site managers to minimize disruption to adjacent active training zones, employing necessary noise, dust, and traffic mitigation strategies. Final acceptance of the project requires a joint inspection verifying the total removal of the specified structures, the complete absence of debris, and the successful leveling and grading of the entire project area, rendering it fully prepared for the installation of the new multi-level target complexes.

4. Period of Performance: From Date of Award to - 60 Days After Award

5. Place of Performance: Fort Story, Virginia Beach, VA 23459 - INDIG Village

ACCESS TO THE BASE: Contractor Personnel/Vendor shall maintain all required documentation to access base.

Contractors shall be eligible to receive base access at time of award.
